Conduct a public hearing on the 5311 Administrative, 5310 Operating, and 5339 Combined Capital grant applications for FY 2027; 2. Approve the 5311 Administrative, 5310 Operating, and 5339 Combined Capital grant applications for FY 2027; and 3. Approve the FY 2027 Program Resolution (Attachment 1), and FY 2027 Local Share Certification (Attachment 2). BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Integrated Mobility Division (IMD) accepts requests for capital, operations, and administrative needs for county-operated transit programs. Additionally, the Federal Transit Administration (FTA) awards operating and capital funding directly to eligible recipients to assist with eligible operating expenses, replace, rehabilitate, and purchase buses and related equipment, as well as construct bus-related facilities. This funding also supports technological changes or innovations to modify low- or no-emission vehicles or facilities. Orange County Transportation Services (OCTS) is eligible to apply for funding for administrative, operating, and capital projects and seeks a total of$576,321 in combined federal and state transit project grant funding for FY 2027. Additionally, the funds support a transit system that enhances access for residents in both urban and non- urbanized (rural) areas to healthcare, shopping, education, employment, public services, and recreation. FINANCIAL IMPACT: The 5311 Administrative will utilize transit tax funds to cover the required local match. To reduce costs to the County, the 5310 Operating grant project will combine the Rural Operating Assistance Program (ROAP) and transit tax funds to cover the local match requirement. The 5339/5311 Combined Capital project will utilize general funds to cover the local match necessary for the procurement of one (1) zero-emission battery electric transit van. All funding actions will be included in a future Budget Amendment for consideration by the Board of Commissioners. The reimbursement to the County will be based on application approval and the actual grant project expenditures, up to the applicable combined federal and state total. ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 4: MULTI-MODAL TRANSPORTATION OBJECTIVE 2. Increase community awareness of all modes of transportation including transit, bike and pedestrian, vehicle, and all other modes. • GOAL 2: HEALTHY COMMUNITY OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis Diversion facility, Medicaid expansion, crisis response, healthy living campaign). • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION OBJECTIVE 1: Identify the priorities and resources necessary to implement the Climate Action Plan. OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the County fleet/facilities and improve safety. RECOMMENDATION(S): The Manager recommends that the Board: 1. Conduct a public hearing on the 5311 Administrative, 5310 Operating, 5339/5311 Combined Capital, and ARP 5307 Operating grants applications for FY 2027; 2. Approve the 5311 Administrative grant application for $219,202 with a local match total of $32,881, the 5310 Operating grant application for $500,000 with a local match total of $250,000, the 5339/5311 Combined Capital grant application for $155,500 with a local match total of $15,500; and 3. Approve and authorize the Chair and staff to sign the FY 2027 Program Resolution (Attachment 1) and FY 2027 Local Share Certification (Attachment 2) as appropriate. INTEGRATED MOBILITY DIVISION D GRANT APPLICATION PUBLIC TRANSPORTATION PROGRAM RESOLUTION FY27 RESOLUTION Section 5311 (including ADTAP), 5310, 5339, 5307 and applicable State funding, or combination thereof. Applicant seeking permission to apply for Public Transportation Program funding, enter into agreement with the North Carolina Department of Transportation, provide the necessary assurances and the required local match. A motion was made by (Board Member's Name) Jamezetta Bedford and seconded by (Board Member's Name or N/A, if not required) N/A for the adoption of the following resolution, and upon being put to a vote was duly adopted. WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for administering federal and state public transportation funds; and WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of Transportation, Federal Transit Administration and receives funds from the North Carolina General Assembly to provide assistance for rural public transportation projects; and WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the provision of rural, small urban, and urban public transportation services consistent with the policy requirements of each funding source for planning, community and agency involvement, service design, service alternatives, training and conference participation, reporting and other requirements (drug and alcohol testing policy and program, disadvantaged business enterprise program, and fully allocated costs analysis); and WHEREAS, the funds applied for may be Administrative, Operating, Planning, or Capital funds and will have different percentages of federal, state, and local funds. WHEREAS, non-Community Transportation applicants may apply for funding for "purchase-of-service" projects under the Capital Purchase of Service budget, Section 5310 program.
