PURPOSE: To consider making three appointments to the Commission For the Environment.
BACKGROUND: There are two vacancies on the Commission For the Environment, and one
more will be created when Mr. Lee Rafalow resigns effective 12/31/2002. Over 15 applications
have been received in the Clerk's office from citizens interested in serving on this Commission.
FINANCIAL IMPACT: None
RECOMMENDATION(S): (A) Designate Mark Smith as the Air Quality representative
(Environmental Specialist at N.C. Division of Air Quality) and Julie H. Tucker as the Engineering
representative (Environmental Engineer - Bachelor's Degree in Engineering).
(B) Then, make appointments as the Board decides.

Piedmont, Blue Ridge, and Coastal Plain provinces of the east and
southeastern U.S. Studies of water quality in urban areas, especially
ground water and surface water associated with landfills. Studies of
ground-water supplies and potential for contamination for the U.S.
Navy. Studies of ground-water availability in secondary permeability-
terranes. Development of procedures for well-site selection and
testing of wells for sustained yield in fractured rock aquifers.
Statistical studies of hydrogeologic and construction variables

COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines
for advisory boards and commissions as adopted by the Orange County Board of Commissioners.
Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an interest which reasonably might
appear to be in conflict with the concept of fairness in dealing with public business. A conflict of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct orindirect, in any issue or transaction under consideration. Any member who violates this
provision may be subject to removal from the board or commission.
If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest on a particular issue, then that member should state this belief to the other members of
