O Evictions
O Question: How many times to allow eviction before
termination?And if they are terminated how long before they
can be allowed to come back to the program?
O Program Manager reported terminations from March were
significantly higher- Pre-emptive notice has been sent out
that assistance is no longer available to help pay rent
O Discussion and suggestions made on how many evictions and
reasons why for the evictions.
O Biggest complaint is not paying and destroying the property
which could create more of an issue for Landlords with
continual allowance of use of HCV.
O It was explained what we are talking about now is consecutive
evictions.
O Discussion:Two violations/evictions and two years to re-apply
suggested.
O The board member would like to have more information. New
Board member would like more information on what other
programs are doing regarding how many consecutive
evictions are allowed before termination.
O Motion made to table the vote until next meeting. Dr. Miles
made a motion to table.
O Discussion continued about "why people are not able to pay
rent" what were circumstances.
O Monica 2nd the motion to table the discussion/vote until next
meeting.
O Program Manager will get more information on what other
nearby counties are doing and provide before the vote.

HCV program is designed to help pay rent based on households' income; an
overpayment of rental assistance is discovered; HUD says we have to collect
that money.
O Currently, HCV program allows 3 defaults.
O Question: Should OCHA terminate for failure to pay back
overpayment
O Current protocol overpayment info goes to"Debts Owed" and
any other HA will see this information, and this may prevent
an applicant to get assistance until the debt is paid.
O Board Member: Eva suggested putting a threshold on
seasonal work.
O The current threshold was explained by program manager.
The basics on how assistance and process income changes
were given.
O With upcoming HOTMA changes effective 7/1/2025 staff
currently in training.
O For those who are in default of a repayment agreement,
should they be terminated from the program.
O There was a lot of discussion on how difficult it is being in the
program and that we should allow some financial privacy to
participants.
O There was more explanation on how overpayments are found
and calculated.
O Motion to tabling vote on how many evictions should be
allowed due to nonpayment of rent and tabling vote on
default of repayment agreements.

Jenn Sykes:Agree with Dr. Miles on the motion to table - I think the two asks for more
information are what similar counties do, and also add in what Dr. Miles posted in the chat on local
flexibility.
Monica Richards: I second the motion to table.
Jenn Sykes: And for the social support questions, I think a lot of programs that AHAB funds, not
this program, offers a lot more of the case management world/support.
Will add in for the HCV users meeting, a good group to get would be the charity care groups at
Duke and UNC - they should offer a fair amount of free supports and also get payment plans on
health done (and I know they don't work great with DSS)
Dr. Timothy Miles: I agree People who break the rule returning to the program voucher programs
must go through some support programs. Also issues these tenants are the housing or landlord
issues. It maybe looks discriminatory to other tenants in a complex. Landlords in Orange County
have come along ways in accepting Section or housing choice vouchers. The landlords will turn
away new section 8 tenants.
Jenn Sykes:And I think this gets at the need for HAC and AHAB to overlap -AHAB started
funding a lot of programs for what Eva talked about (Self-Help did something with savings), but
I'm not sure how it ties to HAC participants explicitly, or if they even get priority.

Monica Richard:Would this be evaluated at 12 mos.?
Jenn Sykes: I'd ask for some sort of level of income increase and consistency of that income
increase.
Dr. Timothy Miles: Social security faces the same issues of over payment. Maybe the process
might helpful to look at. ?
Jenn Sykes:And there's probably something like setting up a payment plan or, if not, some of the
AHAB partners might be able to step in and help (like Self-Help CU)
