44 a. Short Range Transit Plan
45 M. Adams and Y. Techagumthorn with Nelson Nygaard provided an update on the plan. M. Adams
46 informed that the plan recommends improvements to messaging and marketing: Transit Information
47 Campaign and Improve Demand Response booking. H. Perry questioned the 4 appendixes to the plan as
48 theywere not in the packet. Clarification was offered by Nelson Nygaard and N.Trivedi as the Transit Plan
49 is more for public viewing while the Appendixes are for County Planning purposes. G.Woloszczuk and A.
50 Menius brought up issues with the regional transit hub as they might not be shown currently in the best
51 areas to serve the county. There was discussion regarding the 420 route and Hill to Hill as it had been
52 presented to remove stops and changes the routes, so they were aligned.
53 Motion:Joshua Mayo,with:
54 Upgrade Orange HS to a medium-term with walking access project
55 Updated rural transit hubs map to include full county and clarified that MOD is available countywide
56 Added/Changed language for the Hill to Hill to include weekend, evening, and matching alignments
57 and continued conversations with GoTriangle.
58 Emphasis hiring marking services for the transit information campaign as budget allows
59 Added a highlight of the Climate Action Plan into the SRTP, in the Project Goals section

63 b. 2024 Safe Routes to School Plan
64 N.Trivedi provided an update on the plan.Town of Hillsborough has requested a few changes by adding
65 3 schools—Central Elementary, River Park Elementary and HilLsborough Elementary. Recommendations
66 to these schools would have to be discussed/agreed upon with the Town of Hillsborough. S. Appel
67 questioned the issues with River Park Elementary due to the traffic flow for school pickup. N. Trivedi
68 stated he can get an answer to the concern. The carline is outside the scope of this project but can be
69 corrected as the school would have to work with NCDOT to correct the issues. Outboard will provide
70 notice that the board is aware of the issues and work with the consultant to get clear narrative to get the
71 issues resolved. N.Trivedi explained schools are aware of the Federal requirements for the Safe Routes
72 to School program and they have their own approaches. They were involved in the planning process.
73 There were concerns brought up as to when the research/field visit was completed- what was the
74 weather,time, etc.
75 Infrastructure in North Carolina is challenging, with towns having more opportunities than Counties.
76 Rural areas require more local and federal commitment towards improving such infrastructure. Plans
77 like this and others help establish local support so that other funding opportunities could be made
78 available like SPOT,Transit Tax and other transportation related sources. Outboard members and public
79 citizens emphasized the critical importance, current demand and lack of resources for the most
80 vulnerable walking and bike population in the County.

82 Narrative emphasizing each school to pursue MSTA with NCDOT to address car line and its impact
83 on State roads.
84 Add lineal feet or miles-to each sidewalk, bike lane, and/or side path
85 Increase priority for - No parking on state/town roads near schools, speed limit reduction and
86 bike/ped recommendations

92 N.Trivedi provided updates—140 is on schedule and should close within the next year. 185 will be
93 worked on as well as there some bridges to be replaced

95 b. County Biker/Ped Plan
96 Stantec has been chosen to the kickoff the county bike/ped plan which will focus on the Orange County
97 needs. Official meeting starts next month and can provide more timelines at that time. Parks&
98 Recreation is working on a trails plan to start in December.
