36 Nish provided an updated 2024 Annual Report and 2025 Work Plan for the members consideration. All
37 current year's accomplishments and next year's objectives were updated.Art M clarified the past tense
38 of some bullets. Sheery A. recommended adding the extensive public engagement done on recently
39 adopted plans as another accomplishment and continue finding ways to get more people involved as a
40 new work objective.These were added to both as an accomplishment and future work objective.

48 Nish T. presented findings from his independent research on the topic.

50 Amy C. inquired about the annual frequency of such reviews. Nish explained that DAC meetings occur
51 once or twice a month, are hosted by the Planning Department, and cover projects ranging from small-
52 scale to large-scale developments. Amy also asked about the potential revenue generated from this
53 practice. Nish clarified that the revenue would depend on the fee structure, which is currently under
54 evaluation, using best practices established in other counties.

56 Sherry A. asked about incorporating analytics and whether establishing an hourly rate could help
57 determine the fee structure. Nish described how Durham and other counties approach this and
58 discussed how Orange County could integrate similar strategies into its existing processes. The
59 consensus was that the fee should not be set too low.

61 Heidi P. inquired about integrating performance measures. Nish explained that incorporating these
62 measures would support the implementation of the Transportation Multimodal Plan, which outlines
63 priorities in alignment with other locally adopted plans. Heidi also asked about the UDO, and Nish
64 confirmed that it serves as the primary framework for implementing this project and will include a
65 County-controlled update.

67 Amy C. asked how and when the funds would be utilized. Nish stated that this is still being researched.
68 He noted that best practices favor a consolidated pool of funds, such as a CIP, to be used across the
69 County rather than solely in the developed area. Other options include using the funds as a local match
70 for larger capital projects and grants.

Subject: 2019 Efland-Buckhorn-Mebane Access Management Plan Update
Attachment: Scope of Work
PURPOSE: To approve Scope of Work for 2019 Efland-Buckhorn-Mebane Access Management
Plan (2019 EBM AMP) Update.
BACKGROUND: On July 17, 2024, the Orange Unified Transportation Board (OUTBoard)
conducted a review of the 2019 Efland-Buckhorn-Mebane Access Management Plan (EBM AMP)
as part of its efforts to prepare for a comprehensive update.This update is deemed necessary to
address the multimodal transportation impacts of several approved developments within the
study area. The developments include:
Approved Developments:
• R+L Carriers: A freight terminal spanning 83.4 acres located at Buckhorn and 1-40/1-85.
• Medline:A 1.2 million square-foot medical supply distribution center on 176 acres along West
Ten Road.
• Buckhorn Industrial: A light manufacturing facility on 49.3 acres at Buckhorn and West Ten.
• West Ten Industrial: A light manufacturing facility on 47.5 acres at Buckhorn and West Ten.
• Buckhorn Business Center: A master-planned light manufacturing campus on 128.8 acres at
Buckhorn Industrial Parkway and Buckhorn Road.
• Carolina Achieve: A charter school approved 15.7 acres at West Ten Road and Rock Quarry.
• Efland Industrial: An 886,240 square-foot light industrial facility at Mt. Willing Road and the
I-40/US 70 Connector.
In addition, Orange County has adopted several plans with specific projects in the study area:
• US 70 Multimodal Corridor Study
• Short Range Transit Plan
• Safe Routes to School Plan
• The 2022 County Strategic Plan
• The Hillsborough Connectivity Plan
• The Mebane Bicycle and Pedestrian Plan
During the July 17, 2024, meeting, OUTBoard members recommended that staff conduct a
thorough review of the multimodal transportation impacts associated with all approved
developments. This review would include an evaluation of any Traffic Impact Analyses (TIA)
conducted for these projects and a comparison of the findings against the projections outlined
in the 2019 EBM AMP. If the cumulative traffic impacts from the approved development meet or
exceed the forecasts established in the original plan, an update will be initiated in accordance
with the presented Scope of Work.

This proactive approach ensures that the transportation infrastructure and multimodal systems
remain aligned with the area's growth and development, supporting the efficient and sustainable
movement of people and goods.

Task A — Analysis of Existing Conditions
A comprehensive planning-level analysis will be conducted to assess existing conditions by reviewing adopted
plans, evaluating the transportation network, and utilizing a data-driven approach. This analysis will incorporate
locally approved Traffic Impact Analyses (TIA) and other relevant datasets.
Methodology:
• Utilize publicly available data, fieldwork, and independent research sources such as the U.S. Census, Triangle
Regional Model, NCDOT databases, and local studies.
• Consolidate all information into a clear and concise format, including maps, charts, and tables.
• Develop an Existing Conditions Report that will serve as the foundation for future recommendations.
Key Deliverables:
✓ Updated GIS maps
✓ Data visualizations (charts, graphs,tables)with supporting narrative
✓ Multimodal network analysis

Task B — Public Engagement
Public engagement will be conducted in alignment with the approved Department-specific Public Involvement
Plan (PIP). Engagement activities will include but are not limited to:
• Two rounds of public workshops and additional pop-up events in the planning area.
• OUTBoard meetings and a formal Public Hearing before the Board of County Commissioners (BOCC).
• A dedicated project website for continuous updates and public feedback.
Staff will prepare a Public Engagement Summary Report detailing community feedback,visual representations
of public input, and how this feedback shaped the recommendations.
Key Deliverables:
✓Two public workshops within the planning area
✓ Project-specific website for ongoing engagement
✓ Public Engagement Report summarizing outreach efforts and feedback
TaskC — Draft Plan
Following the completion of the Existing Conditions Analysis and Public Engagement Report, staff will develop a
draft plan outlining short-, mid-, and long-term strategies for transportation improvements.
• The draft plan will be presented to the Orange Unified Transportation Board (OUTBoard)for feedback.
• After incorporating necessary revisions, the final draft will be submitted to the Board of County
Commissioners (BOCC)for public hearing and review.

Subject: Safe Routes to School —Steering Committee
PURPOSE:To recommend the Board of County Commissioners approve the Safe Routes to School
Steering Committee
BACKGROUND: On November 7, 2024, the Orange County Board of County Commissioners
(BOCC) approved the 2024 Safe Routes to School (SRTS) Plan [link]. This plan establishes a
framework to enhance safety for students traveling to and from all thirteen Orange County Public
Schools.
Following its adoption by Orange County, the plan received approvals from key regional
transportation organizations, including:
• Triangle West Transportation Planning Organization
• Burlington-Graham Metropolitan Planning Organization
• Central Pine Rural Planning Organization
Additionally,the Orange County Board of Education received the plan during its December public
meeting. The plan has also gained statewide recognition and has been selected for presentation
at the 2025 North Carolina Association of Metropolitan Planning Organizations Annual
Conference in Wilmington.
Recommendation: Establishment of an SRTS Steering Committee
To support the implementation of the plan, Orange County Transportation Services (OCTS) staff
recommend the formation of an SRTS Steering Committee, as outlined in the approved plan.The
committee would be responsible for overseeing implementation efforts and would include
representatives from:
• School administrators
• Local government officials
• Parents, Students, Teachers
• Urban and transportation planners
The Steering Committee's primary responsibilities would include:
• Coordinating implementation efforts and ensuring alignment with the adopted plan.
• Engaging key stakeholders to promote collaboration and community involvement.
• Developing action plans to facilitate short- and long-term recommendations.
Governance and Next Steps
While the OUTBoard By-laws authorize the formation of subcommittees with limited scope
within its membership, a Steering Committee of this scale would require formal approval from
the Board of County Commissioners.

Therefore, OCTS requests that the OUTBoard review the proposed Steering Committee structure
and provide a recommendation for the BOCC to formally establish an SRTS Steering Committee
dedicated to the successful implementation of the plan.
This initiative is a critical step in ensuring that the 2024 Safe Routes to School Plan achieves its
intended impact, fostering a safer, more accessible, and sustainable transportation environment
for Orange County students.

Attachment: Non-STIP Project List
PURPOSE: Comment on County's Non-State Transportation Improvement Projects (Non-STIP).
BACKGROUND: The Orange Unified Transportation Board (OUTBoard) conducts a quarterly
review of the County's Non-State Transportation Improvement Program (Non-STIP) projects.This
review is conducted both in preparation for and following the quarterly meetings between the
County, local municipalities, and the North Carolina Department of Transportation (NCDOT).
NCDOT administers various funding programs that allow local transportation projects to proceed
without requiring inclusion in the State's Prioritization of Transportation (SPOT) process. These
funding sources include, but are not limited to:
• Highway Safety Improvement Program (HSIP - link)
• Spot Safety/Mobility Programs (link)
• Highway Maintenance Improvement Program (HMIP - link)
Key Funding Stipulations
✓ Right-of-way acquisition and utility relocations must be completed prior to funding approval.
✓ Projects must be under contract within 12-24 months of receiving funding.
✓ For projects exceeding$250,000, resolution of support from the local elected body is required
✓ Funding can be combined with other sources to maximize project feasibility.
✓ Most projects are subject to Board of Transportation (BOT) approval.
Project Identification and Review Process
Transportation staff from Orange County and NCDOT work collaboratively to:
• Analyze the existing road network.
• Address public concerns regarding traffic safety, mobility, and infrastructure needs.
• Identify small-scale, cost-effective improvements that can be implemented administratively
without lengthy approval processes.
To ensure transparency and strategic decision-making, County staff maintain and update an
ongoing list of Non-STIP projects (Attachment 1), which is reviewed quarterly with the
Transportation Advisory Service and OUTBoard. These regular assessments help prioritize local
transportation enhancements and ensure that funding opportunities are effectively leveraged to
improve safety and mobility across the County.

in which an autonomous drone can be placed in a community before a storm and then deployed remotely to start
collecting images of damage and deliver emergency supplies.
Aviation officials hope to build upon what the agency was able to accomplish during Helene, when the division and
its partners with the N.C. Department of Public Safety, the National Guard and the Civil Air Patrol were able to use
drones, helicopters and fixed-wing aircraft to gather thousands of images of damage in places too difficult to reach
by land. Those images were vital to help responders better understand what they needed to do to help people dur-
ing the recovery effort in Western North Carolina.
The Division of Aviation will use the grant money to pilot the `drone in a box' response system in Lumberton. Like
many mountain communities, the Robeson County town is no stranger to natural disasters, as evidenced by what
happened during Hurricane Florence in 2018. The Division of Aviation will work closely with Lumberton and the sur-
rounding communities because public feedback will be important as the agency studies the issue and develops a
better response program.

NCDOT Announces Release of NEVI Round 2 RFP GIS-based map of
Proposed Charging Locations
State officials have published a map online with the proposed locations for the second set of electric vehicle
charging stations that will be funded through the National Electric Vehicle Infrastructure Program.
The North Carolina Department of Transportation (NCDOT) has posted an updated GIS-based map with the
proposed locations of the electric vehicle charging stations for Round 2 of the NEVI Program funding at
NCDOT: National Electric Vehicle Infrastructure (NEVI) Program. NCDOT has worked to optimize these lo-
cations based on the 50-mile spacing requirement.
NCDOT has released this map ahead of the Request for Proposal (RFP) to facilitate planning by applicants
wishing to construct and operate EV charging stations using the NEVI funding. A Request for Proposal (RFP)
and application process will be issued in 2025.
Information about the map
a. Each location on the GIS map is a "cluster" of one or more exits along the alternative fuel corridors
(AFCs) that are within the bounds of meeting NEVI's 50-mile spacing requirement.
b. Round 2 will provide funding for 41 charging stations.
c. Five clusters are in Western North Carolina and will have additional time to submit applications (shown in
red).
d. There will be one charging station per cluster.
e. Any proposed charging station must be sited within a designated cluster and within 1-mile of the exit. This
distance has been calculated and provided in the GIS-based map.
f. The GIS map has layers that can be turned on to show disadvantaged communities and 100-year flood
plains (see top right corner of GIS website).
In addition to the map, NCDOT has also included several items to facilitate planning including;
• List of exits numbers and crossroads for each cluster,
• NCDOT Utility Data Request Form —to assist with determining the availability of power at a given site,
• U.S. Department of Energy - Alternative Fueling Station Locator that provides a map of other DC Fact
Charge sites in the state,
• NEVI Utility Finder — an Excel spreadsheet provided by the federal government that provides the electric
utilities that serve a given zip code, and
• Registration for upcoming events.

USDOT Issues Final Rule Establishing Accessibility Standards for Pedes-
trian Facilities in the Public Right-of-Way
On December 18, 2024, the U.S. Department of Transportation (USDOT) ) published a final rule that will in-
crease accessibility for transit users by providing local governments and other owner-operators of the public
right-of-way clear, uniform, and technically defined standards of accessibility to guide their design decisions
for new construction and alterations of transit stops in the public right-of-way.
The Americans with Disabilities Act (ADA) directs USDOT to adopt standards for accessible public transpor-
tation facilities that are consistent with final minimum accessibility guidelines issued by the Architectural and
Transportation Barriers Compliance Board (U.S. Access Board). The Final Rule on Transportation for Individ-
uals with Disabilities: Adoption of Accessibility Standards for Pedestrian Facilities in the Public Right-of-Way
adopts the U.S. Access Board's Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way
(referred to as PROWAG) as the Department's regulatory standards for new construction and alterations of
transit stops in the public right-of-way.
USDOT's adoption of the PROWAG means that there will no longer be a need for each state or local agency
to evaluate sources of guidance and make an independent determination on how to design transit stops and
other facilities to achieve accessibility for different types of users. Users of the transportation system will also
benefit from uniformity in accessibility-related design standards.
The Final Rule becomes effective on January 17, 2025.
