Minutes of the Board of County Commissioners
Septembe'r.27, 1965
The Orange County Board of Commissioners met in special session on Monday, September 27,1965,
at at 7:30 o'clock P.M., in the Commissioners Room in the Courthouse in Hillsborough, N. C.
Members present: Chairman Harvey D. Bennett, Commissioners William C. Ray, Carl M. Smith,
and Henry S. Walker.
Members absent: Commissioner Gordon B. Cleveland.
S. M. Lynch, Clerk Superior Court administered the oath of office for the County Planning
Board to the following persons:
Mrs. Nellie Andrews Aubrey McLenaon
Curtis P. Hogan C. B. Pope, Jr.
Cornelius T. Kaylor Robert Strayhorn
Pearson Stuart, Executive Director, and Harry Palmer, staff planner, of the Research Triangle
Regional Planning Commission were present and made a few remarks concerning planning to the Board of
Commissioners and to the Planning Board.
The Orange County Planning Board then moved to another room to hold its first meeting. At
the conclusion of this meeting the Planning Board reported that C. T. Kayylor had been elected as
its Chairman.
There being no further business to come before the Board, the meeting was adjourned to meet
again at 2:30 o'clock P.M., on Tuesday, September 28, 1965.

Minutes of the Board of County Commissioners
September 28, 1965
The Orange County Board of Commissioners met in special session on Tuesday September 28, 1965,
at 2:30 o'clock P.M., in the Commissioners Roan in the Courthouse in Hillsborough, N. C. The pur-
pose of this meeting was to join with the representatives of the North Carolina Medical Care
Commission to view possible sites for a County Health Building.
Members present: Chairman Harvey D. Bennett, Commissioners William C. Ray, Carl M. Smith,
and Henry S. Walker.
Members absent: Commissioner Gordon B. Cleveland.
. Mr. Jones and Mr. Taylor, representatives of the North Carolina Medical Care Commission,
went with the Board to view the following three sites:
(1) on the North side of Margaret Lane just Fast of the present Jail lot.
(2) on the West side of Cameron Avenue at the intersection of Margaret Lane and Cameron
Avenue.
(3) South of the Courthouse and the Riley house.
At the conclusion of this trip, Mr. Jones advised the Board that the Medical Care Commission
would send the Board a memorandum concerning the suitability of the sites from the Comm<ission'e
standpoint.
The Dog Warden Program was discussed again, and, upon motion of Commissioner Ray, seconded
by Commissioner Walker, Archie Oakly was hired as the new County Dog Warden, with Commissioners
Ray and Walker voting in the affirmative and Commissioner Smith voting in the negative.
There being no further business to coma before the Board, the meeting was adjourned to
meet again at 7:30 o'clock p.m.,on Tuesday, September 28, at the Alamance County Courthouse in
Graham, N. G.
