In order to say we have an"equalization of assessed values" among these four properties the general assessment "yardsticks" should at least be approximately the same. In our earlier appeal submittal,I illustrated the current misalignment in"yardsticks" utilizing two general parameters: 1) "% increase in assessed value" since the 2021 assessment, and 2)the change in the "all-in$/square foot value" since the 2021 assessment. Evidence submitted by the county representative: • The purpose of the revaluation is to bring properties to market value,there is no percentage applied, only corrections made, and values determined based on sales of like properties. • The subject property is a brick home built in 2012 with 4,191 square feet,4 bedrooms, and 3 & 1/2 baths on 5.54 acres of land in Hillsborough. The property sold on August 14, 2023 for $1,190,000. This sale,along with others in the neighborhood,was used in determining the value. • The grade was reduced from A+05 to A-10 during the informal appeal to be more equitable with the other houses on New Isley Trail. • Upon further review, The County recommends correcting the sketch/square footage of the home from 4,068 to 4,191 and correcting the story height from 1 to 1.25 stories. The Appellant stated"My property data is incorrect,and I would like to request a field review/site visit from a county appraiser: There are several condition issues with the house; including roof damage,roof shingles blown, gutter and downspout damage,ceiling stains and other ceiling damage,railing damage. I attempted to add photos,but the system wasn't allowing me to upload and would then give me an error message,preventing me from submitting. I'm going to email pictures separately." Evidence submitted by the county representative: • On July 29,2025, a site visit was performed by this appraiser. The tenant was in attendance and allowed access to the interior of the home to observe grade, condition/maintenance, and construction standards. Photos were taken of the exterior of the home,the interior showing ceiling damage, and the kitchen for a point of reference for condition and updates. • The residence was built in 1972 (53-years-old),the current effective year built is 1992 (33- years). The property remains largely original,with numerous deficiencies that I believe place its true market value closer to $100,000. Specific issues include Electrical: Original glass fuse panel still in place(not modern breakers). Heating&Cooling: Uses original baseboard heaters. The only air conditioning is an older wall/window unit,not central HVAC. Ceilings: Original ceiling tiles remain in the living room, dining area, and kitchen,not upgraded to smooth drywall. Kitchen: Dated condition with old tile flooring,painted cabinets, an older stove, original light fixtures, and no wall cutout(unlike many other Hillmont units). Lighting: No overhead lighting in the living room, and no electrical wiring has been run to support it. Flooring: Carpet in both the living room and bedroom is badly worn and outdated. Wall Finish: Living room still has original painted wood paneling,not smooth drywall. Bathroom: Contains original or very old plumbing fixtures,basic vanity, and damaged plumbing requiring replacement. Water Heater: 13 years old,beyond typical lifespan.Unit Location: This is a middle unit without corner windows,making it less desirable than some other units in the complex. Occupancy: Only 7 of the 48 units in Hillmont are owner-occupied, which may affect property value and desirability. Evidence submitted by the county representative: • An appraiser reviewed the property from the exterior on 7/30/2025. The county recommends the following changes based on the appellant's evidence and a sales analysis: -Reduce effective year built from 1995 to 1975 -Change condition from Average to Fair. -Change heat type from Combo H&A to Baseboard. The appellant, in part, stated"There are multiple'misc. improvements' listed on our property that have also been removed due to safety reasons. These were very old structures (barns, carports), several of which were either caved in, or leaning so badly that they were unsafe for use. We dismantled these by hand, reclaimed as much usable materials as possible, and properly disposed of what remained." Evidence submitted by the county representative: • On August 1, 2025, a site visit was performed by this appraiser. The taxpayers were in attendance. The appraiser's observances and conclusions: 1. The manufactured home is no longer in existence. Removal from the records is a$53,100 reduction. 2. All nine current SFYI's as listed should be removed for a value reduction of$12,600. Correct SFYI's in the attached photos(7) should be added for a value of$3,200. This results in a net reduction of$9,400 for SFYI's. 3. The area affected by wetlands on the property is 3.60 acres of the 21.93 acres, or 16% (see GIS map attached).
