• This property was appealed during the informal period,and a-15%topography adjustment was
added because no perc documentation was provided at that time. This adjustment reduced the
value to $74,600.
• The subject property is .92 acres located on the corner of NC 54 W and Hatch Rd in Chapel
Hill. Based on the documentation provided by the appellant from the Orange County Health
Department,the County recommends removing the -15%topography adjustment, as
topography is part of the reason for the non-percable site and adding a-75%perc adjustment.

Evidence submitted by the appellant:
• There are three same-footprint units in our townhome community sold in this revaluation
cycle. 908 Highgrove Dr was sold for$340,000; 916 Highgrove Dr was sold for$390,000, and
1008 Highgrove Dr was sold for$357,000. The average sale value is $362,333, and the median
sale value is $357,000. After removing the potential price-reduction or repair credit from the
listed sale price, I believe my unit should worth$350,000 to$360,000. The suggested similar

property sales in your system are the homes on Glade Street and Westside Drive,which have
much larger floor plans and a brick facade.
Evidence submitted by the county representative:
• The subject property is a townhome with 1,152 square feet, 2 bedrooms and 2 & 1/2 baths built
in 2000, located on Highgrove Drive in Southern Village, in Chapel Hill.
• Based on order of the BOER, the County made changes to this townhome, along with the
others on Highgrove Drive,that resulted in a reduced value after this appeal was filed.
• The grades of the townhome and garage were reduced due to the lesser build quality than that
of the other townhomes within the community. The current value for this property is $406,000.
• There were no recent 2024 sales of the Highgrove Drive townhomes,but 916 Highgrove Drive
sold in 2022 for$338,500 and again in April of 2025 for$400,000. Using a time adjustment
for the other 2021 sales based on this resale,we can determine that the sale prices increased at
least 20% from 2021 to 2025 (chart included in packet). The current value of$406,000 is well
within the range of time adjusted sales and is equitable with the other similar units.

• The subject property is located at 115 Culbreth Park Drive,in Chapel Hill. The County
performed a field inspection for photos and for physical verification. The County also reviewed

recent comparable sales in the subject's neighborhood.After review,the County recommends
reducing the grade from a C+5 to a C and the effective year built from 2000 to 1995. These
changes more accurately reflect the subject's quality of construction and condition while also
bringing its price per square foot more in line with the comparable sales. Please note that due
to economies of scale,the subject's smaller size translates to a slightly higher than average
price per square foot. For example,the comparable sale closest in size to the subject sold for
$348.52/square foot in 2023.
• These recommended changes would result in a revised assessment of$352,700 for the subject
property. The County recommends a revised value of$352,700 for the subject property.

Providence Glen sold in November of 2024 for$289,000. 331 Providence Glen has been listed
for months(since January 2025) at$289,000 but has not sold yet. 1611 Providence Glen sold
in December of 2024 for$314,000.

• The subject property is located at 821 Providence Glen Drive,in the Providence Glen
Condominium project,in Chapel Hill. The County performed a field analysis on the subject for
photos and for physical verification. The Countalso anal zed three com arable sales of units

that are the same size as the subject property. These were the only three qualified sales of this
size that sold in 2024. After review,the County recommends no change to the subject
property's assessment of$333,800.

purchased the home in March 2025 and had a home inspection prior to purchase. The appellant
notes some of the issues that were discovered during the inspection.
Evidence submitted by the county representative:
• The subject property is a modular home located at 109 Lafayette Drive, in the Cornwallis Hills
subdivision, in Hillsborough. The County conducted a field inspection for photos and physical
inspection. After review,the County recommends the following changes: removing the 10%
design factor,reducing the quality grade from B to B-10 and reducing the effective year built
from 1994 to 1987. These changes would reduce the assessed value to $275,500. The County
recommends a revised value of$275,500 for the subject property.

• The appellant states that prices of recently purchased homes in the Churton Grove subdivision
have increased by a much larger percentage when compared to houses with long term
ownership. The appellant's home was purchased in 2022 for$669,000.
Evidence submitted by the county representative:
• The subject property is located at 627 Churton Grove Boulevard, in the Churton Grove
subdivision, in Hillsborough. The County recently visited the property for physical inspection
and photos. The County analyzed 2024 sales of comparable properties in the subject's
neighborhood. The County also analyzed properties comparable to the subject that did not
recently sale. The sales analysis and the equity analysis both show that the subject property's
value is in line with comparable properties in this neighborhood. Therefore,the County
recommends no change to the current assessment of$718,600 for the subject property.
