The average sale value is $362,333, and the median sale value is $357,000. After removing the potential price-reduction or repair credit from the listed sale price, I believe my unit should worth$350,000 to$360,000. Evidence submitted by the county representative: • The subject property is a townhome with 1,152 square feet, 2 bedrooms and 2 & 1/2 baths built in 2000, located on Highgrove Drive in Southern Village, in Chapel Hill. • Based on order of the BOER, the County made changes to this townhome, along with the others on Highgrove Drive,that resulted in a reduced value after this appeal was filed. • The grades of the townhome and garage were reduced due to the lesser build quality than that of the other townhomes within the community. The current value for this property is $406,000. • There were no recent 2024 sales of the Highgrove Drive townhomes,but 916 Highgrove Drive sold in 2022 for$338,500 and again in April of 2025 for$400,000. Using a time adjustment for the other 2021 sales based on this resale,we can determine that the sale prices increased at least 20% from 2021 to 2025 (chart included in packet). The County recently visited the property for physical inspection and photos. The County analyzed 2024 sales of comparable properties in the subject's neighborhood. The County also analyzed properties comparable to the subject that did not recently sale. The sales analysis and the equity analysis both show that the subject property's value is in line with comparable properties in this neighborhood.
