PURPOSE: To approve and authorize Orange County Fleet Services to purchase three (3)
Original Equipment Manufacturer (OEM) Modified ADA Mobility Mini-Vans (Chrysler Voyager) to
provide accessible transportation options to individuals with disabilities who are unable to use the
fixed-route bus service.
BACKGROUND: The Orange County Transportation Services Department is seeking to replace
three (3) vehicles that were damaged and subsequently totaled due to the actions of a contracted
cleaning company.
Orange County Fleet Services proposes the purchase of replacement vehicles to ensure the
continued safe, efficient, cost-effective transportation service for Orange County residents.
Funding for this vehicle purchase was approved as part of the Fiscal Year 2024-25 Budget
Amendment #10 at the Board's June 3, 2025 Business meeting, recognizing the receipt of the
insurance funds, and is included in the Capital Investment Plan budget.
The purchase prices for all items are set through a cooperative purchasing agreement by the
Georgia Department of Administrative Services, which is a service cooperative, and all vehicles
will be purchased from the same vendor— Modell.
It should be noted that there was an issue with the quality of work done by an outside vendor on
a fourth damaged vehicle. The repairs were not completed to the satisfaction of the Fleet Services
and Risk Management. The County Attorney's office is currently reviewing and inquiring about
the repairs with the outside vendor.
FINANCIAL IMPACT: The total financial impact for the purchase of the three (3) replacement
vehicles is $188,679.

OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the
County fleet/facilities and improve safety.
RECOMMENDATION(S): The Manager recommends that the Board authorize Fleet Services to
purchase the three (3) OEM Modified ADA Mobility Mini-Vans (Chrysler Voyager).
