ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: July 21, at the Orange County
Department of Social Services at 113 Mayo Street, Hillsborough, NC 27278.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Oscar Fleming, Ann Wilkerson, and
Chris Barnes.
GUEST: Pat Garavaglia
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Earl McKee
STAFF PRESENT: Lindsey Shewmaker, Social Services Director; Sharron Hinton, Assistant Director; and
Lakecia Robbins, Program Manager
I. Call to Order and Introductions
DSS Chair, Jane Garrett, called the meeting to order at 4:07 pm.
II. Board Comments
None.

None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Ann Wilkerson, the Board approved the meeting minutes from June 23, 2025. Chris
Barnes seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Election of Officers
Ann Wilkerson made a motion to elect Oscar Fleming as the Chair of the Social Services Board and
Jane Garrett as the Vice-Chair. Chris Barnes seconded the motion. The motion was carried without
dissent.
2. Energy Outreach Plan
LaKecia Robbins presented the 2025-2026 Energy Outreach Plan for Board approval.
Oscar Fleming made a motion to approve the Energy Outreach Plan. Chris Barnes seconded the
motion. The motion was carried without dissent.

Lindsey Shewmaker presented updates on the Federal Reconciliation Bill and the likely impacts for
Orange County.
4. Chantal Flooding
Lindsey Shewmaker presented a timeline of the DSS response related to Tropical Storm Chantal
and shared DSS involvement.
5. Director's Report
The Data Dashboard will be presented at the next Board Meeting due to the impacts of Tropical
Storm Chantal.
The County has allowed Social Services to fill all previously frozen positions.
VII. Announcements
Oscar Fleming moved to adjourn the meeting at 5:38 pm. Chris Barnes seconded the motion. The motion was
carried without dissent.
