PURPOSE: To consider one appointment to the Hillsborough Planning Board.
BACKGROUND: The Bcard of County Commissioners makes three appointments to the
Hillsborough Planning Board to Extraterritorial Jurisdiction (ETJ) positions,
Mr..loel Brinkley, who has served since September 1996 in one of these positions, recently
rotated off the Board, creating one ETJ vacancy,
The Hillsborough Town Board of Commissioners adapted a Resolution Requesting an
Appointment to an ETJ Seat on the Hillsborough Planning Board on March 8, 2004, which
Resolution was received March 18, 2004 by the BOCC Clerk's office, Said Resolution requests
the appointment of Ms. Rachel Hawkins, of 802 Greentree Drive, Hillsborough, N.C. 27278,.
It is a statutory requirement that the BOCC make an appointment to a vacant Hillsborough
Planning Board ETJ position within 90 days after receiving such a Resolution Requesting An
Appointment described above; otherwise, the Hillsborough Town Board may make this
appointment, The deadline for the BOCC to make its own appointment to the vacant ETJ seat is
June 17th. 2004.
FINANCIAL IMPACT: None,
RECOMMENDATION(S): Consider an appointment to an Extraterritorial Jurisdiction (ET.J)
position on the Hillsborough Planning Board as the Orange County, N,C,, Board of County
Commissioners may decide.

*'`'~`~` t :,, - ~ ~"'O~ ON THE HILLSBOROUGH PLANNING BOARD
WIiEREA5, as a result of the end of a term, it is necessary to appoint a person to a seat reserved
on the Hillsborough Planning Boazd for persons residing within the town's extraterritorial
planning jurisdiction; and
WHEREAS, by state statute and town ordinance, the Orange County Boazd of Commissioners
initially has the authority and responsibility to appoint ET.I members to the town's Planning
Board.
NOW, THEREFORE, THE BOARD OF COMMISSIONERS FO THE TOWN OF
HILLSBOROUGH RESOLVES:
Section 1. The Orange County Boazd of Commissioners is respectfully requested to appoint
the following individual to an ET7 seat on the Hillsborough Planning Boazd, whose term would
expire April 30, 2007:

--~ Section 2, If the Orange County Board of Commissioners fails to appoint persons willing to
serve in the capacity described above within 90 days of receiving this resolution, then the
Hillsborough Town Boazd may make this appointment.
Section 3. The Town Clerk shall send a copy of this resolution to the Orange County
Manager. -
Section 4, This resolution shall become effective upon adoption.
The foregoing resolution having been submitted too a vote, received the following vote and was
duly adopted this 8`h day of March 2004,

Hillsborough Board of Adj. WORK EXPERIENCE: 1 have most recently owned and
operated amulti-million dollar manufacturing company in North Raleigh. I was the
President of the company until it was purchased in 1999. Before we moved to Raleigh, I
was a CFP -Certified Financial Planner in Boston working at a small financial services
firm, I have also worked at a large CPA firm doing tax preparation and financial planning.
VOLUNTEER EXPERIENCE: I have been very active on the North Carolina Hunter
Jumper Association as a board member for the last three year, I also managed the
NCHJA annual horse show in Raleigh last year and am doing it again this year, We are a
charity horse show and raised $35,000 for the UNC Pediatric Oncology Division and also,
$5,000 for the NC State Vet School, EDUCATIONAL EXPERIENCE: I have a BS in
Management from Northeastern University in Boston,MA. In addition, I am a Certified
Financial Planner, OTHER COMMENTS: I am currently semi-retired so I have time to
