April 2022 Minutes
Attendees: Fred Joiner, Chair, Anita Mills, Vice Chair, Linda Williamson, Sec, Sean Bailey, John Bemis, Mark
Bettger, Krista Bremer, Hannah Fatool, Justin Haslett, Lindsay Metivier, Brad Porter, Sarah Shore, Crystal Wu,
and Katie Murray. Excused: Marlon Torres
1) Meeting called to order by Fred Joiner at 6:32pm
2) Approval of March 2022 Board Minutes
Motion: Krista Bremer. Second: Brad Porter. All approved.
3) Board member discussion - Katie Murray
a)Welcome Mark Bettger— Mark is co-interim direct at Arts Center. Katie and the Board are glad to
have Arts Center represented again after Dan's departure
b) Update for Saba Jordan — approved at March meeting —goes to OC County Commissioner meeting
in May.
c) Application review for Tori Danielik as UNC liaison on the board
John approved. Crystal seconded the motion. Unanimous approval
We would have a full board if both approved by County Commissioners.
4) Director's Report - Katie Murray
Katie requested that we all read the full Director's report sent via email. She emphasized these items.
a) Funding update - The $140K coming from the NC Arts Council has been delayed until "early 2023."
Katie is looking at other options to get full time staffing support starting in July even though this money
has been delayed.
b) Eno Mill Update
i) Eno Mill - Katie share these stats on the Mill with the OC Department of Economic Development
this week:
• Of our 17 artists who rent studio space for their arts businesses, six (35%) are artists-of-
color, and 3 (18%) are persons with disabilities.
• We have hosted 1,100 people at our First Friday openings since opening in October (this
excludes January and February when we weren't able to have openings due to COVID).
• Our first three months of operations (Oct-December) saw $10,849 in gallery sales
• We have hosted 89 people for classes at the mill since starting classes in November (we
couldn't hold classes in Jan and Feb due to COVID).
• Our gallery has exhibited the work of 138 local artists since opening in October.
• We have paid 55 artists $26,327 for work sold and services related to Eno Mill programs.
ii) Camps— need assistance with advertising camps. Sign up is slower than expected. Board
members requested to forwarded camp signup. Board members had several suggestions for how to
get the word out. Consolidated camp lists are a "go to" for area parents. Need to make sure our
camps are on these lists.
c) Our Lens, Our Voice— collaborative project we did with the Criminal Justice Department and artists
Soteria Shepperson and Emily Baxter. The exhibit for the project will be opening at the OC Courthouse
during Last Fridays, April 29 and we need Board volunteers to run a table outside to help draw people
into the courthouse. There will also be a special reception for board and folks involved the night before,
April 28, from 5:30-7pm.
d) Handmade Parade April 30 — please sign up if you can walk in the parade.
e) May 6th opening at the Eno Mill — need volunteers to work at the event
f) Arts Day is coming up May 23-24. Katie has five free tickets for the events. Let her know if you'd like
to attend (it's all virtual)
Actual Legislative day is June 711 — in person in Raleigh
5) FY22-23 Grant Cycle Discussion
Plan is to have the FY22-23 grants open by May 1 and closing June 1. Review panels will be in July. We will
run regular Grass Roots grants as we have done in the past. For FY23 when State allocation comes, we'll
either run a separate funding cycle or combine with our regular 2023 grant cycle.
Katie shared financials for upcoming grant cycle and how grant funds will be divided between artist, arts
organizations, and schools. This year we will include the Outside Agency Program funds for the Arts in our
funding pool.
Katie made a recommendation for how the Arts Organization funding be split between operation support vs
program support. Also, Katie recommended we exclude organizations with $2M &up budget from applying for
operational support grants.
Katie reviewed her proposed use for NC Arts Council ARPA funds which must be submitted by early May. She
will split the money '/z between subgrants to arts organization and 1/2 to the OCAC to support additional staffing
(part time to full time person)
Katie reviewed grant cycle timeline and will distribute to board members via email.
Motion to approve plan for grant funding and the ARPA funding (both of Katie's plans presented)— Krista
Bremer. Seconded by Sarah Shore. Unanimous approval by Board
6) Liaison Reports
a) UNC Student Liaison Update Hannah Fatool
• wrapping up last weekend of student theatre, music, and other events.
• Lots of excitement from students about Arts Everywhere
b) Chapel Hill Arts Commission Justin Haslett
• ongoing conversation between Commission and town about the percentage of funding
that should be spent on arts projects. Discussion and clarification when a project is a
capital project and requires arts funding. Chapel Hill needs to have money for
maintenance of art and new art.
c) UNC Crystal Wu
• Arts Everywhere was in person (1st since 2020) and went very well.
• Big scream worked very well. Led by Master Theatre students.
• Ackland Museum opens two new exhibits-one including MFA students
• PlayMakers has Wrinkle in Time
• Carolina Performing Arts— Hip Hop South coming up
• Galapagos sculptures around campus — huge and impactful
d) Hillsborough Arts Council John Bemis
• Focus of Arts Council is on Community events
• Handmade parade weekend coming up
e) The ArtsCenter- Mark Bettger
• Moving into new building -400 Roberson Road. Jones Rd building is off the table.
Upfitting the building is current focus.
• Camps signup and afterschool in full swing
• Gallery back open with show
• Executive search is underway for placement by July
f) Carrboro Arts Committee - Justin
• no update this month
g) Visitor's Bureau - still need representative!
h) Orange County Artists Guild - Anita Mills
• Excited for Spring Show at Eno Mill next month
• May 1st is registration for 2022 Open Studio tour
7) Artistic Sharing
• Discussed what Arts Organizations are doing regarding mask requirements now that no county
mandate.
• In person board meeting next week at the Eno Mill.
• The Board agreed to wear masks at our meeting.
