PURPOSE: To authorize staff to contract for a lighting plan for the field and walking track
lighting as the initial part of construction of Phase II of Efland- Cheeks Park.
BACKGROUND: In March 2004, the Board authorized the submittal of a site plan for Phase
II of Efland Cheeks Park. Prior to this action, the Board received the report of the Efland
Cheeks Park Concept Plan Review Committee in December 2003. Efland Cheeks Park is
co- located with Efland- Cheeks Elementary School in western Orange County. Funding for
Phase II of the park was included in voter- approved the 2001 Parks and Open Space Bond.
With the site plan for Phase II of the park approved in March, the pre - construction process
may now begin. Because of the small scope of this project, staff has prepared a timetable of
activities that lay out the activities needed to construct the pieces of Phase Il. The timetable
is shown as Attachment 1.
As the first step in the construction process, staff would like to have a lighting plan developed
over the summer. This would feature a lighting plan specific to the site, complete with
construction documents suitable for bidding the project.
Construction schedules for the other two pieces of contracted work, the playground and
picnic shelter, would be pursued later in 2004 as lighting installation is concluded.
FINANCIAL IMPACT: Cost of preparing a lighting plan are expected to be less than $5,000.
The attached timetable would call for a bid award for installation of field /walking track lighting
in September.
Preliminary cost estimates for Phase II of the park (playground, picnic shelter, lighting) are
projected to range from $231,000 - $297,000 (actual costs may vary as construction bids are
received). Trail construction is expected to be done by volunteers or in house. A total of
$250,000 is available for Phase II of the park from the 2001 bond,
RECOMMENDATION(S): The Manager recommends that the Board authorize staff to have
a lighting plan for the playing field and walking track developed over the summer.
