Related meeting notes:
• There was a discussion on the possibility of providing copies of the County's evidence to the
appellants. The point was made that providing this information may help them to understand
the County's recommendation. No decision was made on this matter at this time.
• Leon Meyers asked about recent media coverage regarding issues with the Northside
Community of Chapel Hill as it pertains to the 2025 Revaluation. Nancy Freeman felt that it
would be important to share some background information with the board members regarding
the Northside Community. She plans to have something to present to the board at a future
meeting.

• The board members were informed of the schedule change for the meeting on Thursday,June
12th. The new start time will be 2:30 pm.

Evidence submitted by the appellant:
• Per appellant's appeal: "Compared value of neighbor's property at 2317 White Cross Rd.with
270,000/8.9 acres=30,337 per acre and our land value is listed at 166,100/3 acres=55,367.
2317 White Cross Rd. has road frontage,where our land does not have road frontage. I am
writing to appeal the value assessed to our land. I used GIS to obtain my information."
Evidence submitted by the county representative:
• The subject is located off the east side of White Cross Road and is accessible by a private
drive. As the value of the building was not contested,only the land component of the property's
value was analyzed.
• A land equity analysis was performed in which the subject was compared with three other
similarly situated properties also with private access off a main road. All are located in the
same neighborhood as the subject within .5 mile,have the same -10%A-10 land adjustment for
access, and have the same AC-9 land pricing at$75,000 for 1 acre. The analysis shows the
effect of ranged pricing in the AC-9 land model in which the subject's value per acre is
between that of a 2.32 acre parcel and a 3.21 acre parcel. The appellant's comparable was
included as Comp. 4 to further illustrate the effect of ranged pricing and economy of scale for a
much larger parcel as this property also a-10%E-10 land adjustment for containing an
easement and is located near the subject in the same neighborhood.

Statement of Appeal: Request a reduction in value based on a decrease in the median sale price for the
neighborhood from 2023 to 2024.

Evidence submitted by the appellant:
• According to the county website data, from August 2023 ($975,000)to June,August and
September 2024,the neighborhood median sale price had a 10.4%decrease($874,000), 10.8%
decrease($870,000), and 5.1% increase($1,025,000)respectively based on August 2023 price
of$975,000 . From September 2024 to January 2025,there was no recorded data. The assessed
Total Market Value of our property in 2024 was $858,300. We do not see a reason for a jump
of 21.52%to $1,043,000 in January 2025,while the market sales data suggests a flat to 5%
downward trend in general.
Evidence submitted by the county representative:
• The subject contains 4,729 square feet finished area,has the most finished area of the 62
homes in the Chandler Woods neighborhood, and most recently sold in September 2024 for
$1,025,000. Its current assessed value of$1,043,000 indicates a sales ratio of 1.018 (101.8%)
which is within IAAO guidelines for sales ratios in a revaluation year.
• All 2024 and 2023 sales in Chandler Woods were included in a sales analysis. Although all
sales have significantly less finished area than the subject,the sales indicate that the subject's
value per square foot is well below that of the sales.
• Similarly, an equity analysis comparing the subject with the three next largest properties also
indicating the subject's value per square foot is well below similar properties.
• It is the County's opinion that no adjustment to value is supported based on either the
appellant's evidence or the County's sales and equity analyses.
