The Orange County Board of Commissioners met in adjourned session on Monday, July 19, 1965:
at 10:00 o'clock A.M., in the Commissioners Room in the Courthouse in Hillsborough, NT. C.
Plembers Dresent: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, William C.
Say, Henry S. Walker and Carl M. Smith.
I-:embers absent: None.
Willard Swiers, Superintendent of the Chapel Hill Schools; Grey Culbreth, Chairman of the
Chapel ?Mill Board of Education and Board members Richard Peters, Airs. Ross Scroggs, and Ben Perry
were present. Dr. Swiers presented on behalf of his Board a request that the Supplementary Tax
rate be set at 180 rather than the 17¢ presently proposed.
Dr. Swiers also advised the Board of Commissioners that his Board needed an additional 325,000
before it could sign a contract for the new Frank Porter Graham School project. The Chapel Hill School
Board would like for the Board of Commissioners to do one of the following:
(1) Add an additional $30,000 to their capital outlay budget.
(2) Aid them in Borrowing 330,000 from the State Literary Fund.
(3) Issue a letter to them saying that the Board of Commissioners will appropriate at
.least $30,000 in next _ear's capital outlay budget for new buildings and grounds.
After consideration of all these requests Commissioner Cleveland moved that the Board set
the school supplementary tax at 18¢. This motion died for lack of a second.
Upon motion of Commissioner Cleveland, seconded by Commissioner Smith., it was unanimously
adopted that the Board issue a letter to the Chapel Hill School Board stating that the Board of
Commissioners would appropriate to that unit at least $30,000 in their 1966--1967 capital outlay
budget for new buildings and grounds.
The County Accountant advised the Board of a new budgetary request received from the Soil
Conservation Service for an appropriation increase. After reviewing this request the Board decided
to increase the appropriation to the Soil Conservation District to :$1,711.00.
Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, the following
Appropriations Resolution was unanimously adopted:

TAX MVY RESOLUTION
To finance the appropriations just recorded the following tax levy resolution was intro-
duced by Commissioner Smith and seconded by Commissioner Cleveland:
There shall be levied for the purposes listed below the following County Property tax on the
$100.00 valuation:
For the Bond Fund a rate of .01574
Property Revaluation a rate of .01264
Public Health a rate of .05414
School Current Expense a rate of .20979
School Capital Outlay .35187
School Debt Service .16273
General Welfare a rate of 1 .04487

Upon motion of Commissioner Smith, seconded by Commissioner Cleveland the following miscellan-
eous tax levy.resolution was introduced:
(1) A poll tax of $2.00 shall be levied on all male persons between the ages of 21 years
and 50 years. Twenty-five per cent (25b) of the proceeds of this tax shall be de-
posited in the Welfare Accounts and seventy-five per cent (75-:;) of the proceeds will
be deposited in the School Current Expense Fund.
(2) A Special School Tax of ;.17 on the $100.00 of property valuation shall be levied on
all property in the Chapel Hill School District.
(3) A Special Fire tax of $.10 on the $100.00 of property valuation shall be levied on all
property in the Greater Chapel Hill Fire District.
(4) On each open female dog six(6) months of age or older the sum of $2.00, on all other
dogs the sum of $1.00.
(5) On each marriage license a tax of $4.00.
(6) In accordance with Section B of the Revenue act (Article 2, Chapter 5, of the General
Statutes) and any other section of the General Statutes there is hereby levied a privilege
license tax in the maximum amount permitted on all businesses, trades, occupations, or
professions which the County is entitled to tax.
Chairman Bennett called for a vote on the above resolution, there were 5 ayes and 0 noes.
There being no further business to come before the 3oard, the meeting was adjourned.
