BACKGROUND: In April 2025, the County received a written request (Attachment 1) from Grow Your World (GYW) requesting the donation of a surplus vehicle to transport youth program participants to various program opporunities offered by the nonprofit. GYW identified this as an urgent need for its summer programming serving youth impacted by juvenile justice and the Department of Social Services (DSS). The County identified one (1) surplus vehicle, a 2005 Dodge Caravan with 125,000 miles, as an option. Kelley Blue Book estimates the value of the vehicle between $1,794 and $3,723. North Carolina General Statute §160A-279 authorizes a county to convey real or personal property to a nonprofit corporation if the county is authorized by law to appropriate money to the nonprofit. Given the educational support programming conducted by Grow Your World, the County is authorized to make a financial contribution to the organization. Grow Your World is currently the recipient of $6,730 in Orange County funding this current fiscal year through an Outside Agency grant and contracts with DSS and the Criminal Justice Resources Deparment (CJRD). The proposed resolution (Attachment 2) authorizes the County Manager to execute all documents necessary to convey title to the 2005 Dodge Caravan vehicle to Grow Your World in exchange for the following consideration: 1. For the functional life of the vehicle, Grow Your World will utilize it for youth transportation; 2. Grow Your World is required to submit an annual written report to the County summarizing its use of the Property; and 3. Grow Your World is obligated to notify the County in writing when use of the vehicle has ended and explain the circumstances under which the vehicle was retired. These terms would be codified in a contract between the County and Grow Your World. 2 FINANCIAL IMPACT: The estimated value of the surplus vehicle is between $1,794 and $3,723 according to Kelley Blue Book. ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 5: PUBLIC EDUCATION/LEARNING COMMUNITY OBJECTIVE 1. Foster collaborative relationships with formal and informal educational organizations and agencies to provide opportunities for community members to meet, connect, and learn together. OBJECTIVE 2. Improve school readiness and educational outcomes by providing access, training, tools, technology, and other resources needed to thrive. Grow Your World, a 501(c)(3)nonprofit(EIN 84-1845124)based in Carrboro, is writing to request donated vehicles* from Orange County Government that, when combined, are capable of transporting and/or serving twenty(20) or more individuals related to youth programming. Grow Your World will use these donated vehicles from Orange County to provide youth who largely lack ready access to transportation and face multi-faceted barriers to opportunities with the following, to include: afterschool programming, summer camp, access to in-school to mentors from local universities, nutritious food and snacks,project-based learning experiences, tutoring and academic support, substance misuse education, healthy alternatives during high-risk use times both in and out of school. Beyond transportation, these experiences usually come with a high price-tag, which Grow Your World strategically offsets for youth currently in low-income households and other fragile groups (e.g.juvenile justice-involved and justice impacted youth). Would you please share the vehicles currently in inventory which are available to be donated? The 2024 Obioid Settlement Funding Community Meeting Report specified Grow Your 4 World's Early Intervention programming as a success in intervening in substance misuse across the county. We request at this time that a CDL not be required to drive any vehicle. 5 RES-2025-033 Attachment 2 ORANGE COUNTY BOARD OF COMMISSIONERS Resolution Approving Conveyance of Property to a Nonprofit Organization WHEREAS, Orange County owns a 2005 Dodge Caravan (the "Property"); and WHEREAS, North Carolina General Statute §160A-279 authorizes a county to convey real or personal property by private sale to a nonprofit corporation if the county is authorized by law to appropriate money to the corporation; and WHEREAS, North Carolina law provides that counties may expend funds so long as (1) the expenditure is for a public purpose, (2) the activity supported is one in which the local government has statutory authority to engage, and (3) the expenditure is not inconsistent with the laws of the state constitution; and WHEREAS, Orange County has engaged in discussions with Grow Your World, a North Carolina Nonprofit Corporation (the "Nonprofit") related to the sale of the Property, in order that Grow Your World may utilize the Property to provide transportation for youth to afterschool programming, summer camp, project-based learning experiences, tutoring, and academic support which use will benefit the residents of Orange County and assist the County in meeting the needs of its residents. NOW THEREFORE, BE IT RESOLVED THAT: 1. The County Manager is authorized to execute all documents necessary to convey title to the Property, 2005 Dodge Caravan (VIN number 1 D4GP24R45B428263), to the Nonprofit. 2. The consideration for the conveyance is the following set of conditions, covenants, requirements, and restrictions, which shall be incorporated in a contract executed by between the County and the Nonprofit: a. For the functional life of the Property the Nonprofit will utilize the Property for youth transportation. b. The Nonprofit shall submit an annual written report to the County summarizing its use of the Property. c. The Nonprofit shall notify the County in writing upon its cessation of use of the Property and the reasons therefor. 3. The Clerk to the Board shall publish a notice summarizing the contents of this resolution, and the property may be sold at any time after 10 days after publication of the notice.
