PURPOSE: To approve a contract renewal with SunStates Security for security guard services
at the Eno River Parking Deck.
BACKGROUND: Orange County Asset Management Services currently contracts with
SunStates Security to provide security guard services for the Eno River Parking Deck and
surrounding buildings. The current contract term expires on June 30, 2025. Continuation of these
services ensures the safety of staff and the community at the parking deck. Staff recommends
renewal of the contract for an additional 12-month term (July 1, 2025, to June 30, 2026), under
the same terms and conditions.
FINANCIAL IMPACT: The County's annual payment of $97,925 is included in the Manager's
Recommended FY 2025-26 budget.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and
emergency services to meet the community's evolving needs.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract
renewal with SunStates Security for security guard services at the Eno River Parking Deck for FY
2025-26 and authorize the Manager to sign as necessary.

Direct Billed Items
• Holidays. For coverage hours worked on the following holidays we will pay and invoice at time
and one half the straight time rates: Memorial Day, Independence Day, Labor Day,Thanksgiving
Day, Christmas Day& New Year's Day. If holidays fall on a weekend or service not needed,
Orange County will not be billed for unworked hours.
• Golf Cart. Sunstates Security can provide an electric golf cart for patrols. The monthly cost is
$400.
