PURPOSE: To approve a contract renewal with OE Enterprises for courier services.
BACKGROUND: Orange County Asset Management Services currently contracts with OE
Enterprises, a nonprofit organization, to provide daily courier services, including document, mail,
and package delivery between County facilities. The current contract term expires on June 30,
2025. Continuation of these services ensures communication and operational efficiency across
departments. Staff recommends renewal of the contract for an additional 12-month term (July 1,
2025, to June 30, 2026), under the same terms and conditions.
FINANCIAL IMPACT: The County's annual payment of $104,134 is included the Manager's
Recommended FY 2025-26 budget.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• MISSION STATEMENT — Orange County is a visionary leader in providing governmental
services valued by our community, beyond those required by law, in an equitable,
sustainable, innovative and efficient way.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract
renewal with OE Enterprises for courier services for FY 2025-26 and authorize the Manager to
sign as necessary.

Dear Orange County:
OE has provided courier services to Orange County for many years.This wonderful opportunity
has created jobs for Orange County residents with disabilities and has allowed OE to support our
community. We thank Orange County and OC staff for their support to OE in these services.
OE will run an effective and efficient mail courier service by basing it off the best practices from
the existing model used in our current Orange County Mail Operations.
OE has operated the courier services for Orange County for 15+ years. This service allows OE to employ
multiple individuals with disabilities from Orange County. We have attached the costs associated with the mail
route and our current rates to Orange County. The full cost to run the OC Mair Courier Contract is $106,068.
OE is requesting$104,135 to cover the staffing at the OC Living Wage rates and the cost of the required postage
meter and supplies.

Outgoing mail will be processed via on site mail meter machine at OE's Hillsborough,NC facility.
OE will provide all documentation to the County monthly related to postage costs for
reimbursement. Postage is a pass through and Orange County reimburses the actual cost of postage
monthly to OE.
