PURPOSE: To receive a report on the most recent homelessness data from 2025's Point-In-
Time (PIT) Count as well as the first installment of OCPEH's new monthly report on outputs.
BACKGROUND: The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people
experiencing homelessness on a single night in January. The United States Department of
Housing & Urban Development (HUD) requires that Continuum of Care Programs (CoCs) conduct
an annual count of people experiencing homelessness who are sheltered in emergency shelter,
transitional housing, and Safe Havens on a single night. CoCs also must conduct a count of
unsheltered people experiencing homelessness every other year (odd numbered years). Each
count is planned, coordinated, and carried out locally.
OCPEH's Monthly Data Report is a new report on program outcomes that will be relayed at each
monthly OCPEH Leadership Team meeting. The first monthly report was presented at the May
2025 Leadership Team meeting and included data on outcomes from the Housing Helpline, Street
Outreach, Harm Reduction and Deflection (SOHRAD), SSI/SSDI Outreach, Access and Recovery
(SOAR), and Housing Access Coordination. The monthly reports starting in June 2025 will also
include outcomes from the Rapid Rehousing (RRH) program.
FINANCIAL IMPACT: There is no financial impact associated with this report.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 3: HOUSING FOR ALL
OBJECTIVE 2. Address need and any policy barriers to increase access to emergency
shelter beds and other low-barrier housing, including eviction diversion.
OBJECTIVE 10. Support unhoused residents in obtaining temporary and permanent
housing.
RECOMMENDATION(S): The Manager recommends that the Board receive the report and
provide any comments and questions.
