PURPOSE: To conduct a public hearing and approve improvements to the existing Hillsborough
Circulator fixed route service.
BACKGROUND: Orange County Transportation Services has completed an operational analysis
of the existing Hillsborough Circulator fixed-route service and is ready to move forward with
enhancements as outlined in the 2022 Orange County Transit Plan, Annual Work Program and
the 2024 Short Range Transit Plan. These planned improvements focus on increasing operational
efficiency, boosting ridership, and more effectively serving key destinations such as government
offices, grocery stores, and residential communities.
The improved Hillsborough Circulator:
1. Realigns the existing fixed route into two (2)fixed routes to reduce travel times and improve
connectivity (Attachment 1).
2. Reduces wait time from 60 minutes to 45 minutes to enhance service frequency and rider
convenience (Attachment 2).
3. Adds a new stop at the Orange County Health Department and Whitted Building.
4. Establishes the Orange County Library as a transfer point with a 15-minute wait time.
The notice for this public hearing has been issued (Attachment 3) and scheduled to present the
improved service and collect additional community feedback. The enhanced circulator is expected
to increase ridership and overall service quality without any new budget appropriations.
FINANCIAL IMPACT: There is no anticipated increase in local funding requirements, and the
enhanced service will be implemented using existing personnel and fleet resources. The
Hillsborough Circulator is a fare-free service funded by the Orange County Transit Tax.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis
Diversion facility, Medicaid expansion, crisis response, healthy living campaign).
• GOAL 4: MULTI-MODAL TRANSPORTATION

OBJECTIVE 4. Coordinate transit investments with municipal and county land use
planning to reduce vehicle miles travelled and to provide more equitable access to
shopping, employment, medical centers, college campuses, etc.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Conduct the public hearing; and
2. Approve the improvements to the existing Hillsborough Circulator fixed route service.

Proposed Changes to Hillsborough Circulator, including increased frequency and a route
realignment in the southern part of the town.
Orange County Board of County Commissioners will hold a public hearing to receive input on
proposed changes to the Hillsborough Circulator fixed route. The proposed changes include:
• Realignment of the current route to improve service efficiency and better serve key
destinations within Hillsborough.
• Reduction in headway from 60 minutes to 45 minutes,resulting in more frequent service.
Orange County invites all community members, riders, and stakeholders to attend and share
feedback. Public input is vital to ensure the changes align with community needs and improve
overall service delivery.
