PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The
Board asks its citizens to conduct themselves in a respectful, courteous manner, both
with the Board and with fellow citizens. At any time should any member of the Board
or any citizen fail to observe this public charge, the Chair will ask the offending person
to leave the meeting until that individual regains personal control. Should decorum fail
to be restored, the Chair will recess the meeting until such time that a genuine
commitment to this public charge is observed.

a. Resolution Supporting Restoration of Funding to Project HomeStart
The Board will consider adopting a resolution in support of efforts to restore renewal
funding for Project Homestart, a transitional housing program operated by the Inter-Faith
Council.
b. Resolution In Support of Adequate Bridge Length and Vertical Clearance for US
15-501 Crossing of New Hope Creek
The Board will consider a resolution in support of an Adequate Bridge Length and
Vertical Clearance for US 151501 Crossing of New Hope Creek
6. Special Presentations (8:20-8:40)
a. Presentation by Utility Providers on Ice Storm Electricitv Restoration Efforts
7. Public Hearings (8:40-9:00)
a. Public Hearing on the Issuance of Refunding Bonds and Adoption of Refunding
Bond Orders
The Board will conduct the required public hearing on the advisability of issuing
refunding bonds and to adopt the bond order authorizing the issuance of refunding bonds
if the board so desires.
b. Schools Adeauate Public Facilities Ordinance
The Board will receive public comment on the revised Schools Adequate
Public Facilities Ordinance (SAPFO) pursuant to the Board of County Commissioners
Memorandum of Understanding (MOU) and Model Ordinance approved on December
10, 2002.
8. ITEMS FOR DECISION--CONSENT AGENDA (9:00-9:10)
a. Minutes
The Board will consider correcting/approving the minutes as submitted by the
Clerk to the Board: October 21, 2002-B000 regular meeting; October 28, 2002-B000
work session (APS); October 30, 2002-Assembly of Governments; November 6, 2002-
BOCC regular meeting; November 19, 2002-B000 regular meeting.
b. Appointments-NONE
c. Motor Vehicle Property Tax Refunds
The Board will consider adoption of a refund resolution related to 57 requests for motor
vehicle property tax refunds.
d. Property Tax Refunds
The Board will consider adoption of refund resolution related to three (3) requests for
property tax refunds.
e. Property Value Changes
The Board will consider approving value changes made in property values after the 2002
Board of Equalization and Review has adjourned.
f. Applications for Property Tax Exemption
The Board will consider untimely applications for granting exempt status from ad
valorem taxation for the 2002 tax year.
g. Late Application for Property Homestead Exemption
The Board will consider one (1) late application for granting homestead exemption for
the 2002 tax year.
h. FEMA Designation of Applicant's Agent and Disaster Relief Agreement
The Board will consider adoption of resolution and approval of an agreement required by
the Federal Emergency Management Agency (FEMA) and the State of North Carolina for
the processing of reimbursements to the County for expenses associated with the recent
December 2002 ice storm.
L OCJP Contracts (OPC Mental Health and Orange-Chatham Alternative
Sentencing)
The Board will consider approving continuation contracts to OPC-Mental Health for
substance abuse treatment and Orange- Chatham Alternative Sentencing for pre-trial
release services.
j. Impact Fee Reimbursement- Habitat for Humanity/Richmond Hills
The Board will consider approving the impact fee reimbursement request from Habitat
for Humanity of Orange County, North Carolina for $24,000 for eight new homes.
k. Residential Anti-Displacement and Relocation Assistance Plan
The Board will consider adoption of a Residential Anti-Displacement and Relocation
Assistance Plan for Orange County.
9. ITEMS FOR DECISION--REGULAR AGENDA
a. Social Safety Net Transfer to Supplement Emergency Assistance Funding (9:10-
9:25)
The Board will receive updated information on emergency assistance programs and on
the relationships with the utility companies and service providers, and to request
supplemental funds for emergency assistance payments during this budget year.
b. Southern Park Conceptual Plan (9:25-9:40)
The Board will consider adoption of the Southern Park Conceptual Plan.
c. Housing Bond Policy- Land Banking Policy Approval (9:40-9:55)
The Board will consider approving a Land Banking Policy for incorporation into the
County Affordable Housing Bond Policy.
d. Process for Acquiring Updated Aerial Photography and Digital Orthophotos
(9:55-10:05)
The Board will consider endorsing County staff plans for acquiring updated aerial
photography and digital orthophotos for use with the County's Geographical Information
System. (GIS)
e. Appointments (10:05-10:15)
1) Chapel Hill Horace Williams Citizens Committee
The Board will consider an appointment to the Chapel Hill Horace Williams Citizens
Committee.
2) Arts Commission - One Appointment
The Board will consider making one appointment to the Arts Commission.
3) Commission for the Environment - Three Appointments
The Board will consider making three (3) appointments to the Commission for the
Environment.
4) Recreation and Parks Advisory Council - Appointments
The Board will consider making appointments to the Recreation and Parks Advisory
Council.

a. School Capital Issues Update
The Board will receive as information and will consider discussing updates from staff
and Commissioners serving on various task forces or work groups.
