PURPOSE: To discuss an appointment to the Affordable Housing Advisory Board.
BACKGROUND: The Affordable Housing Advisory Board prioritizes affordable housing needs
and assesses project proposals. The board also publicizes the County's housing objectives,
monitors the progress of local housing programs, explores new funding opportunities, and works
to increase the community's awareness of, understanding of, commitment to, and involvement in
producing attractive affordable housing.
The Board of County Commissioners appoints all fifteen (15) At-Large members.
As a general practice, this board has decided not to make recommendations.

My work (for 16 years at UNC Chapel Hill and now, for the past 3 years, at Self-Help in Durham)
has focused on how to promote equitable access to resources and opportunity by lower-income
people. I would bring this perspective to the Planning Board.

I have a Masters degree in City and Regional Planning from UNC Chapel Hill (1999) and a PhD

affordable housing.

Since 2010, 1 have researched low- and moderate-income Americans experiences with a wide
range of housing issues: foreclosure, first-time homeownership, housing assistance (rapid re-
housing after homelessness, public housing, and Housing Choice Vouchers), and gentrification.
As a researcher, I center residents lived experiences with economic and housing insecurity. I do
this through community-based participatory research and in-depth qualitative research to
understand how people experience housing challenges and the effects of housing policies on
their lives.
Please explain your reasons for wanting to serve on this board
I devote my professional energy to expanding households economic and housing stability
through housing policies. I am eager to use these skills and perspective to give back to my
community.
How would your particpation on this board contribute to the diversity of viewpoints?
I have over 13 years of experience using person-centered and rigorous research to inform
evidence-based policymaking at the city and federal levels. I can comfortably span roles from
community engagement (in English and Spanish) and needs assessment to scanning evidence
to engaging with staff and BOCC members about policy priorities and their effects on residents.

I believe strongly in providing life s basic necessities to every citizen of our nation irrespective of
why a fellow citizen finds himsel/herself in a situation where they need support of the community

I am a scince graduate and did my PhD thesis on novel ways of treating waste water. While my
industrial expereince is varied, i have always had a very keen interest in understanding the
impact of our daily living on the environment and the simple ways in which we all can live in
harmony with the environment

I strongly believe in leaving a good leagcy for our next generation by making required changes in
our daily life to gradually get to a point where we live in harmony with our environment and
reduce the use of fossil fuels. I would like to use my expertise in supporting these causes by
supporting projects that meet the requirement of making our environment better.

Directors.
I work for 811 and work directly with utility company s. I want to ensure that everyone is being
treated fair.

development?
To upgrade infrastructure to do maintenance on existing infrastructure so that people are getting
the best product we have to offer. It also helps protect jobs and make new jobs when your

To ensure that everyone is treated fair. To ensure that infrastructure is a priority. That affordable

Please explain how your background, education and experience is relevant to this board
I am a retired serial entrepreneur who has participated in start-up ventures, bringing them to
fruition. I have been a business consultant for years having been exposed to a wide variety of
organizations working with companies to develop and grow. After retirement I continued to
mentor individual entrepreneurs. I moved here nearly four decades ago and have never doubted
my decision out of a deep affection for this area I call home.
Please explain your reasons for wanting to serve on this board
Affordable housing is simply priority and particularly to communities with accelerated growth
where property values are rising at such rapid rates as to make housing unaffordable for those
who wish to work and serve in the community. This also applies to the elderly, many of whom
are being pushed out of their homes and can t afford to downsize or have the ability to live
independently. The logic of this is inescapable. However, the execution may be more complex. I
see our lovely community failing to take lessons from others who have made similar mistakes in
not demanding a more holistic approach in addressing the challenge. There is paltry correlation
between the needs and wants for service and the willingness to care for those who provide or
who have given to this community. We need to do more.

I know my experience, leadership and communication ability, cooperative approach and
compassion can be of asset to the Board. I am a sincere and effective listener. Thoughtful
regard for all those who wish to express their thoughts, ideas, and feelings is primary to
providing outcomes that work for all.

The Affordable Housing Advisory Board meets once per month.
Brief Statement of Board/Commission's Assigned Charge and Responsibilities.
The Board advises the Board of County Commissioners regarding prioritizing housing needs, assessing
project proposals, publicizing the county's housing objectives, monitoring the progress of local housing
programs, exploring new funding opportunities, and increasing the community's awareness of the need
for attractive, affordable housing.
What are your Board/Commission's most important accomplishments?
The Board assessed the Capital Improvement Plan (CIP) recipients for the first$5 million tranche of
affordable housing investments.The board also researched the last 20 years of affordable housing
investments to inform a future report on County affordable housing investment lessons learned.

List of Specific Tasks, Events, or Functions Performed or Sponsored Annually.
The Board:
• Assesses affordable housing projects and proposals to support Orange County staff
• Identifies best practices of surrounding areas
• Visits existing affordable housing developments
• Meets with advocates, developers, and other affordable housing stakeholders
• Hosts an annual community gathering to inform the public about existing affordable housing
projects and opportunities
• Identifies gaps in Orange County's affordable housing system
Describe this board/commission's activities/accomplishments in carrying out BOCC
goal(s)/priorities, if applicable.
The Board:
• Awarded CASA$825,000 for development of three (3) 24-unit residential buildings and one
community building in Hillsborough . Units will be used for households at or below 30% - 60%
AMI, as well as $733,500 for the development of a thirty-two (32) unit apartment building in
Chapel Hill that will provide affordable housing for households earning less than 30%of the
Area Median Income (AMI).
• Awarded EmPOWERment, Inc. $500,000 for the acquisition of an existing rental property,which
consists of eight (8) affordable housing units in Chapel Hill, NC.This project is for individuals
earning between 30%- 60%of the Area Median Income (AMI).Awarded $825,000 for the
acquisition often (10) single-family homes located off Homestead Road community in Chapel
Hill. Conveyed three (3) parcels in support of these projects.
• Awarded Habitat for Humanity of Orange County$800,000 for the development of site
infrastructure in contribution to the delivery of seventy-six (76) needed new units ofhousing in
Orange County . Of these units, sixty-four ( 64) will be affordable Habitat homes sold to first-time
homebuyers earning from 30%-80%of AMI.
• Awarded Pee Wee Homes $166,500 for the development of three (3) residences targeting
Orange County community members who have experienced chronic homelessness or are
currently homeless and have incomes below 30%AMI.
• Awarded Community Housing Partners$950,000 for the redevelopment of fifty-four(54)
affordable rental units serving households earning from below 30% up to 80%AMI.Trinity Court
will be comprised of twenty(20)two-bedroom,twenty(20)three bedroom, and fourteen (14)
one-bedroom units in Chapel Hill.

• Awarded Community Home Trust$900,000 for the development of twenty-one (21) townhomes,
earmarked for individuals and families earning 65%-80%AMI in Chapel Hill.
Describe the collaboration relationship(s) this particular board has with other advisory
boards and commissions?

What are the concerns or emerging issues your board has identified for the upcoming
year that it plans to address, or wishes to bring to the Commissioners' attention?
The Board wishes to emphasize the importance of repair and rehabilitation as an efficient and effective
way to support the affordable housing supply in Orange County, and highlight that these projects were
not funded through the Capital Improvement Plan (CIP) as a result of the scoring matrix.
