PURPOSE: To consider making new appointments to the Alcoholic Beverage Control Board,
BACKGROUND: In Orange County, all members of the Orange County ABC Board are
appointed by the Board of County Commissioners, There are two vacancies on the Alcoholic
Beverage Control Board,
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making new appointments to the ABC Board as the Board may

As of this date, I respectfully and regretfully resign my seat on the Orange County ABC Board. The experience bas
been rewazding in being able to serve Orange County in this capacity and, I thank the Commissioners for the
opportunity to participate in this area of service to the community,

recommendation to renew with Blue Cross Blue Shield with Blue Caze plan #
872138; Ms, Cain seconded the motion and the vote carried.
14. The Board also discussed providing $10,000 of additional life insurance as an
added benefit for regular full-time employees, Currently, the only death benefit is
for employees participating through the Local Government Employees Retirement
System (LGERS). There was some discussion of the current benefits package and
the information provided by Randy Taylor. The General Manager recommended
that the Board select Educators Mutual to provide an additional $10,000 of life
insurance for each regular full-time employee at a current annual cost of
approximately $1,106 with a two year rate guazantee. Ms. Cain made a motion to
accept the General Manager's recommendation as stated in the prior sentence; Mr..
Hurston seconded the motion and the vote carved.
15. The General Manager and Colleena had met with an AFLAC sales representative
a few days prior to the meeting and gathered information regazding supplemental
insurance, The Board discussed the pros and cons of this method of obtaining
insurance and generally decided that the Board would not encourage this practice
and chose not to promote it in the workplace..
16. While discussing the Board term renewal procedures, Mr, Hurston stated that he
had recently changed residences and had moved from Orange County to Chatham
~ County in the process. Although he still had a Chapel Hill address but no longer
lived in Orange County. The Boazd Secretary will notify the Clerk for the Board
of Orange County Commissioners to initiate the proper procedures.
17, A motion was made by Mr, Hurston to go into Closed Session to discuss
personnel issues; the motion was seconded by Ms. Cain and the vote carried.
18, A motion was made by Mr', Allison to return to Open Session; motion seconded
by Ms, Cain and the voted carried.
19. The revised Policy and Procedure Manual was discussed and Mr. Allison had
several spelling corrections and phases that required re-wording. The General
Manager will make the necessary changes and provide the updated version to the
Board members.
