Blackwood, 919.245.2900 Jennifer Galassi, Legal Advisor to the Sheriff, 919.245.2952 PURPOSE: To approve a resolution authorizing the Sheriff's Office to proceed with the sale of rifles. BACKGROUND: The Orange County Sheriff's Office is in possession of twenty (20) IWI Tavor 5.56mm rifles. Due to a need for increased training to become proficient with the rifle platform, extra training ammunition, and the need to purchase additional replacement parts for the rifles, the Sheriff's Office decided not to pursue this substantial investment. As such, these rifles are not in use, and the Sheriff's Office now desires to sell them pursuant to North Carolina General Statutes § 160A-266 and 267. FINANCIAL IMPACT: After approval of the resolution and publication of the required notice, the Sheriff will arrange for the sale of the rifles by private sale at a negotiated price to Town Police Supply. The sale shall occur not less than 10 days after the day the notice is published. ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 2: HEALTHY COMMUNITY OBJECTIVE 5. Invest in, support, train, and retain our community safety, health, and emergency services employees and direct care workforce. OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and emergency services to meet the community's evolving needs. RECOMMENDATION(S): The Manager recommends that the Board adopt and authorize the Chair to sign the Resolution. 2 RES-2025-024 Resolution Authorizing Sale WHEREAS, ORANGE County owns certain items of personal property that have become surplus for its current needs; and WHEREAS, North Carolina General Statutes § 160A-266 permits the county to sell such property by private sale, upon authorization by the Board of Commissioners at a regular meeting and notice to the public; and WHEREAS, the Board of Commissioners is convened in a regular meeting; THEREFORE, THE BOARD OF COMMISSIONERS OF ORANGE COUNTY RESOLVES THAT: 1. The Board of Commissioners authorizes the Sheriff to sell by private sale the following items of surplus personal property: twenty (20) IWI Tavor 5.56mm rifles 2. The Sheriff is hereby authorized to sell these items by private sale at a negotiated price as provided for by North Carolina General Statutes § 160A-266 and § 160A-267. 3. A notice summarizing this resolution shall be published, and no sale may be executed pursuant to this resolution until at least 10 days after the day the notice is published.
