III. County Updates - Courtney McLaughlin, Interim Director
A. Rodney Williams Update: Mr. Williams case is in progress. Due to rules and regulations no other
information is available at this time.
B. Upcoming Events: Juneteenth 6/14/24 Friday - OEI in collaboration with OC Library/Arts
Commission. More information to come
C. OEI Status: Bonnie Hammersley has announced her retirement effective July 17, 2024.
The office is still working through the transition
IV.Executive Committee Report- Lynn McGee
A. Vacancies - 1 vacancy and 8 applicants. LM will work CM to narrow down the applicants and
send an invite to the June 25 meeting. CM will inform the advisory board of the definite date
for nomination to the BOCC.
B. SharePoint - Request has been submitted by CM. There will be a delay due to continuation of
transitioning of OEI staff members
C. Communications - Previous communication plan sent to members for comments or changes
through the HRC group email. Will discuss more at next meeting
V. Subcommittee Reports: Lynn McGee
A. LM proposed subcommittee work plans be submitted as a Google document with Chairs
having full editing rights and members having viewing access. A feedback deadline date
will be established for members to review each subcommittees work plan.A final work plan
PDF will be sent to CM and attached to the meeting minutes. All workplans submitted are
attached to this document.
VI. Other Business:
A. 24th Mildred Council Community Dinner: Sunday, April 28, 1 pm, McDougal MS Cafeteria -
OEI will be hosting a table
B. Report Out Template - CM to collaborate with the Orange County Housing Director to create a
template of for reporting out to the HRC committee on cases
C. CM is asking for HRC involvement with the processes, documents, and onboarding for members

Policies & Procedures Subcommittee Description
• Suggest updates to the Advisory Board Policy for review by Board of County
Commissioners
• Suggest updates to the HRC Policies and Procedures document for review and
approval by the Board of County Commissioners
• Develop Standard Operating Procedures for routine processes used by HRC and other
commissions
• Commissioner Application Review and Recommendation Process
• Environmental Grant Review and Scoring Process
• Outside Agency Review and Scoring Process
• Reconsideration Hearing Process

Project Scope
• Review the Advisory Board Policy (last amended 6-21-22) and make recommendations
for updates
• Review the HRC Policies and Procedures Policy(last amended 12/5/2022)
• Prepare Standard Operating Procedures (SOP)for processes used by the HRC to
conduct activities associated with the HRC charge
• Coordinate with other advisory boards if procedures can be utilized by other boards
• Establish a common location for all HRC member access to the latest revisions of SOPS
s and policies.

• Develop detailed Standard Operating Procedures and associated forms for use by HRC

• Schedule objectives: Revised HRC By-Laws and updates to Advisory Board Policy by Fall,
