BACKGROUND: In February 2004, the Board of Commissioners endorsed the creation of an Educational Excellence Work Group to examine the resources made available to the Orange County Schools and the Chapel Hill-Carrboro City Schools, As originally proposed by Commissioner Brown, the Task Force's mission would be to provide a review of both Orange County school systems, investigating the educational resources available in both school systems and making recommendations for improvement and how these resources could become equally accessible to all Orange County students. The aim would be to preserve and enhance the superior quality of education that Orange County now has. In the March 2004 inaugural meeting of this work group, it was determined that representatives of the UNC School of Education would develop a proposal to pursue the research and analysis upon which the envisioned recommendations could be developed. Dr. Madeline Grumet, former Dean of the School of Education, will lead the research team in its work during a timeframe that is anticipated to cover ,June through November 2004. At the May 18, 2004 BOCC meeting, Dr. Grumet briefly introduced the proposal, which was to be brought to the BOCC for formal approval as part of this June 2 meeting agenda. The proposed work will cost $25,000. FINANCIAL IMPACT: The School of Education's proposed cost far this agreement is $25,000. This amount could be covered by transferring the remaining uncommitted balance of $14,600 from the 2003-04 Commissioner's Contingency account and an appropriation of $10,400 in fund balance from the General Fund. The total of $25,000 would be encumbered for 2004-05, when the work proposed would be completed.
