Attachment 1. Contract Gary Donaldson, (919) 245-2453
Attachment 2. Scope of Work
PURPOSE: To:
1) Approve the County entering into a contract with Vaco; LLC for Fiscal and Accounting
support at a cost of $45,000; and
2) Authorize the County Manager to execute the contract, subject to final review by the County
Attorney.
BACKGROUND: In preparation for the upcoming annual audit engagement for Fiscal Year 2025,
staff anticipates a continued need for targeted support within the Fiscal and Accounting functions
to ensure a seamless and timely audit process. The complexity and volume of documentation
required by external auditors, combined with staff's responsibility to maintain ongoing daily
financial operations, requires fractional support during this intensive period.
Fractional support is an increasingly adopted model by both private and public sector Finance
offices. This approach leverages temporary, specialized assistance to supplement existing
capacity during peak financial reporting periods, such as year-end close and audit engagements.
Temporary or dedicated assistance will allow the Finance and Administrative Services
Department to:
• Expedite the preparation and reconciliation of key audit schedules
• Respond promptly to audit requests and inquiries
• Maintain timely processing of routine transactions and financial reporting obligations
• Ensure compliance with internal controls and accounting standards during the audit period
• Agility to address unforeseen special projects and requests that may arise
This fractional support will preserve audit readiness while minimizing disruption to daily financial
operations. The contract funding is achieved with existing departmental budget funds.
Fractional support will allow the Finance and Administrative Services Department to:
• Accelerate the preparation of audit schedules and reconciliations
2
• Ensure timely and thorough responses to auditor requests
• Maintain continuity of core financial operations
• Strengthening internal controls and compliance throughout the engagement
This resource-efficient strategy will enable us to manage workload fluctuations without the need
for permanent staffing changes by supplementing this critical support during the audit period. The
blended hourly rate is $145.
FINANCIAL IMPACT: The $45,000 for this contract is already budgeted. There is no additional
financial impact.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 6: DIVERSE AND VIBRANT ECONOMY
OBJECTIVE 6. Review and revise County policies and regulations to support business
investment in Orange County.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Approve the County entering into a contract with Vaco; LLC for Fiscal and Accounting
support at a cost of $45,000; and
2) Authorize the County Manager to execute the contract, subject to final review by the County
Attorney.

bring costs within the total project cost the County may reject all bids and
Provider will redesign or reduce portions of the project in an effort to reduce the
bid prices to within the total project cost and rebid the project. One such redesign
is included within Basic Services. If this second letting for bids does not produce
bids that are within the approved total project cost initially or after negotiations
with the contractor the cost is not reduced to an amount within the total project
