HomeMy WebLinkAboutMinutes - 19650607Minutes of the Board of County Commissioners 397 June 7, 1965 The Orange County Board of Commissioners met in regular session on Monday, May 3, 1965, at 10:00 o1clock A.M., in the 00mmissioners.Room in the Courthouse in Hillsborough, N. C. Yembers present: Chairman Harvey D: Bennett, Commissioners William C. Ray, Henry S. Walker and Carl M. Smith. Member absent: Commissioner Gordon B. Cleveland. The minutes were read and approved. Discussion arose concerning a proposed sewage line which must be constructed for the new Chapel Hill High School. Chairman Bennett recited to the Board his conversation with•Mayor Roland McClamroch concerning the responsibility of their respective units concerning the laying of said line. The Board was uncertain as to what action it could take. The County Attorney was instructed to in- vestigate this matter and render an opinion as to the Boar 's jurisdiction. The Veterans Service Officer's monthly report was presented. Jim Wight, Welfare Director, presented the following Aid to the Blind grants: AID TO THE BLIND AGENDA June 7, 1965 Name Eff. Upon motion of Commissioner Ray, seconded by Commissioner Walker and unanimously adopted, said Aid to the Blind Grants were accepted and Chairman Bennett was authorized to sign same. Transfer $300.00 County Funds from Foster Homes for Children's Clothing Account to APTD Account. 6: Transfer $650.00 County Funds from G. A. to County Hospitalisation and Medical Care Account. James A. Wight, Secretary Orange County Welfare Board Upon motion of Commissioner Ray, seconded by Commissioner Smith and unanimously adopted, the Welfare Director was authorized to transfer the above funds to the accounts so designated in said re- port. E. M. Lynch, Clerk Superior Court, and Jim Wight, Welfare Director, were present to request that a Juvenile Court Judge be appointed. Under N. C. Statutes this authority is given to the Clerk of Court. Mr. Lynch cited the increase of juvenile hearings and the added pressures of his office k being the basis for said request. Mr. Lynch further stated that a letter from him must be presented in order that the machinery for the appointment of a Juvenile Court Judge could be set in motion, since the Statutes so require. Upon motion of Commissioner Ray, seconded by Commissioner Smith, and unanimously adopted, the Clerk of Court was authorized to proceed with the filing of the necessary letter of release in order that the responsibilities and duties of the Juvenile Court might be transferred from the Clerk of Court. Don Matheson was present and discussion ensued concerning certain bills which were before the Senate. Chairman Bennett informed Senator Matheson that Orange County was interested in House Bill 1005 which had been introduced by Arledge of Polk County. The bill reads as follows= "To provide for control of roadside advertising devices adjacent to highways in Polk County." (Authorizes Polk County Commissioners to promulgate and enforce regulations governing erection and maintenance of all roadside advertising devices adjacent to national system of interstate highways and primary and secondary N. C. systems in county. Provides commissioners shall consider promotion of highway safety, convenience and enjoyment of travel, and shall formulate regulations prohibiting advertising devices in protected areas, regulations to provide for signs within protected areas, to provide for certain classes of signs and devices, to provide general rules, to provide for permits and fees, and for removal of signs according to certain effective dates. David Garvin, of the District Health Department had contacted him an behalf of Senate Bill 548, as this bill could mean additional funds for Orange County. Senator Matheson stated that he would investigate said bill. Upon motion of Commissioner Walker, seconded by Commissioner Smith, and unanimously adopted, William C. Ray was re-appointed to the Orange County Welfare Board for a term of three years, effec- tive July 1, 1965. The following road petitions were approved and the clerk was.authorized to forward same to the State Highway Commission: Orange County Road #11956 Old Lystra Road S..-R. #1751 (Piney Mountain Road) Upon motion of Commissioner Ray, seconded by Commissioner Smith, and unanimously adapted, Preston Hogan was appointed to replace V. A. Hoyle on the County Planning -Board, and Bunn Pope and Ors. Nellie Andrews were also appointed as members of said Board. The Clerk is to notify these per. tons of said appointments. G. Paul Carr, Superintendent of the Orange County School Unit, and the Orange County Board of :ducation were present to review their proposed budget and to discuss school matters in general. Paul Seibel, Community Services Consultant, presented the following names for consideration as dditional members of the Orange County Advisory Committee which was established through the Economic pportunities Act: Jasper Allen Ma--vin Bradshaw Mrs. Hassier Gattis Rachel Blackwood C. INA Mr. Seibel stated that the elementary and secondary education act as amended We a special rovision to provide a grant of about $111,000 to orange County. Under the provisions Title I of ,his act the local educational agencies must develop plans in coordination with the local community ction agencies, e.g. the county advisory Board where such exists. This group would review business loan requests for needy business men who are unable to obtain credit elsewhere and would provide recom- nendation to S. B. Knight, Sheriff, Bras present for the opening of the one bid received from Ray Motor Co. for replacing one automobile in his department. Upon motion of Commissioner Walker, seconded by Commissioner Ray, and unanimously adopted, the bid of $1,84L for one automobile was accepted and Sheriff Knight was authorized to proceed with purchase of said car from Ray Motor Co. Upon motion.-of Commissioner Smith, seconded by Commissioner Ray, and unanimously adopted, Hubert Patterson, Medical aaminer, was to be reimbursed in the amount of $19.72 for expenses incurred due to his attending a.national medical examiner's meeting. The following letter was filed by E. M. Lynch, C. S. C., with the Board as per previous action taken at this meeting: "The Board of Commissioners of Orange County Hillsboro, North Carolina Gentlemen: Pursuant to the authority of General statutes 110-22, it is requested by the under- signed, Clerk of the Superior Court of Orange County, that the Board of County Commissioners of Orange County appoint some competent and qualified individual to serve as Judge of the Juvenile Court in Lieu of the Clerk of the Superior Court.
