PURPOSE: To consider authorizing the Purchasing Director to award a bid during the holiday break
for two hook trucks, both of which will exceed the $20,000 authorization limit set for the Purchasing
Director.
BACKGROUND: On December 14, 2004 the Board awarded a bid for one hook truck to be used by
the Solid Waste Department. On February 15, 2005 the Board authorized the purchase of an
additional unit from the same vendor and at the same price for use by the Sanitation Division of Public
Works. A hook truck is a vehicle capable of loading and off loading large bulk waste containers (see
attached picture). Delivery of vehicles that meet the specifications is significantly past the delivery
period specified in the bid and agreed to by the vendor. After consultation with the County Attorney,
the recommended plan of action is to cancel the contract with Volvo & GMC Truck Center of
Charlotte, North Carolina and re-bid the units.
Since the Sanitation Division is currently contracting with Waste Industries to service the convenience
center sites, delivery time is important. The trucks will be bid as required by statute, with bidding
expected to be completed within the next two weeks. The Board is requested to authorize the
Purchasing Director to award the bid in order to expedite the ordering and subsequent delivery by
approximately one month. A consent agenda item announcing the results of the award will be
included on the Board's agenda for January 24, 2006.
FINANCIAL IMPACT: As per the previous awards both trucks will be financed over a 59-month
period. The 2004 awarded contract was for approximately $112,000 per vehicle, however, price
escalation will likely be reflected in the vehicles being bid as authorized by this action. The Sanitation
Division is currently paying approximately $6,000 - $8,000 per month for contractual serving of County
bulk waste containers. These costs will be eliminated when a new hook truck is put into operation.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing
Director to award a bid and contract for two hook-trucks under the conditions cited herein.
