PURPOSE: To approve the resolution for Orange County Transportation Priorities for Strategic
Prioritization of Transportation version 8 (SPOT 8) and the subsequent State Transportation
Improvement Program Fiscal Year 2027 — 2036 (STIP)
BACKGROUND: Every two years, the North Carolina Department of Transportation (NCDOT)
initiates the Strategic Prioritization Office of Transportation (SPOT) process to develop the State
Transportation Improvement Program (STIP) for the next ten (10) years. This process, conducted
in accordance with North Carolina General Statute 136 Article 14B, follows a data-driven
approach to allocating the State's limited financial resources across three (3) funding categories.
These funds are distributed among North Carolina's seven (7) regions, which encompass fourteen
(14) divisions and 100 counties.
Projects submitted for state funding are evaluated based on a structured scoring methodology
that incorporates both quantitative data and local input points:
• Statewide Impact — 100% data-driven
• Regional Mobility— 70% data, 15% Metropolitan Planning Organization (MPO)/Rural Planning
Organization (RPO) points, 15% NCDOT division points
• Division Needs — 50% data, 25% MPO/RPO points, 25% NCDOT division points
Orange County submits the Board of County Commissioners (BOCC)-approved priorities to the
relevant regional TPO/MPOs and RPOs for those boards' consideration (Attachments 1 —3). Each
MPO and RPO, based on population size and centerline miles, submits a limited number of
projects per transportation mode to NCDOT for scoring.
Key Updates:
• Project list are the same as SPOT 7 with some independent bicycle and pedestrian projects
removed, as they are restricted to local and federal funding sources.
• Highway projects have been consolidated into multimodal initiatives, ensuring alignment with
state and County Complete Streets policy.

Orange County Transportation Services will provide a brief presentation on this round of
multimodal priorities for the BOCC's consideration. Orange County Transportation Advisory
Services and the Orange Unified Transportation Board (OUTBoard) have reviewed the
department's proposal and offer the following recommendations:
Transportation Advisory Services — March 13, 2025
• Recommended BOCC approval of Orange County Priorities for SPOT 8
Orange Unified Transportation Board — March 18, 2025
• Recommended BOCC approval of Orange County Priorities for SPOT 8 with changes:
o US 70 improvements - change - modernize with intersection improvements and
complete street considerations
o NC 54 improvements — remove
o NC 86 improvements — remove but pursue multimodal corridor study
FINANCIAL IMPACT: There is no immediate financial impact associated with this item. However,
should the County seek any bicycle or pedestrian projects, it will be required to provide 20 percent
local match for the project's overall cost and to provide local administration. All bike and pedestrian
projects will require a resolution or letter of commitment from Orange County indicating the County
will provide the local match and administration if any such projects are selected for funding. This
would be choreographed with the County's budget process.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 4: MULTI-MODAL TRANSPORTATION
OBJECTIVE 1. Identify priorities and resources necessary to implement the Orange
County Transit Plan.
OBJECTIVE 2. Increase community awareness of all modes of transportation including
transit, bike and pedestrian, vehicle, and all other modes.
OBJECTIVE 3. Support road projects that address congestion and reduce commute time
using the County' s Complete Streets policy.
OBJECTIVE 4. Coordinate transit investments with municipal and county land use
planning to reduce vehicle miles travelled and to provide more equitable access to
shopping, employment, medical centers, college campuses, etc.
OBJECTIVE 5. Invest in implementing the County' s Safe Routes to Schools plan.
OBJECTIVE 6. Update transportation related plans to provide more multi-modal options
including rural Orange County.
RECOMMENDATION(S): The Manager recommends that the Board approve the resolution for
Orange County Transportation Priorities for SPOT 8 and STIP FY 2027 — 2036 (Attachment 4).

on this segment of Orange Grove Road. The project is not likely to score very high
using the State's bike/pedestrian scoring factors because of its rural context and is
only eligible for funding in the division tier.
Description: Modernize Mebane Oaks Road (SR 1007)from NC 54 to 1-85 with
NCDOT standard street cross-section 2B (60' row, 11'travel lanes, with 5' paved
shoulder), add turn lanes and safety improvements at Old Hillsborough Road (SR-

2035, warranting an increase in capacity through widening. NC-54 West Corridor
Study provides such recommendations necessary to address increasing traffic and
crashes along the corridor.

commuters traveling from Mebane and Hillsborough into Durham. Many
use this corridor to avoid 1-85. It is also designated at a Strategic Freight
Corridor in the DCHC MPO adopted Freight Plan.
Description: Widen NC 86 from U.S. 70 Bypass to north of NC 57 to four
(4) lanes with intersection improvements at U.S. 70 Bypass and NC 57
Need: The segment of NC 86 between NC 57 and U.S. 70 is highly
congested. Traffic counts indicate that this segment of NC 86 is over
NC 86 capacity for average annual daily counts. Capacity improvements would

Description: Realign the intersection of Eno Mountain Road (SR 1148) and
Eno Mountain Mayo Street (SR 1192)with Orange Grove Road (SR 1006) and make
Road/Mayo safety improvements.

Description: Modify the 1-85/1-40 Connector(SR 1239) interchange at U.S.
70 to provide access from all directions
Need: The project would enable traffic from northwestern Orange County
to access 1-85 more easily without risking the many points of traffic conflict
U.S. 70 East/ through Efland. Traffic has increased on Efland-Cedar Grove Road as an
4 TWTPO 1-85/1-40 alternative to NC 86. Much of that traffic currently"dog-legs" through Approve Approve Approve
Connector Efland via Forrest Avenue to Mt. Willing Road to access 1-85/1-40. Traffic
counts reveal that traffic has increased approximately 40% over the past
10 years on Mt. Willing Road just south of Forrest Avenue, while traffic on
U.S. 70 east of Efland-Cedar Grove Road has increased only 2%. The
project would dramatically improve travel time for traffic from northwestern
Orange County to 1-85/1-40 and would dramatically ease congestion during
peak periods in Efland.

Description: Improve current Dimmocks Mill Rd (#735154S)grade
separation and close Bellvue St (#735152D) rail crossing
Dimmocks Mill Need: The NCRR trestle on Dimmock's Mill currently does not allow trucks
11 TWTPO Trestle or pedestrians to safely cross underneath the railroad. By restructuring this Approve Approve Approve
Improvements trestle and reconfiguring the intersection, this area will provide a safe
crossing between Hillsborough and destinations south for all users.
Additionally, improving this trestle will allow large trucks to avoid using
Churton Street and will help create a back entrance to West Hillsborough.
Description: Improve the current trestle at Exchange Park Lane to
accommodate Pedestrian traffic to support a pedestrian link from the
proposed train station to downtown Hillsborough.
Exchange Need: Currently, the NCRR trestle on Exchange Park Lane only

Trestle accommodations for pedestrians. Once the Hillsborough Train Station is
Improvements constructed, Exchange Park Lane will be the only safe pedestrian route

pedestrian demand forecast between the Train Station and Downtown
Hillsborough, creating a safe pedestrian environment is a crucial need in
this area.
Description: Construct one additional lane between Patriot's Pointe Drive
Orange Grove and New Grady Brown School Road (SR 1221)to include both pedestrian
Rd. Widening and bicycle improvements along the roadway. The 1-40 bridge would be

Dairyland Road (SR 1004/1113/1177), and Homestead Road (SR 1777) in
Calvander Calvander outside of Carrboro.

flow, while also facilitating a safe left turns for bicyclists.

Transportation
Circulator II Need: This project would provide a fixed route for underserved areas of
Vehicles Orange County(not being covered by the Hillsborough Circulator)to major
points of interest such as medical, employment, retail, municipal and social
services. The project is currently in the unfunded category of the Orange
County Bus and Rail Investment plan, yet remains a priority for our County
Board of commissioners. It is only eligible for funding at the Division Needs
tier.
Description: Construct a sidewalk along the west side of Orange High
School Road from Harold Latta Road to U.S. 70, construct a sidewalk
along the south side of Harold Latta Road from Cloverfield Drive to Orange
Grove Road, install high visibility crosswalks and in-road signage at school
Orange High entrances and exits on Orange Grove Road, and construct a sidewalk
School along entrance roads to CW Stanford Middle School.
Road/Harold Need: Orange High School Road serves two schools north of U.S. 70,
16 TWTPO Latta Road Orange High School and CW Stanford Middle School. There are currently Approve Approve Approve
Sidewalk no dedicated pedestrian facilities along Orange High School Road to

* accommodate students accessing the schools from residential areas to the
north and east. The project would provide safe and comfortable pedestrian
connections from these areas to the schools. The Orange County Safe
Routes to School Action Plan identifies these sidewalk and crosswalk
improvements as central elements in the plan for both Orange High School
and CW Stanford Middle School.
Description: Construct a pedestrian bridge across 1-85 to connect southern
Hillsborough neighborhoods with Collins Ridge, Daniel Boone Village, and
Downtown Hillsborough.
1-85 Need: Neighborhoods to the south of 1-85, such as those along Cates

Bridge* connections to commercial amenities and neighborhoods north of the
highway. Constructing a bridge across 1-85 would create a safe access

pedestrian bridge.

ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS
A RESOLUTION ENDORSING ORANGE COUNTY'S LIST OF TRANSPORTATION PROJECTS
FOR THE BURLINGTON-GRAHAM METROPOLITAN PLANNING ORGANIZATION (BGMPO) AND
TRIANGLE WEST TRANSPORTATION PLANNING ORGANIZATION (TWTPO) AND THE
CENTRAL PINES RURAL PLANNING ORGANIZATION (CPRPO) FOR CONSIDERATION OF
INCLUSION IN THE 2027 — 2036 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, the North Carolina Board of Transportation (BOT), every two years, prepares a Statewide
Transportation Improvement Program (STIP) that identifies transportation projects to be implemented
over the next ten years with State and Federal funding; and
WHEREAS, the North Carolina BOT solicits input for identifying transportation projects of local and
regional importance to be included in the FY 2027-2036 STIP; and
WHEREAS, the BGMPO, TWTPO and CPRPO Board are charged with the administration of the
State Prioritization of Transportation (SPOT) process or regional priority list; and
WHEREAS, Orange County is a member jurisdiction of the BGMPO, TWTPO, and CPRPO; and
WHEREAS, Orange County gives priority to identified safety needs on existing roads and bridges, to
transportation projects that encourage alternatives to automobile travel, to projects that minimize
adverse impacts on the natural environment and cultural sites, and to those projects that foster
economic development in the County's designated Economic Development Districts; and
WHEREAS, Orange County strongly encourages the North Carolina Department of Transportation
(NCDOT) to design all highway projects, where appropriate, to accommodate bicycle and pedestrian
traffic to provide alternative means of transportation that may result in reduced automobile traffic and
related air and water impacts; and
WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges with
sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian passage along
any existing or planned trail-system connectors; and
WHEREAS, Orange County encourages the NCDOT to design all roads, bridges, and right-of-way so
as to protect ecosystems and non-renewable resources; and
WHEREAS, Orange County has outlined its transportation needs within the BGMPO, TWTPO, and
CPRPO planning areas in attachments to this resolution; and
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the
Board endorses the following list of transportation projects to be submitted for scoring by the State
and to ultimately be considered for inclusion in FY 2027-2036 STIP.

15. Orange County Public Transportation Circulator 11 Vehicles: provide one (1) bus to serve a new
route for Orange Public Transportation providing service to major trip generators in Hillsborough
16. Orange High School Road/Harold Latta Road Sidewalk Improvements: Construct a sidewalk along
the west side of Orange High School Road from Harold Latta Road to U.S. 70, construct a
sidewalk along the south side of Harold Latta Road from Cloverfield Drive to Orange Grove Road,
install high visibility crosswalks and in-road signage at school entrances and exits on Orange
Grove Road, and construct a sidewalk along entrance roads to CW Stanford Middle School.
17. 1-85 Pedestrian Bridge: Construct a pedestrian bridge across 1-85 to connect southern
Hillsborough neighborhoods with Collins Ridge, Daniel Boone Village, and Downtown
Hillsborough.
