PURPOSE: To amend the Orange County Classification and Pay Plan by adding a new class of
Heavy Equipment Mechanic Supervisor at Salary Grade 17. Salary Grade 17 has a hiring
range of $37,039 - $59,21 1,
BACKGROUND: In May 2003, the Solid Waste Director realigned existing positions in the
Solid Waste department and created a new Heavy Equipment Mechanic I position, In addition
to the realignment, the Solid Waste Director also restructured duties and responsibilities among
the Heavy Equipment Mechanic positions. Currently, there is one Heavy Equipment Mechanic
II and two Heavy Equipment Mechanic I positions that are primarily responsible for the
maintenance and repair of heavy construction equipment at the landfill,
Since that realignment further changes have occurred in the duties of the Heavy Equipment
Mechanic II position, In addition to the original duties of maintaining and repairing heavy
construction equipment and serving as leadworker, the following changes have occurred:
The Heavy Equipment Mechanic II no longer reports to the Landfill Operations
Supervisor but now reports to the Solid Waste Operations Manager, Paul Spire who is
second in command in the department. The new reporting relationship provides for
additional administrative, financial and budgetary support to the Solid Waste
Operations Manager,
In the past, the Heavy Equipment Mechanic II served as leadworker to one Heavy
Equipment Mechanic I. Now, the Heavy Equipment Mechanic II serves as supervisor
to two Heavy Equipment Mechanic I positions and serves as back up supervisor to five
Landfill Equipment Operators, three Landfill Inspectors, and two Weighmasters in the
absence of the Landfill Operations Manager.
• In order to supervise landfill activities and functions, the Heavy Equipment Mechanic II
has become certified as a Technical Associate for "Manager of Landfill Operations".
This certification is also a requirement for the Landfill Operations Manager,
• In the past, the Heavy Equipment Mechanic II was solely responsible for the
maintenance and repair budget for heavy equipment, Now, this role has been
expanded to include oversight of the equipment maintenance and repair budget for the
entire Solid Waste Department which includes the Recycling, Administration and
Landfill divisions.
The Solid Waste Director requested that Personnel complete a current classification and pay
study to take account of the new duties and responsibilities assigned to the Heavy Equipment
Mechanic II position. Personnel has completed this review, Based on the classification study,
Personnel is recommending that the existing Heavy Equipment Mechanic II (Position 865) at
Salary Grade 15 be reclassified to the new class title of Heavy Equipment Mechanic Supervisor
at Salary Grade 17 to recognize a broader scope and higher level of duties and responsibilities.
FINANCIAL IMPACT: Funds to implement the results of the classification and pay study are
available within the approved budget for 2QQ5-06. The estimated increase in cost for salary and
benefits is approximately $3,765 on an annual basis and approximately $2,445 for the
remainder of this fiscal year,
RECOMMENDATION(S): The Manager recommends that the Board amend the Classification
and Pay Plan to add the new class of Heavy Equipment Mechanic Supervisor at Salary Grade
17,

JOB TITLE: Heavy Equipment Mechanic Supervisor
DEPARTMENT: Solid Waste, Orange County
JOB SUMMARY: This position is responsible for overseeing the maintenance
and repair of automotive vehicles, small departmental support equipment, heavy
construction equipment, a large truck fleet, plus all processing equipment located
at the recycling operations facility, including serving as supervisor to Heavy
Equipment Mechanic I positions.
MAJOR DUTIES:
o Oversees and performs routine and preventive maintenance on all landfill and
recycling equipment, administrative vehicles and light, medium and heavy
equipment used in department operations,
o Diagnoses the mechanical, electrical and hydraulic component of any
breakdown on all equipment which may include reviewing flow charts,
schematics, manuals, etc,
o Performs mechanical repairs, which may include engine, transmission, front
and rear differential, brakes, final drives, hydraulic pumps, motors, starters,
electrical problems, fabrication, etc,
o Develops and implements the department preventive maintenance program
and schedule to prevent major breakdowns and detect problems before they
become major.
o Develops, recommends and oversees the equipment maintenance and repair
budget far the department, which includes the Recycling, Administration and
Landfill divisions,
o Supervises lower level Mechanics, including recruiting, training, performance
evaluations, counseling, disciplining, and scheduling and prioritizing work;
ensures that assigned work is completed accurately and timely.
o Supervises Landfill Equipment Operators, Landfill Inspectors and
Weighmasters in the absence of the Landfill Operations Manager,
o Develops and oversees lock-out and long out procedures for all department
equipment.

o Develops and submits necessary bid documents for the department including
evaluation of bids; recommends whether to replace or repair equipment to the
Director; ensures that department remain in compliance with state and county
bid laws; updates department's replacement schedule on an ongoing basis.
o Oversees the work order system within the Department; enters all work
orders into the computer system; runs reports and improves data base
system for additional information resources,
o Uses reports generated from computer to prepare expenditures and budget
projections.
o Ensures that maintenance facility is clean and safe at all times.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of state and federal regulations pertaining to solid waste
management and recycling operations.
o Knowledge of preventive and corrective maintenance procedures for a variety
of vehicles and equipment.
o Knowledge of department and safety rules and regulations.
o Knowledge of management and supervisory techniques,
o Knowledge of county and department policies and procedures,
o Knowledge of basic accounting and bookkeeping practices.
o Skill in planning and organizing work.
o Skill in welding and fabricating parts.
o Skill in maintaining and repairing a wide variety of vehicles and equipment,
o Skill in operating a computer, maintaining work order system and maintaining
repair records including labor, parts, contract repairs, warranty work, etc.
o Skill in using various hand and power tools and equipment.
o Skill in oral and written communication.

SUPERVISORY CONTROLS: The Solid Waste Operations Manager assigns
work in terms of very general instructions, Completed work is reviewed for
compliance with instn~ctions and procedures, accuracy, and the nature and
propriety of results.
GUIDELINES: Guidelines include county ordinances, county and department
policies and procedures, relevant state and federal laws and regulations, and
safety rules and regulations, These guidelines are generally clear and specific,
but may require some interpretation in application.
COMPLEXITY: The work consists of difficult skilled work which consists of
varied duties in the maintenance and repair of department vehicles and heavy
construction equipment in addition to administrative, supervisory and
management responsibilities, Equipment breakdown in the field and inclement
weather conditions contribute to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to oversee the
maintenance and repair of department operations including conveyors, motors,
pumps, vehicles and heavy construction equipment, Successful performance
helps ensure the safe operation of department vehicles and heavy equipment
and contributes to efficient department operations,
PERSONAL CONTACTS: Contacts are typically with co-workers both higher
and lower levels, other county employees, a wide variety of vendors and
manufacture representatives, contractors and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange
information, provide services, and resolve problems,
PHYSICAL DEMANDS: The work is typically performed while standing, walking,
bending, crouching or stooping, The employee must work in places that are hard
to get to and in difficult positions; frequently lifts light and heavy objects; climbs
ladders; uses tools or equipment requiring a high degree of dexterity; and must
distinguish between shades of color,
WORK ENVIRONMENT: The work is performed in an office, shop, and
outdoors, The employee is exposed to noise, dust, dirt, grease, machinery with
moving parts, irritating chemicals, foul odors, and inclement weather. The work
may require the use of protective devices such as masks, goggles or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has
direct supervision over Heavy Equipment Mechanic I (2) and functional
supervision over Landfill Equipment Operator (5), Landfill Inspector (3) and

Weighmaster (2) in the absence of the Landfill Operations Manager.
MINIMUM QUALIFICATIONS:
o Knowledge and level of competency commonly associated with completion of
specialized training in the field of work, in addition to basic skills typically
associated with a high school education supplemented by
vocational/technical training in mechanical repair or related field and at least
two years experience repairing heavy construction equipment or a high
school education and at least 4 years experience repairing heavy construction
equipment.
o Experience sufficient to thoroughly understand the work of subordinate
positions to be able to answer questions and resolve problems, usually
associated with two to four years experience.
o Possession of or ability to readily obtain a valid Class A commercial driver's
license with a tanker endorsement issued by the State of North Carolina,
o Must possess certification in Freon handling.
o Must possess or be able to obtain within one year of initial employment,
certification as Manager of Landfill Operations or equivalent.
