BG MPO—OC Priority List PURPOSE: Recommend Board of County Commissioners (BOCC) approve the Orange County Transportation Priorities for Strategic Prioritization of Transportation (SPOT) process. BACKGROUND: Every two years,the North Carolina Board of Transportation (BOT) adopts a ten- year Statewide Transportation Improvement Program (STIP) to allocate funding and establish a project schedule for transportation initiatives across the state. This comprehensive plan encompasses projects for all modes of transportation and is designed to align with the long-term strategies outlined in the Comprehensive Transportation Plan (CTP) and the Metropolitan Transportation Plan (MTP), which are developed and adopted by Metropolitan Planning Organizations (MPOs) and Rural Planning Organizations (RPOs). CTP and MTP serve as foundational planning tools that guide MPOs and RPOs in selecting transportation projects for submission to STIP. Project selection is conducted through the Strategic Prioritization of Transportation (SPOT) process, ensuring a data-driven approach to transportation investments. SPOT P7.0 Schedule and Process Between spring and fall 2025, MPOs and RPOs across North Carolina will submit a limited number of transportation projects to the North Carolina Department of Transportation (NCDOT) for consideration in SPOT scoring. The number of projects each MPO/RPO can submit is determined by their population size and total centerline miles. Before submission, each project must receive approval from the respective governing Boards of the MPOs/RPOs. Additionally, in Orange County, the Board of County Commissioners (BOCC) is required to approve the list of county transportation priorities before these projects can be submitted to the relevant MPO/RPO. Each MPO/RPO employs its own process to determine which projects to submit for consideration under SPOT. Examples include: • Triangle West Transportation Planning Organization (TWTPO): Utilizes a Technical Subcommittee to develop a draft project list, which is then made available for public review before finalizing the draft list for its Board consideration. • Central Pine Rural Planning Organization (CPRPO): Employs a Geographic Equity approach, ensuring that each county is allocated an equal number of projects for each transportation mode, later submitted to its Board for consideration. • Burlington-Graham Metropolitan Planning Organization (BG MPO): Uses preliminary SPOT scores as a key criterion for determining which projects to submit. 600 Hwy 86 N - Hillsborough, North Carolina 27278 Phone (919)245-2008 - Fax (919) 732-2137 orangecountync.gov/transportation Before final approval, each MPO/RPO will conduct a public review period and a public hearing to ensure community input is incorporated into the decision-making process. SPOT P8.0 Project List OCTS staff is recommending Orange County transportation priorities be updated so that projects may compete better. These changes are provided in Attachments 1 - 3. Many Orange County transportation priorities are carried forward. • Staff recommending removal of independent bike/ped projects by State Transportation Investment law North Carolina General Statutes § 136-189.11 (d).(3).c. • Independent bike/ped projects can be pursued through Federal Surface Transportation Block Grant Direct Allocation (SDBGDA) which is part of STIP. They require 20% local match and local administration. TRANPORTATION ADVISORY SERVICE (TAS): FINANCIAL IMPACT: Transit tax is reimbursed to respective project sponsors per the approved annual work program and any subsequent amendments. ALIGNMENT WITH STRATEGIC PLAN: • GOAL 4: MULTI-MODAL TRANSPORTATION • OBJECTIVE 2. Increase community awareness of all modes of transportation including transit, bike and pedestrian, vehicle, and all other modes. • OBJECTIVE 3. Support road projects that address congestion and reduce commute time using the County' s Complete Streets policy. • OBJECTIVE 4. Coordinate transit investments with municipal and county land use planning to reduce vehicle miles travelled and to provide more equitable access to shopping, employment, medical centers, college campuses, etc. • OBJECTIVE 6. Update transportation related plans to provide more multi-modal options including rural Orange County. Attachment 1: Draft Central Pine Rural Planning Organization (CPRPO) Project List MPO/ Recommendations # RPO Project Description/Need Staff OUTBoard Description: Modernize Old Greensboro Road (SR-1005)from Jones Ferry Road (SR-1942)to Alamance County with NCDOT standard street cross-section 2B (60' row, 11'travel lanes, with 5' paved shoulder), add turn lanes and safety improvements at Jones Ferry Road (SR-1942), Hatch Road (SR-1944), Neville Road (SR-1945), Carl Durham Road (SR- CPRPO/ Old Greensboro 1950), White Cross Road (SR-1951), Wildcat Creek Road (SR-1953), and Orange Chapel Clover Garden Road (SR-1956). Meets RPO 1 TWTPO (SR-1005) Road SPOT process Improvement** Need: This project would provide a continuous paved bikeway segment from Carrboro through the southwestern portion of Orange County to connect with other bikeway segments that comprise the state's Mountain to Sea bicycle route. The project is not likely to score very high using either the State's highway or bike/pedestrian scoring factors because of its rural context and is only eligible for funding at the division tier. Description: Modernize Orange Grove Road (SR-1106)from 1-85 to Dodson Crossroad (SR-1007)with NCDOT standard street cross-section 213 (60' row, 11'travel lanes, with 5' Orange Grove paved shoulder), add turn lanes and safety improvements at Ode Turner Road (SR-1130), Dimmocks Mill Road (SR-1134), Crossroad Church Cemetery Road (SR-1131), Davis CPRPO/ Road Drive (SR-1129), Kimbro Road (SR-1128) and Dodson Crossroads (SR-1102) Meets RPO 2 TWTPO (SR-1006) SPOT process Improvement** Need: This project would provide one segment of a bikeway connection through western Orange County from Carrboro to the Buckhorn Road and Mebane area and improve the safety of the subject thoroughfare for both bicyclists and motorized vehicular travel. The project is not likely to score very high using the State's bike/pedestrian scoring factors because of its rural context and is only eligible for funding in the division tier. Description: Modernize Dairyland Road (SR-1177)from Orange Grove Road (SR-1006)to Old NC-86 (SR-1009)with NCDOT standard street cross-section 213 (60' row, 11' travel lanes, with 5' paved shoulder), add turn lanes and safety improvements at Orange Grove Road (SR-1006), Dodson Crossroads (SR-1102), Rocky Ridge Road (SR-1113), Bethel CPRPO/ Dairyland Road Hickory Grove Church Road (SR-1104) and convert intersection at Old NC-86 (SR-1009)to Roundabout. Meets RPO 3 TWTPO Improvement** Need: This project would provide one segment of a bikeway connection through western Orange County from Carrboro to the Buckhorn Road and Mebane area and improve the SPOT process safety of the subject thoroughfare for motorized vehicular travel. The project would also improve safety for motorized vehicular travel on this segment of Orange Grove Road. The project is not likely to score very high using the State's bike/pedestrian scoring factors because of its rural context and is only eligible for funding in the division tier. Description: Widen from NC-57 to Caswell County Line with additional lanes and multimodal facilities along the corridor and safety improvements at each intersection. NC-86 Meets RPO 7 CPRPO Need: This project would provide multimodal and safety improvements along a north-south corridor for commuters travel between Orange and Caswell County. This corridor is growing Improvement** more unsafe with increasing accidents, nine of them being fatal. Intersection improvements such as crosswalks and turn lanes will reduce crash frequencies and better manage traffic SPOT process at key locations along the corridor. Traffic along this corridor will continue increasing making the area more hazardous and will eventually exceed the capacity of the existing road. Description: Widen from Mebane Oaks Road (SR-1007)to Dodson Crossroads (SR 1102)with additional lanes and multimodal facilities along the corridor and safety improvements at NC-54 each intersection. Meets RPO 8 CPRPO Improvements ** SPOT process Need: NCDOT projections reveal that traffic on NC 54 from Orange Grove Road to Dodson Crossroads will substantially exceed the existing roadway capacity by 2035, warranting an increase in capacity through widening. NC-54 West Corridor Study provides such recommendations necessary to address increasing traffic and crashes along corridor. County priority Need: This is a major east-west corridor linking Mebane, Hillsborough and Durham through Orange County. Traffic continues increasing with more commuters traveling from Mebane and Hillsborough into Durham. Many use this corridor to avoid 1-85. It is also designated at a Strategic Freight Corridor in the DCHC MPO adopted Freight Plan. Description: Widen NC 86 from U.S. 70 Bypass to north of NC 57 to four(4) lanes with intersection improvements at U.S. 70 Bypass and NC 57 NC 86 Need: The segment of NC 86 between NC 57 and U.S. 70 is highly congested. Traffic counts indicate that this segment of NC 86 is over capacity for average annual daily counts. 2 TWTPO Improvements Capacity improvements would ease congestion and improve travel time along this primary north-south corridor connectingthe Town of Hillsborough to NC 57 and northern Orange Count priority North of p y p g p g p y g g Y p y Hillsborough County. Additionally, this area is identified in the Orange County Safe Routes to School Plan and the Town of Hillsborough Connectivity Plan as an area in need of improvements for pedestrians, particularly for school age residents of the Fairview neighborhood that walk to Orange High School and Stanford Middle School. The Town of Hillsborough Connectivity Plan also calls for bike lanes in this area as well. Eno Mountain Description: Realign the intersection of Eno Mountain Road (SR 1148) and Mayo Street (SR 1192)with Orange Grove Road (SR 1006) and make safety improvements. 3 TWTPO Road/Mayo Count riorit Street at Orange Need: The project would improve safety, reduce travel time, and improve traffic flow between residential and commercial areas in the Town of Hillsborough. Y p Y Grove Rd. Description: Modify the 1-85/1-40 Connector(SR 1239) interchange at U.S. 70 to provide access from all directions U.S. 70 East/1- Need: The project would enable traffic from northwestern Orange County to access 1-85 more easily without risking the many points of traffic conflict through Efland. Traffic has 4 TWTPO 85/1-40 increased on Efland-Cedar Grove Road as an alternative to NC 86. Much of that traffic currently"dog-legs"through Efland via Forrest Avenue to Mt. Willing Road to access 1-85/1-40. County priority Connector Traffic counts reveal that traffic has increased approximately 40% over the past 10 years on Mt. Willing Road just south of Forrest Avenue, while traffic on U.S. 70 east of Efland-Cedar Grove Road has increased only 2%. The project would dramatically improve travel time for traffic from northwestern Orange County to 1-85/1-40 and would dramatically ease congestion during peak periods in Efland. Description: Modernize Old NC-86 (SR-1009)from 1-40 to Eubanks Road (SR-1727)with NCDOT standard street cross-section 2E (60' row, 11' travel lane, 5' bike lane, c&g, and TWTPO/ Old NC-86 (SR- sidewalk), add turn lanes at Davis Road (SR-1129), and New Hope Church Road (SR-1723) 10 1009) County priority CPRPO Need: This project would provide multimodal and safety improvements along anorth-south corridor for commuters travel between Hillsborough and Carrboro. This corridor is growing Improvement** more unsafe with increasing accidents, three of them being fatal. Intersection improvements such as crosswalks and turn lanes will reduce crash frequencies and better manage traffic at key locations along the corridor. Description: Improve current Dimmocks Mill Rd (#735154S) grade separation and close Bellvue St (#735152D) rail crossing Dimmocks Mill 11 TWTPO Trestle Need: The NCRR trestle on Dimmock's Mill currently does not allow trucks or pedestrians to safely cross underneath the railroad. By restructuring this trestle and reconfiguring the County priority Improvements intersection, this area will provide a safe crossing between Hillsborough and destinations south for all users. Additionally, improving this trestle will allow large trucks to avoid using Churton Street and will help create a back entrance to West Hillsborough. Description: Improve the current trestle at Exchange Park Lane to accommodate Pedestrian traffic to support a pedestrian link from the proposed train station to downtown Hillsborough. Exchange Park 12 TWTPO Lane Rail Trestle Need: Currently, the NCRR trestle on Exchange Park Lane only accommodates one vehicle at a time and provides no safe accommodations for pedestrians. Once the Hillsborough Train County priority Improvements Station is constructed, Exchange Park Lane will be the only safe pedestrian route from the Train Station to Downtown Hillsborough. With substantial pedestrian demand forecast between the Train Station and Downtown Hillsborough, creating a safe pedestrian environment is a crucial need in this area. Orange Grove Description: Construct one additional lane between Patriot's Pointe Drive and New Grady Brown School Road (SR 1221)to include both pedestrian and bicycle improvements along the Rd. Widening roadway. The 1-40 bridge would be widened to accommodate both pedestrian and bicycle amenities and one additional travel lane. 13 TWTPO with Bicycle and County Priority Pedestrian Need: There are significant safety issues along this stretch of roadway for motorists, but also for pedestrians and bicyclists. Increased traffic along Orange Grove Road has led to a Improvements** significant safety risks for all users of the roadway. Description: Construct a roundabout at the intersection of Old NC 86, Dairyland Road (SR 1004/1113/1177), and Homestead Road (SR 1777) in Calvander outside of Carrboro. 14 TWTPO Calvander County Priority Roundabout Need: Included at the request of the Orange Unified Transportation Board, this project would enhance safety at this intersection and improve traffic flow, while also facilitating a safe left turns for bicyclists. Orange County Description: Provide one (1) bus to serve a new route for Orange Public Transportation providing service to major trip generators in Hillsborough Public 15 TWTPO Transportation Need: This project would provide a fixed route for underserved areas of Orange County(not being covered by the Hillsborough Circulator)to major points of interest such as medical, County Priority Circulator II employment, retail, municipal and social services. The project is currently in the unfunded category of the Orange County Bus and Rail Investment plan, yet remains a priority for our Vehicles County Board of commissioners. It is only eligible for funding at the Division Needs tier. Description: Construct a sidewalk along the west side of Orange High School Road from Harold Latta Road to U.S. 70, construct a sidewalk along the south side of Harold Latta Road Orange High from Cloverfield Drive to Orange Grove Road, install high visibility crosswalks and in-road signage at school entrances and exits on Orange Grove Road, and construct a sidewalk along School entrance roads to CW Stanford Middle School. 16 TWTPO Road/Harold County priority Latta Road Need: Orange High School Road serves two schools north of U.S. 70, Orange High School and CW Stanford Middle School. There are currently no dedicated pedestrian facilities along Sidewalk Orange High School Road to accommodate students accessing the schools from residential areas to the north and east. The project would provide safe and comfortable pedestrian Improvements** connections from these areas to the schools. The Orange County Safe Routes to School Action Plan identifies these sidewalk and crosswalk improvements as central elements in the plan for both Orange High School and CW Stanford Middle School. Description: Construct a pedestrian bridge across 1-85 to connect southern Hillsborough neighborhoods with Collins Ridge, Daniel Boone Village, and Downtown Hillsborough. 1-85 Pedestrian Prohibited by 17 TWTPO Bridge* Need: Neighborhoods to the south of 1-85, such as those along Cates Creek Parkway and Beckett's Ridge Drive, lack pedestrian and bicycle connections to commercial amenities and STI neighborhoods north of the highway. The Division of Aviation will work closely with Lumberton and the sur- rounding communities because public feedback will be important as the agency studies the issue and develops a better response program. 1 NCDOT Announces Release of NEVI Round 2 RFP GIS-based map of Proposed Charging Locations State officials have published a map online with the proposed locations for the second set of electric vehicle charging stations that will be funded through the National Electric Vehicle Infrastructure Program. The North Carolina Department of Transportation (NCDOT) has posted an updated GIS-based map with the proposed locations of the electric vehicle charging stations for Round 2 of the NEVI Program funding at NCDOT: National Electric Vehicle Infrastructure (NEVI) Program. NCDOT has worked to optimize these lo- cations based on the 50-mile spacing requirement. NCDOT has released this map ahead of the Request for Proposal (RFP) to facilitate planning by applicants wishing to construct and operate EV charging stations using the NEVI funding. Each location on the GIS map is a "cluster" of one or more exits along the alternative fuel corridors (AFCs) that are within the bounds of meeting NEVI's 50-mile spacing requirement. b. USDOT Issues Final Rule Establishing Accessibility Standards for Pedes- trian Facilities in the Public Right-of-Way On December 18, 2024, the U.S. Department of Transportation (USDOT) ) published a final rule that will in- crease accessibility for transit users by providing local governments and other owner-operators of the public right-of-way clear, uniform, and technically defined standards of accessibility to guide their design decisions for new construction and alterations of transit stops in the public right-of-way. The Americans with Disabilities Act (ADA) directs USDOT to adopt standards for accessible public transpor- tation facilities that are consistent with final minimum accessibility guidelines issued by the Architectural and Transportation Barriers Compliance Board (U.S. Access Board). The Final Rule on Transportation for Individ- uals with Disabilities: Adoption of Accessibility Standards for Pedestrian Facilities in the Public Right-of-Way adopts the U.S. Access Board's Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (referred to as PROWAG) as the Department's regulatory standards for new construction and alterations of transit stops in the public right-of-way.
