PURPOSE: To consider an appointment to the Carrboro Planning Board,
BACKGROUND: On 20 April, 2004 the BOCC appointed Ms. Caroline Wood to an ETJ
position on the Carrboro Planning Board. However, from information received later in the Clerk's
office, it was learned that Ms. Wood actually resides in the Carrboro Transition Area.
Per Geoff Gledhill, Orange County Attorney, since the Board of County Commissioners made
the appointment believing mistakenly that Ms. Wood resided in the Carrboro ETJ, the
appointment should go back to the Board as soon as possible keeping the 90-day rule in mind.
Pursuant to statute, if the Commissioners decide that none of the other applicants that reside in
the ETJ are qualified, and Ms. Wood is qualified, the Board can uphold her appointment,
although she resides outside of the Carrboro ETJ, If on the other hand the Commissioners
decide that another applicant that resides in the ETJ is qualified, they may appoint that person,
The Carrboro Board of Aldermen has recommended Mr, David Clinton be appointed to the ET.1
seat, The deadline for the Board of Commissioners to make this appointment is June 10, 2004;
otherwise the Board of Aldermen may make this appointment,

RECOMMENDATION(S): Consider the appointment of Ms. Caroline Wood to the Carrboro
Planning Board to a ETJ position with an expiration date of 02/28/2007 as the Board may
decide.

The Cazrboro Board of Aldermen at its meeting on Mazch 2, 2004 adopted the attached resolutions
requesting appointments to the Cazrboro Board of Adjustment and Planning Board.
The Boazd is requesting that Mr. John Ring be re-appointed to a Transition Area seat on the Boazd
of Adjustment. His new term will expire in February 2007,
In addition, the Boazd is requesting that Susan Poulton and Frank Hammill be appointed to
Transition Area seats on the Planning}~Qard.• Ms. Poulton's term would expue in February 2005,
and Mr, Hammill's teen wou]d expire in February 2007.
The Board is also requestinsr that David Clinton be appointed to an ETJ seat on the

A RESOLUTION REQUESTING APPOINTMENTS TO THE
CARRBORO PLANNING BOARD
Resolution No. 121/2003-04
WHEREAS, as a result expiration of terms and vacancies, it is necessary to appoint persons to seats
reserved on the Carrboro Planning Board for persons residing within the town's Transition Area and
Extraterritorial Planning Jurisdiction; and
WHEREAS, by state statute and town ordinance, the Orange County Board of Commissioners initially has
the authority and responsibility to appoint Transition Area and Extraterritorial Planning Jurisdiction members to the
town's Planning Board.
NOW, THEREFORE, THE BOARD OF ALDERMEN OF THE TOWN OF CARRBORO RESOLVES:
Section 1.. The Orange County Boazd of Commissioners are respectfirlly requested to appoint the following
individuals to Transition Area seats on the Carnboro Planning Boazd:
