PURPOSE: To consider one appointment to the Board of Health.
BACKGROUND: There is one vacancy in an At-Large position and an up-coming vacancy for a
Pharmacist on the Board of Health.
A recommendation has been received in the Clerk's office for Reverend Sharon Freeland, Executive
Director of Orange Congregations in Mission (OCIM), to serve in the At-Large position,
Recruitment is on-going for the Pharmacist position.
FINANCIAL IMPACT: Nane.
RECOMMENDATION(S): Consider making an appointment to the Board of Health to an At-Large
position, first full term, expiration date .June 30, 2006, as the Board of County Commissicners may
decide.

The Orange County Board of I-Iealth has considered the current applicants for
vacant Board of Health positions and in action at their March 4, ?004 meeting is
recommending the following individual for your consideration.
The Reverend Sharon Freeland is currently the Executive Director of the
Orange Congregations in Mission (OCIM) and lives in northern Orange County.
She would assist the Board and Health Department in strengthening linkages to
the faith-based community, to northern Orange, and to the African-American
community. One challenging area that the county will need to address now and
in the future is the ever° present disparity in health status indicators between the
white population and the African-American population, Dr. Freeland will
provide a valuable voice to the community as the Board of Health examines its
progran~s and plans for the firture.
The Board currently has only two representatives from northern Orange and no
African-American representatives..
