PURPOSE: To discuss an appointment to the Orange County Housing Authority Board.
BACKGROUND: The goal of the Orange County Housing Authority Board is to provide decent,
safe, and sanitary housing for the low- and moderate-income families in the County.
The Board of County Commissioners appoints all seven (7) members.
The Orange County Housing Authority Board does not make recommendations for
appointments.

The last year of my doctoral studies in educational research, I focused entirely on school
funding. In addition to that professional knowledge, I currently serve on the Carrboro
Planning Board, served on the Broadband task force, and at various times have served
on the Carrboro Affordable Housing Board, the Environmental Advisory Board and the
Transportation Board. I am a member of multiple environmental organizations and the
League of Women Voters.

Please explain how your background, education and experience is relevant to this board
I have a masters degree in instructional design and am ABD in Educational Research with an
emphasis in adult education and educational economics. I have taught at two universities and
one community college. Most recently, I served on a volunteer committee for the Chapel Hill
Carrboro City Schools to review their vocational curriculum.
Please explain your reasons for wanting to serve on this board
I am deeply committed to the success of our community college system. As a project coordinator
for a STEM project at Florida A&M, I counseled students who would not have been able to afford
college if they had not been able to complete their general education credits at the community
college. For many students, especially those in rural and under-funded urban high schools, the
community college helps build the study skills and academic independence needed to be
successful in a 4-year school. The community college also serves the needs of adult learners
who need basic academic and technical skills. This is a population that I believe is not always
well represented by academic administrators.

Please explain how your background, education and experience is relevant to this board
As stated previously the last year of my doctoral work was devoted to school/education
financing. I also worked as a project manager/data manager for Facilities Services with UNC-CH
on energy efficiency projects that required convincing upper management that the projects I
proposed were cost efficient.
Please explain your reasons for wanting to serve on this board
This is an important bond and I feel like I am more than qualified, as a writer and educator to
help my fellow residents understand the issues from both an educational and financial
perspective.
How would your particpation on this board contribute to the diversity of viewpoints?
I would bring a technical viewpoint over and above my commitment to public education.

Three years on the Carrboro Affordable Housing Commission, years of informal participation
with the annual homeless count with Carrboro police, full career of working with budgets and
project planning.

I have the knowledge and skills to help my community.

I am a senior citizen with a physical handicap living on a retirement budget.

I have lived in the Carrboro ETJ for 21 years, convinced the two towns and the county to
authorize a Smith Level Road Task Force, learned a lot about planning and zoning when I
served on the Carrboro Environmental Advisory Board
Reasons for wanting to serve on this board:
The Carrboro ETJ area is in the University Lake watershed. I want to protect that watershed
while still helping the town grow responsibly.

I work for 811 and work directly with utility company s. I want to ensure that everyone is being
treated fair.

To upgrade infrastructure to do maintenance on existing infrastructure so that people are getting

To ensure that everyone is treated fair. To ensure that infrastructure is a priority. That affordable

Orange Co. Partnership to End Homelessness (OCPEH) Leadership Team
-Staff connects between boards to share updates and inform of feedback.
-HCV program collaborates with OCPEH with its waitlist referral and Move
On initiative, which issues vouchers to clients utilizing various transitional
housing options. This helps them transition from homelessness to subsidized

housing without case management supports.

What are the concerns or emerging issues your board has identified for the upcoming
year that it plans to address, or wishes to bring to the Commissioners' attention?
The lack of affordable housing inventory for voucher holders continues to be the
major obstacle to achieving our mission of providing stable, dignified housing.
Our board is interested in exploring all possible options for increasing inventory,
including development of Greene Tract properties and intercounty collaboration
for affordable housing projects.
A new potential challenge in 2025 is a rumored decrease in HUD funding based
on the incoming administration, which could directly impact how many vouchers
we are able to operate.
