BACKGROUND: The Board of Equalization and Review is a quasi-judicial body that hears appeals from residents concerning various property tax issues, including valuation and exemption appeals. The Board of Equalization and Review is charged with ensuring that all taxable property is appraised and assessed according to the standards required by the North Carolina General Statutes. The Board of County Commissioners appoints three (3) members, seven (7) alternates, and designates the Chair. Appointees serve two-year terms, but there is no limit to the number of terms an individual may serve. Since the work of this body is dependent on hearings, it has not historically submitted an Annual Work Plan. The Board of Equalization and Review does not make recommendations for appointments. I favor a more diverse tax base than we have. That said, I also want to protect the rural character, local enterprises and keep that uniqueness. In 2012, while working as the Program Director and Finance Manager of Communities in Schools of Orange County, I wrote and received a 1.3 million dollar Federal grant to fund drop-out prevention programs at 7 Orange County middle schools, 2 elementary schools, and 1 high school. Additionally, since 2009, 1 have been involved in property management, development, and investment. I also have a strong knowledge of local real estate markets, market trends, property valuations, the County's GIS site, the LIDO, and other resources, based on my experience buying, selling, and developing property. Lastly, I have served on the Board of Equalization and Review for three years, hearing all tax appeals in Orange County. Please explain your reasons for wanting to serve on this board Like many members of our community, I've witnessed the damaging effects of the rapid increase and acceleration in housing costs. Friends and family have been displaced from their communities. Housing continues to be treated as an investment, a store of value, and a marketable asset rather than a place where people live, commute to work, raise their family, and participate in their community. Additionally, rising property taxes have contributed to the displacement of many members of our community, which is one of the reasons I joined the Board of Equalization and Review three years ago. I believe that there are strategies that can address many types of displacement, as well as ones that disincentivize predatory investors by 11 Page 2 of 3 Hunter Beattie strengthening community relationships. I also believe that the community must work together and pressure local government to invest in affordable housing. How would your particpation on this board contribute to the diversity of viewpoints? While I have been involved in real estate investment, my endeavors have not been predatory like many of the transactions I see in the market. I have purchased homes for fair market value, restored them to a habitable condition, added them to the local rental stock, and then sold them, typically to first time home-buyers a few years later. However, I have seen the many ways that other investors, both local and institutional, profit from people who cannot afford to realize the value in their own home. I believe that my knowledge of the UDO and my experience investing in local real estate, help me consider the viewpoints of members of the community who benefit from a rise in housing costs, and who also wield disproportionate political influence. And, I believe that my personal political orientation informs my desire to create affordable housing solutions in our community. I am not seeking local funding to develop affordable housing in this area; nor have I encountered any other conflicts of interest in my position on the Board of Equalization and Review. In my studies and fieldwork, I have learned to prioritize the needs of individuals considering the broader social, economic, and cultural contexts in which they exist. I have also worked with diverse populations, many of whom have faced barriers to fair treatment with housing, environmental impacts and education barriers. This hands-on experience, coupled with my academic background in social work, equips me to approach cases with a well-rounded perspective, balancing empathy with a commitment to fairness and equity. Please explain your reasons for wanting to serve on this board Honestly, I see this as an opportunity to expand my knowledge in legal matters. I have the opportunity to work on the tax appeal working group and I see this as an opportunity to gain more experience and insight in the tax appeal process. I am familiar with the law that governs tax and have experience dealing with tax matters. I took residential and commercial cases to the North Carolina Tax Commission for the County. In all instances, when going before the property tax commission, I tried to simplify the process for residents and to ensure that the property tax value as set was corrected even when the property value requested by the Taxpayer was incorrect. Please explain your reasons for wanting to serve on this board I live in Orange County and am interested in tax law and ensuring that the law is administered fairly. How would your particpation on this board contribute to the diversity of viewpoints? I am a black female lawyer. I believe that perspective would add value to the conversation. Also, when people of color came before the Board, they would see someone who looked like them as part of the decision-making body. I also know the law and would apply it fairly to all. I also worked on housing development and contracting. Please explain your reasons for wanting to serve on this board I have lived in the Hillsborough ETJ since 1999 and am recently retired. I would love to continue to work in my community. How would your particpation on this board contribute to the diversity of viewpoints? I think I bring a local government perspective to the Board. I also work at the General Assembly and see a lot of pushback at the legislature against local government regulation. I believe the government can work efficiently and still consider health, safety, and community standards. That is my perspective.
