Actually, every use proposed for Fiddlehead is permitted in one or more of the Zoning Districts linked to the AR & RNAN land use categories in the 2030 Land Use Plan. Water supply & verification of capacity Prior to submitting a plan for Fiddlehead, the applicant engaged GMA, Inc. a hydrogeology firm that fully evaluated the property & had the Public Water Supply Section of the Division of Water Resources, NC Department of Environmental Quality visit the site on two occasions during the due diligence process of site review as well as looking at County public well records for some of the nearby properties. In addition, the applicant reviewed thoroughly the well and water materials provided by the Eden View, the R-CD Subdivision Applicant. That information addressed the same concerns about water supply. The BOCC approved Eden View with 34 lots, each with an individual well with the possibility of developing at 4-5 bedrooms. The applicant has additional information about water demand for Fiddlehead for presentation tonight. 8 2/27/2025 9 Planning Board Meeting ~~~ Neighbors: Comments and Concerns Well Verification Process Just as a single-family home is required to submit a site plan to Orange County Health showing one or more possible well locations, Fiddlehead is required to submit the same information to Public Water Supply Section of the Division of Water Resources, NC Department of Environmental Quality No permits for occupancy for a home in the case of the county jurisdiction, nor any home or community use in the case of Fiddlehead with DWQ jurisdiction will be issued prior to their review and approval of not only the well, but its proven water supply, above ground storage, and water quality treatment facilities to be licensed by the state. Number of Homes, Residents, Cars, Parking & Traffic By reducing the size of the proposed neighborhood to 100 dwelling units, resident population and vehicles owned by residents is reduced by 1/3. Parking spaces are and daily vehicle trips are also reduced. Much of this parking meets ADA standards for aisles and slopes per county and state standards. As NCDOT roads do not provide for curbed road sections, there is no on-street parking. Therefore, parking is located on house lots and in parking lots meeting County Design Standards. Fiddlehead Corner Original vs Modified Plan 11 2/27/2025 12 Fiddlehead Corner Is Situated in the Haw River Unprotected Watershed The Haw River Unprotected Watershed in Orange County Has no Impervious Surface Standard or Maximum and has limited Stormwater requirements. The Haw River Unprotected Watershed flows to the Haw River Protected Watershed which flows to Jordan Lake. It does not provide water to either the Cane Creek Reservoir or University Lake.
