BACKGROUND: Far the past five years, Brooks Contracting of Goldston, North Carolina has provided food waste collection and composting services to Orange Community Recycling, Brooks provides storage carts, collects food waste, and composts it at its facility in Chatham County. UNC -Chapel Hill collects and delivers animal bedding to Brooks contracting far composting, This contract represents a renewal of the existing agreement to collect from establishments willing to separate food waste, including UNC-Chapel Hill locations, and adds the animal bedding collection to the agreement, FINANCIAL IMPACT: The cost of this contract is estimated at $157,000 annually (Food waste $117,000 and animal bedding $40,000), It is projected that Brooks Contracting will collect up to 1,250 tons of food at $77.25 /ton, Any amount over that tannage would cost an additional $56,65 per ton, In additicn, it is projected that 400 tons of animal bedding will be collected at $40 per site per pickup. RECOMMENDATION(S): The Manager recommends that the Board approve the service contract renewal with Brooks to collect and compost food waste and authorize the Chair to sign the agreement, subject to final review by Staff and the County Attorney. STATE OF NORTH CAROLINA THE COUNTY OF ORANGE ADDENDUM TO FOOD WASTE CONTRACT Addendum to that certain Agreement effective Ju]y 1, 2001, between The County of Orange, on behalf of its Solid Waste Department, hereinafter referred to as "County" and Brooks Contractor, herein referred to as "Contactor" for the collection and composting of food waste from participating business establishments located in Orange County. In consideration of the mutual promises and conditions set forth herein, the County and Contractor agree to amend the Agreement as follows: 1. The a6~reement to be amended to extend the contract period until June 30, 2005, 2. Beginning .July 1, 2004 the cost per ton shall be $77.25 for the first 1,250 tons collected. 3. Beginning .July 1, 2004 additional tons collected above 1,250 shall be charged at $56.65.. 4. Beginning ,Tiny 1, 2004 two Harris Teeter stores, # 117 and a second store to be named shall be billed at $500..00 per site per month and their tonnage reported separately from other billed tonnage,. 5. Beginning September 1, 2004 Contractor will begin servicing the following sites of UNC-Chapel I-Jill for animal bedding, which must composted by contractor in an environmentally safe manner with due consideration for' the health and safety of the citizens of the County, at the frequency indicated- Davie- Once every other week Wilson Hall- Once every other week Beard- Once per week McGavran-Greenberg- Once per week Berryhil]- Twice per week Glaxo- Once every other week BSRC- Twice per week MBRB- Twice per week Taylor- Once per week Dental School- Once per week FLOB- Twice per' week Thurston- Bowles- Twice per week Francis Owen Blood Lab- Once per week Contractor will provide to UNC Chapel Hill and the County a calendar schedule of when the pickups will occur. Sites and frequency may change by mutual consent of the county, contractor and UNC-Chapel Hill. 6. Animal bedding sites will be serviced for a flat fee of $40.00 per site per pickup. 7, All carts used to collect animal bedding will be provided by UNC-Chapel Hill. Contractor will be responsible for damage to the containers incurred during the pickups with the exception of normal wear and tear..
