PURPOSE: To discuss appointments to the Orange Unified Transportation Board.
BACKGROUND: The Orange Unified Transportation Board (OUTBoard) advises the Orange
County Board of County Commissioners on the overall planning and programming of
transportation improvements in the County.
The Board of County Commissioners appoints all twelve (12) members, with representation from
each of the County's townships to the extent possible. There is also one (1) non-voting youth
member. The OUTBoard does not make recommendations.

Please explain how your background, education and experience is relevant to this board
I have been a practicing litigation attorney for forty years, mostly representing individuals in
cases of negligence, interpersonal crime, and violation of civil rights. I have also worked as an
ombudsperson for a 20,000 member professional organization. Through this work I've
developed the ability to interpret statutes and regulations, apply the law to facts, and consider
multiple viewpoints in order to arrive at a just result.
Please explain your reasons for wanting to serve on this board
I am fortunately in a position to be partially retired and seek to serve my local community as
opposed to the more state and national level organizations with which I have been involved.
How would your particpation on this board contribute to the diversity of viewpoints?
As a taxpayer who owns property in Eno Township, I talk with my neighbors (where in this semi-
rural neighborhood property values vary greatly) about land use, regulations, and the functioning
of county government. Those same topics came up during my five years of service in the
Hillsborough Rotary Club.
Do you have any personal or business interest(s) that could create a conflict of interest
(either real or perceived) if you are appointed to this board?

Please explain how your background, education and experience is relevant to this board
I have been a practicing litigation attorney for forty years, mostly representing individuals in

Please explain your reasons for wanting to serve on this board
Through my work early on as a legal services attorney, my service on the board of Legal Aid of
North Carolina, and as a member of the Governor s Crime Commission (now in my second
term), I know firsthand that access to appropriate transportation is essential to safe and full
participation in society and I have a strong interest in the subject.
How would your particpation on this board contribute to the diversity of viewpoints?
I'm good at reaching out to people, facilitating relationships, and listening to others. I work to
understand why people feel underserved or wrongly served by their local government.

(either real or perceived) if you are appointed to this board?

Please explain how your background, education and experience is relevant to this board
I have been a practicing litigation attorney for forty years, mostly representing individuals in
cases of negligence, interpersonal crime, and violation of civil rights. I've also worked as an
ombudsperson and have experience in practical problem solving. Through my service on the
Governor s Crime Commission I have developed an ability to evaluate grant proposals.
Please explain your reasons for wanting to serve on this board
I am a lifelong birder and also enjoy spending time hiking and walking on local trails and on other
managed properties. I have also come to understand that access to outdoor and green spaces
helps reduce crime and keep a community healthy.
How would your particpation on this board contribute to the diversity of viewpoints?
Having grown up in a blue-collar community and having worked as a lawyer for people from very
diverse backgrounds. I'm aware that access to green spaces is often, for various reasons,
limited for lower-income people and members of racial and ethnic minority groups, and for
women.

I handle employment discrimination complaints daily in my current job and directly investigated

Please explain your reasons for wanting to serve on this board
I have always wanted to serve on a community organization. My wife and I have now put down
roots in Orange County and I am wanting to get more involved with community issues. Serving
on this board would give me the ability to exercise my skills by contributing to the needs of the
county.
How would your particpation on this board contribute to the diversity of viewpoints?
I have served the people of the state of NC in an impartial, adjudicatory capacity, and now
defend the interests of a business. I am adept at considering all sides of any particular situation.

If a complaint involved one of my company s employees, I would need to recuse myself.

Please explain how your background, education and experience is relevant to this board
I am an in-house attorney by trade. My mother recently retired as an NC public school teacher,
serving for 29 years. My father works in the business office of Surry Community College and has
been in that position since the 2000s. My uncle and aunt are both department chairs at an NC
community college. My uncle has been the past-president of the North Carolina Community
College Faculty Association.
Please explain your reasons for wanting to serve on this board
I understand the value of community college and vocational learning. I have taken a continuing
education course at DTCC and have been living in Durham/Orange County since 2021. 1 would
like to promote college education in the county in which we have put down roots.
How would your particpation on this board contribute to the diversity of viewpoints?
I am under 30 and understand the desires of young students/young professionals.

Please explain how your background, education and experience is relevant to this board
I am adept at negotiations, reviewing contracts, and performing legal research, as my day-to-day
job as an in-house attorney involves completing those tasks daily. My perspective as an attorney
would be valuable to this team.
Please explain your reasons for wanting to serve on this board
I am a public transit user and use it as much as possible when I travel. I am particularly
interested in this topic, and believe that our county needs to be focused on transit as a priority
item.
How would your particpation on this board contribute to the diversity of viewpoints?
I am under 30 and am committed to expanding public transit/alternative transit as our county
continues to grow.

Please explain how your background, education and experience is relevant to this board
For most of my adult life I ve tried to minimize automobile use. When I lived north of Hillsborough
I either biked or carpooled to Hillsborough and rode the bus to myjob in Chapel Hill. Now, living
in downtown Hillsborough, I try to walk, bike, or ride the bus most anywhere I go.
Please explain your reasons for wanting to serve on this board
I think there can be some fun ways to increase bus ridership in Hillsborough, and ways to foster
more walking and biking. Traffic is already a huge problem, and just going to get worse. And
lately I've found it sometimes hard to find the Hillsborough routes online, and recently the transit
phone number has just gone to information without an option to speak to someone.
Communication can be a whole lot better.
How would your particpation on this board contribute to the diversity of viewpoints?
I am an avid bus rider, cyclist, and walker. My interest in transportation is beyond cars and roads
for them. I want to make my town and county ever more walkable and bikeable, with easy bus
information and frequent pickups.

As a writer, historian, and world traveller, I have studied transportation from urban to rural
around the globe. I have researched and written about both passenger and freight infrastructure.
Having lived in big cities with extensive transit (New York) and without(Houston) I know first-
hand the benefits and complications of getting people to and from where they need to be.
Please explain your reasons for wanting to serve on this board
Having lived in Orange County for six years, and having sat in traffic for all of that time, it is clear
that there are granular, tactical, and strategic actions that can and should be taken to ease
congestion, improve efficiency, and reduce environmental impact. With home building booming
in and around Chapel Hill, it is imperative to accelerate transportation improvements.
How would your particpation on this board contribute to the diversity of viewpoints?
I bring a balanced, practical approach. Too much transport planning is centered on the car, or on
unrealistic ideas. Walkable communities served by public transport are the long-term goal, but
there are simple fixes to current traffic problems on the way to that goal.

I am a long time resident of Orange County(16 years) and I have an interest in how
transportation systems and roads can best serve the diverse needs of our county residents. My
education background (undergraduate and graduate) is in business and finance. I am recently
retired and my work background is in IT.
Please explain your reasons for wanting to serve on this board
I am recently retired and want to use the increased time I now have to serve Orange County- I
think the transportation systems are critical for the future of our county-for both way of life and
economic development.
How would your particpation on this board contribute to the diversity of viewpoints?
I am not an expert on transportation by professional background, but rather I have the
experience of a county resident who uses our roads day to day. I have also lived and worked in
other cities around the country and bring my experiences with both road systems and public
transportation from those areas.

Affordable Housing Advisory Board
Please explain how your background, education and experience is relevant to this board

My primary experience for this board is working in the area of providing affordable housing -
primarily through working for many years as a volunteer with Habitat for Humanity. My work with
both the prospective homeowners and the Habitat organization make me deeply aware of the
problems associated with the lack of affordable housing.
Please explain your reasons for wanting to serve on this board
I am recently retired and I want to use the increased time I now have to serve my community and
Orange County. As noted above, I have volunteered in multiple capacities with Habitat for
Humanity and I hope I can help address, in a small way, the affordable housing situation in
Orange County by serving on this advisory board.
How would your particpation on this board contribute to the diversity of viewpoints?
There are a diverse set of needs around affordable housing -from the needs of unhoused to
support for low income populations, etc. I have not worked in all of these areas, but I hope I can
bring the experience and viewpoint as someone who has a heart for improving the affordability of
housing in Orange County.

Background: I am an immigrant. I was born in Bangladesh but raised in Florida. I moved to NC
(i.e., the RTP area) in 2019. My background exemplifies how I will bring a different mindset into
the board.
Experience: During my undergraduate career at the University of Florida (UF), I was on the
planing board for Bangladeshi Student Association (BSA). During my tenure, I realized I enjoyed
planning events. Therefore, I want to challenge myself by getting involved in the Orange County
Planning Board .
Education: I have formal education in Computer Engineering (BSc) and Computer Networking
(MSCN). In simple English, I am an engineer at heart. One of the attributes of a high performing
engineer is planning, planning, and planning. A well devised plan makes a difference between a
successful outcome versus non successful outcome.
Please explain your reasons for wanting to serve on this board
My reasoning is simple: I want to give back to the community by volunteering my time. However,
I specifically selected this board as my number one choice because I will enjoy what I am doing.
As they say, you are at your best when you are enjoying your work.
How would your particpation on this board contribute to the diversity of viewpoints?

Please explain how your background, education and experience is relevant to this board

In simple English, I do contemplate on our transportation. I do contemplate on our infrastructure.
I do want to help in fixing our outdated infrastructure (i.e., roads, bridges, etc.). I feel we made
initial investment during the creation of our infrastructure but did not maintain it properly.
