BACKGROUND: The Opioid Advisory Committee is charged to discuss opioid-related health concerns and issues impacting the residents of Orange County and advise the Board of Commissioners on options to expend funds to remedy opioid impacts. The Committee also plans and hosts one annual meeting open to the public to receive input from municipalities on proposed uses of the settlement funds and to encourage collaboration between local governments. The Board of County Commissioners appoints seven (7) members and there are thirteen (13) designee positions. Since that time I have been very involved with 12 step recovery programs, non-profit recovery programs, and work as a Peer Support Specialist. Although it is unfortunate that I struggled with Drugs from the age of 12-25years, that lived experience is invaluable to this work Reasons for wanting to serve on this board: I would like to see these funds have the greatest impact possible, and would like to assist in solutions that would have a positive affect on as many Orange County Residents as possible Contribution to the diversity of viewpoints on this board: I don t know how many people with lived experience will serve, however, this is very important. For example, I witnessed how addicts came up with solutions for Harm Reduction that were not suggested by the traditional Health Services community. I was active for many years in the NC Harm Reduction Coalition, and have served as a preceptor for a UNCSPH Capstone Team supporting its activities. Professionally, I have received multiple grants to conduct research in this area, and have published a number of pertinent manuscripts (which I d be glad to specify upon request), most recently in JAMA. I am very familiar with the State s Prescription Drug Monitoring Program (PDMP), and have mined its data to support the activities of the NC State Medical Board in identifying providers with a history of excess or frequent prescriptions. I have also conducted the largest evaluation to date of community-based efforts across the State to prevent opioid overdose, working closely with Kay Sanford of Project Lazarus. Like Kay, I am very interested in applying harm reduction principles and practices to support the transition of newly released inmates Reasons for wanting to serve on this board: 7 Page 2 of 2 Chris Ringwalt I am a strong advocate of harm reduction strategies- I am currently writing a book chapter on the subject-and how they can be effectively applied in community settings. I look forward to adding my(relatively quiet)voice to the mix. Reasons for wanting to serve on this board: I want to share my perspective as a care provider as well as the wisdom that I have gained from my patients about the broad spectrum of needs people in various stages of recovery may have. Contribution to the diversity of viewpoints on this board: I hope to bring the perspective of someone who is concerned about the impact of opioid epidemic on our community as well as the awareness of how closely intertwined this is with other social determinants of health. I have worked with different pharmacy organizations as well as with providers to come up with a way to deprescribe opioids and make sure everyone has access to and understands how to use narcan. Reasons for wanting to serve on this board: I have seen how bad the opioid crisis is and I work everyday to try to save lives. I am very interested in substance abuse disorder particularly with opioids and have taken many classes addressing the problems and helping to come up with solutions. My family has resided in Orange County since 2007 and my son, Kevin Cummings, developed SUD at age 16 and died of an overdose in 2018 in Hillsborough at age 18. 1 lived the agony of trying to find appropriate medical care and social support, the lack of adolescent treatment options in NC, and the impact of my ignorance at the time. I am also an epidemiologist and have thirty years experience in population health and disease research. Please explain your reasons for wanting to serve on this board I want to serve my community and help to prevent other families from the fear, anxiety, pain, and loss that accompanies Substance Use Disorder. I hope to join our county in continuing to improve access to harm reduction measures and naloxone, humane and lifesaving MAT, re- entry and recovery resources, community support and compassion, opportunities for employment and peer-mentoring, and early intervention for at risk youth. How would your particpation on this board contribute to the diversity of viewpoints? I believe I would bring the unique perspective of a parent with lived experience with a child with mental illness (GAD) and SUD who eventually died of an overdose at a very young age -there are so many other stories like that of Kevin s/my family. I learned so much and so many of my assumptions were shattered in the years of Kevin s addiction, death, and aftermath. I don t 13 Page 2 of 2 Christie Barker- believe there is ONE or even just a few solutions to the opioid crisis- as Nora Volkow of NIDA said, No single organization or person can address the multitude of services needed to help people affected by mental health or substance use conditionsa€; the best sources are the people who live, serve, and work in the community and the best results are often seen when they undertake such action together. I actually don t know- please assess. I am employed by a non-profit organization, Overdose Lifeline, Inc., and my role is to connect our accredited substance use disorder education and community/youth/family trainer programs with organizations working in prevention, harm reduction, treatment, or recovery, nationwide. My motivation in volunteering for this board is civic and personal - my 18 year old son went to OHS and died of an overdose in Hillsborough in 2018. 1 have been active as a volunteer since his death, but have only begun getting formally involved locally this past year. I joined Overdose Lifeline as a purposeful career change, to put my pain to purpose. Volunteering on this advisory board is part of that same personal mission to make a difference. I understand that my professional role and this role are wholly separate. On the other hand, I would not be inclined to prevent the board and stakeholders from knowing about the educational and training resources Overdose Lifeline has, because they are evidence-based and effective and they may fill a gap. I am completely open to any rules of interaction or engagement, such as being recused from voting on specific programs if and when Overdose Lifeline is included in the set. I have worked in three free-standing Alcohol & Drug Treatment facilities. All of my mentally ill clients used drugs at one time or another& many were addicted. I have nursed in 12-step and non-12-step programs. I have set clients up at AA&tried to keep them off drugs. The SS Disability of$650 (approx) is so meager that buying drugs means food or cigarettes are not purchased. Reasons for wanting to serve on this board: I would like to serve for two reasons: (1). To help citizens understand why people use drugs, the perils and why drugs are so prevalent, and (2)to be able to help set a viable drug policy with the Police Department and the court system. I received my Masters in Counseling Education from NCCU.I am trained in Strategic Prevention Framework (SPF), which is an approach endorsed by SAMHSA, and the seven strategies to effective community change used by Centers for Substance Abuse Prevention (CSAP). I have worked on prescription drug misuse for over 10 yrs in Orange County. I advocated for naloxone in 2012, particularly for law enforcement partners. I worked closely with Lt. Forrest Orr to obtain naloxone for NC Wildlife, who at the time were not being granted access to this lifesaving treatment. I served as one of the original members of the NC DHHS Opioid/Prescription Drug Advisory Committee (on Community Engagement). It is though OPDAAC Community Engagement subcommittee work that the Lock Your Meds initiative was borne, modeled after the Orange Partnership Talk It UP! Lock it UP! campaign. As a Program Director, I have experience in budgeting. I have served on JCPC s Funding and Risks and Needs subcommittees. As President of our property owners association, I had experience with reviewing budgets. Reasons for wanting to serve on this board: I have seen the destruction of opioid use disorders (OUD) I have family in recovery from opioid addiction. I hold a Masters in Public Health from the University of Michigan in Global Health Epidemiology, and an undergraduate degree in Public Administration (from Miami University in Oxford, Ohio). Please explain your reasons for wanting to serve on this board I have a demonstrated interest in reducing the burden of morbidity and mortality tied to substance use. I am excited at the prospect of working with an interdisciplinary group in Orange County to help form opioid-related policies and develop harm reduction strategies to make opioid use safer, and facilitate the linkage to treatment services for those who hope to begin their recovery process. How would your particpation on this board contribute to the diversity of viewpoints? While this would be the first advisory board I d be participating on, I feel I am uniquely positioned to contribute to the board as a researcher with degrees in Public Administration and Epidemiology, and experience working in the field of public health (specifically in the area of substance use). Further, I am a harm reduction advocate - my primary intention is to reduce the burden of overdose mortality, and a major piece of that is making substance use safer for those who are in active use and do not intend or are unable to enter the recovery process. Board of Health Please explain how your background, education and experience is relevant to this board I am a current fourth-year PhD candidate in Health Behavior at UNC-Chapel Hill, where my work focuses primarily on understanding the social determinants of health in the United States. . I hold a Masters of Public Health from the University of Michigan in Global Health Epidemiology, and an undergraduate degree in Public Administration (from Miami University in Oxford, Ohio). Most relevant to the Orange County Board of Health is my experience working with community members in Appalachian Ohio to develop and scale up evidence based interventions that align with the needs of individuals with substance use disorders and individuals in recovery, though I also served as an Ohio Public Leaders Fellow, where I spent a month working with the city government of Troy, Ohio, on issues related to public health. Most recently, I have been interviewing North Carolina residents with substance use disorders, harm reduction service providers, and substance use treatment providers to better understand the development and treatment of polysubstance use. Please explain your reasons for wanting to serve on this board I am a passionate and informed advocate for improving health at the population level, and I have always been intentional with my educational efforts and work experience to better understand how to work with community members to identify needs, develop studies to understand and illuminate needs to policy-makers, and ultimately work with policy-makers at the local, state, and national level to make informed, evidence-based change to improve public health. I believe working with the Board of Health would allow me to directly impact the community I live in, and would be invaluable experience to my work in the future for the residents of Orange County and North Carolina as a whole.
