PURPOSE: To consider awarding a bid to Carolina Environmental Systems of Kernersville,
North Carolina for one (1)multi-family recycling truck far recycling operations.
BACKGROUND: On January 1, 2003, Solid Waste Management began to perform multi-family
recycling throughout the County rather than contract it out. At that time, the County purchased
two multi-family recycling trucks. The trucks have six compartments that allow recyclables to be
sorted curbside. The items to be picked up by these trucks are:
• Clear Glass
• Newspaper
• Plastic
• Aluminum/Steel Cans
• Green Glass
• Brown Glass
Funds were allocated in this year's budget to purchase one additional truck. This truck will be
slightly different than the other two in that it provides driver controls on bath the driver and
passenger side of the vehicle, thereby allowing greater flexibility and operational efficiency. The
vehicle has a diesel engine, and staff understands that it will be able to operate on biodiesel
fuel. Mast County landfill and recycling trucks are operating on biodiesel now.
Fifteen vendors were solicited for Orange County Bid number 248. A pre-bid conference held
for this vehicle was attended by five vendors, of which four responded with bids. Pursuant to
the attached bid tabulation, Carolina Environmental Systems of Kernersville, North Carolina
submitted the lowest responsible bid that was responsive at a delivered cost of $143,589 for a
Labrie Top Select 1000-42 body mounted on a 2004 Crane Carrier t.ET2-26 cab and chassis.
Three of the bids received did not meet specifications and were considered non-responsive. All
three bid a collection body that was too tall to fit into the sorting facility when in the dump
position, and did not came with a safety valve that prevented the dump arm from falling in the
event of a broken hydraulic line.

FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $143,589.
Staff plan to obtain financing for the equipment through an existing financing agreement
previously approved by the BQCC with Central Carolina Bank at a very favorable interest rate of
3.95%. The annual payments for the 59-month term will be $32,188. Sufficient funds to cover
the principal and interest payments for this vehicle purchase have been included in the
proposed FY 2004-05 Solid Waste Management Department operating budget,
RECOMMENDATION(S): The Manager recommends that the Board award bid number 248 to
Carolina Environmental Systems of Kernersville, North Carolina at a delivered cost of $143,589;
and authorize the Purchasing Director to execute the necessary paperwork,
