PURPOSE : To :
1 ) Approve a construction contract with Harrod and Associates Constructors , Inc . for the
construction of multiple Orange County architectural projects ;
2 ) Authorize the County Manager to execute the Agreement , subject to final review by the
County Attorney , and any subsequent amendments for contingent and unforeseen
requirements up to the approved budget amount on behalf of the Board ; and
3 ) Approve Budget Amendment # 5 -A .
BACKGROUND : In the FY 2023 -2024 and FY 2024 -2025 Capital Investment Plans , the Board
approved funding for the following projects :
• Cedar Grove Community Center Flooring Replacement
• Richard E . Whitted Window Replacement including the southern elevation of the 2nd and
3rd floors of Building A and the east elevation of the 2nd and 3rd floors of Building B .
• Richard E . Whitted Cornice Trim Repair/ Replacement of both A & B buildings .
• Richard E . Whitted Connector Elevator Modernization
• Gateway Center Elevator Modernization
• Orange County Courthouse Elevator Modernization for one elevator .
• Piedmont Food Processing Center Window Replacement
In September 2024 , Orange County published an Advertisement for Bids , and on October 22 ,
2024 , the County received three ( 3 ) sealed bids from General Contractors .
The construction contract to complete the work as designed for the Architectural projects would
be for $ 1 , 689 , 300 , awarded to Harrod and Associates Constructors , Inc . Due to the consolidation
of projects , the Cedar Grove Community Center Flooring Replacement Project has available
funds that can be used to cover the contract price for Facades Capital Project which includes
windows and cornice trim for the exterior of the Whitted Complex . The proposed Budget
Amendment #5 -A amends the following project ordinances , reallocating funds already approved
within the County Capital Fund .

FINANCIAL IMPACT : Funds are already approved within the County Capital Fund . The approval
of Budget Amendment #5 -A would reallocate existing project funding to fund all projects within
the construction contract award .
ALIGNMENT WITH STRATEGIC PLAN : This item supports :
• GOAL 1 : ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 1 . Identify the priorities and resources necessary to implement the Climate
Action Plan ,
OBJECTIVE 2 . Invest in our infrastructure to reduce the environmental impact of the
County Fleet/ Facilities and improve safety .
RECOMMENDATION ( S ) : The Manager recommends that the Board :
1 ) Approve a construction contract with Harrod and Associates Constructors , Inc . for the
construction of multiple Orange County architectural projects ;
2 ) Authorize the County Manager to execute the Agreement , subject to final review by the
County Attorney , and any subsequent amendments for contingent and unforeseen
requirements up to the approved budget amount on behalf of the Board ; and
3 ) Approve Budget Amendment #5 -A .
