BACKGROUND: The Town of Chapel Hill Fire Department and Orange County Emergency
Services both identified the need to expand services to better serve southern Orange County and
the Town following continued growth. Through the Emergency Medical Services (EMS) System
Analysis completed in 2022, Orange County Emergency Services identified the Legion Road area
in Chapel Hill as an ideal location to meet both the geographic and system demand needs of the
growing EMS system. The Town of Chapel Hill currently owns a parcel of land at the intersection
of Legion Road and Formosa Lane in Chapel Hill. Both parties desire to further assess the
feasibility of this parcel for development of a joint Fire and EMS station. This joint station would
tentatively house a Chapel Hill Fire Department engine company and an Orange County
Emergency Services' EMS ambulance.
This agreement is for professional services to assess the property for development and to initiate
initial design services, if feasible. The Town will lead the Request for Qualifications process with
both the Town and County being parties to the contract. If approved, Orange County will serve as
2
the fiscal agent utilizing County funds (not to exceed $50,000) to initiate the project, with the Town
reimbursing up to $25,000 either by offsetting costs during the construction phase or direct
reimbursement if the project does not proceed by FY 2026-2027.
FINANCIAL IMPACT: In FY 2023-2024 the BOCC approved funding of $300,000 for the
professional services site development planning by qualified professionals. There is no additional
funding impact with this request.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the
County fleet/facilities and improve safety.
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 5. Invest in, support, train, and retain our community safety, health, and
emergency services employees and direct care workforce.
OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and
emergency services to meet the community's evolving needs.
RECOMMENDATION(S): The Manager recommends that the Board:

Services and Town of Chapel Hill co-location facility potential development of property
located at Legion Road and Formosa Lane, Chapel Hill; and

Attorney, and any subsequent amendments on behalf of the Board; and
