PURPOSE: To:
1) Approve a Corporate Water Easement with Orange Water and Sewer Authority (OWASA)
for the Robert and Pearl Seymour Center; and
2) Authorize the Chair to sign the Corporate Water Easement paperwork upon final County
Attorney review.
BACKGROUND: The Orange Water and Sewer Authority (OWASA) is requesting a Corporate
Water Easement for the Robert and Pearl Seymour Center, located at 2551 Homestead Road,
Chapel Hill. In 2020, the water system was upgraded to accommodate the realignment of the
roadway into the campus. However, the previously approved water easement did not include
access to the 6-inch water main leading to the existing hydrant. This new easement aims to
provide the necessary access to ensure the proper operation of the water distribution system. It
will replace the old easement with the newly designated easement, based on the realignment of
the roadway.
FINANCIAL IMPACT: There is no financial impact associated with granting this Corporate Water
Easement.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of County
fleet/facilities and improve safety.
OBJECTIVE 6. Protect water supply/watersheds.
RECOMMENDATION(S): The Manager recommends that the Board.
1) Approve a Corporate Water Easement with Orange Water and Sewer Authority (OWASA)
for the Robert and Pearl Seymour Center; and
2) Authorize the Chair to sign the Corporate Water Easement paperwork upon final County
Attorney review.
