PURPOSE: To consider making appointments to the Air Quality Advisory Committee.
BACKGROUND: At its September 20, 2005 meeting, the BOCC approved the Memorandum of
Agreement concerning the Joint Greenhouse Gas Emissions Inventory and Action Plan. As a
part of the Memorandum of Agreement, the Air Quality Advisory Committee was formed.
The AQAC is made up of 13 members, including one Commissioner, one Energy Industry
Representative and two At-Large members, appointed by the County. The Towns of Chapel
Hill and Carrboro are also responsible for making appointments. There are also representatives
from the Town of Hillsborough and UNC-CH.

The following resolution was introduced by Alderman Jacquelyn Gist and duly seconded by
Alderman Mark Chilton.
A RESOLUTION MAI{ING APPOINTMENTS TO THE AIR. QUALITY ADVISORY GROUP
FOR. THE GREENHOUSE GAS INVENTORY AND REDUCTION PLANNING PROJECT
Resolution No, .32/2005-06
WHEREAS, Carrboro, Chapel Hill, and the County are all members of the International Council
of Lacal Environmental Initiatives (ICLEI) and the Cities (Counties) for Climate Protection
(CCP) program; and
WHEREAS, as members of ICLEI and CCP, the County, Carrboro, and Chapel Hill are all
required to conduct an inventory and action plan for reducing GHG emissions, which aze a
contributor to diminished au' quality and ground level ozone; and
WHEREAS, Chapel Hill, Carrboro, and the County, recognizing the mutual benefits and
econonues that would be received by developing a,joint Countywide plan, have entered into a
Memorandum of Agreement to do so; and
WHEREAS, the Scope of Work for the project involves the creation of an Air Quality Advisory
Group to work with staff and the consultant on the project, The group is to consist of
representatives of community stakeholder groups, including the general public, energy industry,
elected officials, university representatives,
NOW, THEREFORE BE IT RESOLVED by the Carrboro Board of Aldermen that the Aldermen
appoints the following members:
Board of Aldermen liaison: Randee Haven-O'Donnell
At-large appointment: Ginger Guidry
At lazge appointment: Gudrun Thompson
BE IT FURTHER RESOLVED by the Carrboro Board of Aldermen that the Board will continue
to look for an Energy Industry representative,

I have worked far aver 15 years as an air pollution consultant. My most relevant
experience has been the preparation of the EPA's Emission Inventory Improvement
Program's documents for area source air pollutant inventories. Area sources are air
pollution sources that typically are small, widespread and diffuse, as opposed to large
industrial sources. I also supervised a team that prepared the 1996 area source
component of the EPA's National Toxics Inventory. My most recent work has been part-
time work providing quality assurance on a national database of air permit conditions and
limits (EPA's RACY/RACY/LAER Clearinghouse (RBLC)). The RBLC database includes
entries for hundreds of industrial processes. My work requires knowledge of controls,
pollutants, and regulations pertinent to each of these processes,

promoting renewable energy technologies including solar, wind, micro-hydro, geothermal,
biofuels and energy efficiency, Since 1978, NCSEA has conducted countless
workshops, solar home tours and Earth Day events, educating tens of thousands of
North Carolinians. NCSEA is also a stakeholder in the U.S, Department of Energy's
Clean Cities Program, which focuses on increasing the availability and use of alternative
fuel vehicles. With NCSEA's strong efforts and membership backing, the organization
has successfully helped to implement a significant tax credit (35%) for solar and other
