PURPOSE: To conduct a public hearing on the FY2006/2007 North Carolina Community
Transportation Program (CTP) grant application by Orange Public Transportation and approve
the grant application including adoption of a resolution authorizing an agreement with the North
Carolina Department of Transportation for all necessary assurances.
BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Public
Transportation Division accepts grant applications for administrative and capital needs for
county operated community transportation programs. Orange Public Transportation (OPT) is
eligible to make application for both administrative and capital funding. The FY 2005/2006
(current year) approved application includes administrative funding in the amount of $219,293
and capital funding in the amount of $45,000 for a total grant application of $264,293.
The total requested for FY 2006/2007 is $180,615 for administration ($153,522 State; $27,093;
Local Match) and $280,141 for capital ($252,126 State; $28,015 Local Match), The total local
match, to include administrative fiands, bus stop signs, vehicle lettering, network server, and
three Compressed Natural Gas vehicles and one lift equipped van is $55,108, The
FY2006/2007 application differs from the FY05 application because miscellaneous costs in
administration; i,e„ training, have decreased, and capital has increased because OPT is eligible
to acquire new service vehicles under NDCOT replacement criteria,
The new vehicles consist of three lift-equipped mini-buses and one lift-equipped van (same
body style of the replacement vehicles). The three mini-buses recommended for purchase off
the NCDOT contract will came equipped for Compressed Natural Gas (CNG) and are estimated
to cost $77,350, or an additional $6,450 per vehicle. The increase in the local match due to
CNG is $2,150 per vehicle. A CNG van is not available under the current NCDOT contract, but
future purchase options should include alternative fuels capability.
These four vehicle acquisitions are not an expansion of the OPT fleet, The existing vehicles will
be removed from the fleet and sold. Additional OPT fleet acquisitions will be reviewed under
the same energy conservation guidelines as established by the BOCC for all County vehicles.
Administrative funds will continue to be used to support the overall transit system management
and promote general ridership.
A public hearing is required with opportunities for public discussion and comments before the
Board takes action on the resolution.
FINANCIAL IMPACT: The NCDOT Community Transportation Program Grant requires a 15%
local match for administrative funding of $27,093 and a 10% local match for capital funding of
$28,015. The total local or county match required for FY2006/2007 would be $55,108
(comparable to years past when traditional vehicles were replaced, but inclusive of additional
costs for alternative fuel vehicles), Each year, the local match is addressed and authorized by
the BOCC as part of the County's normal budget process,
RECOMMENDATION(S): The Manager recommends that the Board
1, Conduct a public hearing to comments an the proposed grant application
2. Approve the Community Transportation Program Grant application for FY 2006/2007 in
the total amount proposed of $432,741 that includes a local match proposed of $.55,108
3. Authorize the Chair to sign the Community Transportation Program Resolution and
Annual Certified Statements of Participation.

WHEREAS, Article 2B of Chapter 136 of the Nortlx Carolina General Statutes and the Governor of North Carolina
have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for
administering federal and state public transportation funds; and
WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of
Transportation, Federal Transit Administration and receives funds from the North Carolina Genera] Assembly to
provide assistance for mxal public transportation projects; and
WHEREAS, the purpose of these transportation fiords is to provide grant monies to local agencies for the provision
of rural public transportation services consistent with the policy requirements for planning, cormnunity and agency
involvement, service design, service alternatives, baining and conference participation, reporting and other
requirements (drug and alcohol testing policy and program, disadvantaged business enterprise program, and fully
allocated costs analysis);

This is to inform the public of the opportunity to attend a public hearing on the proposed FY
2006/2007 Community Transportation Program Application to be submitted to the North
Carolina Department of Transportation no later than December 16, 2005 Those interested in

2009 on or before December 5, 2005.. The public hearing will be held on December 5, 2005 at F,
Gordon Battle Court House, 106 East Margaret Lane, Hillsborough, N.C. 27278 at 7:30 p.m.
before the Board of County Commissioners.
The Community Transportation Program provides assistance to coordinate existing
transportation programs operating in rural Orange County as well as provides transportation
options and services for the communities within this service area. These services are currently
provided using Fixed deviated public route, demand response routes, contractual agreements
with local human service agencies, and subscription routes.. Services are rendered by Orange
Public Transportation utilizing lift equipped small transit busses and lift equipped vans.
