Benedict, ext, 2592 TELEPHONE NUMBERS: Hillsborough 732-8181 Chapel Hill 968-4501 Durham 688-7331 Mebane (336)227-2031 PURPOSE: To consider authorizing a contract with Corley Redfoot Zack (CRZ) for design services of the 34-acre West Ten Road Soccer Park, BACKGROUND: In June 2003, the Board of County Commissioners (BOCC) appropriated funding that enabled the Orange County Board of Education to obtain options to purchase several parcels of property on West Ten Road approximately, 1 mile between Mt, Willing and Buckhorn Roads, south of I-85/I-40 (see attached Map). The property, totaling slightly more than 100 acres, was being considered for use by the Orange County Schools (OCS) as the site of a planned new middle school, and possibly other uses, In subsequent months, the Board of Education determined that it would not need for the middle school the 33+ acre Euliss property that was part of the overall 100 acres. In March 2004, the Board of Education purchased the remaining 67 acres, and Orange County purchased the Euliss property with the intent of using it primarily as the site of a soccer complex. In recognition of previously adopted resolutions that establish a policy of pursuing County/Schools coordinated and joint use facility planning when it is feasible to do so, County and OCS staff and the middle school architects have held discussions about how the adjacent locations of the middle school and soccer park sites might lead to economies of scale during design and construction and could possibly lead to many "smart growth"' cost savings in both projects. County staff developed a team to investigate the feasibility of using the existing middle school design firm of Corley Redfoot Zack (CRZ) for the soccer park design, The team included Rod Visser, Assistant County Manager; Lari Taft, Recreation & Parks Direator; Pam Jones, Purchasing Director; Geof Gledhill, County Attorney; Craig Benedict, Planning Director; Dave Stancil, ERCD Director; Paul Thames, Caunty Engineer; and Dianne Reid, Economic Development Direator, A subgroup consisting of Lori Taft, Craig Benedict, Paul Thames and Pam Jones interviewed the CRZ design team and their subaansultants to confirm the acceptability of their credentials far this project. Based on the interview and extensive positive experience with CRZ on other County and school projects over the past fifteen years, staff believe that CRZ and other members of their design team have exhibited their ability to design athletic fields of this nature. In addition, CRZ can coordinate soccer park design and development with the school site design and construction activities to ensure a master planned project with savings possible in the areas of earthwork, parking, access, road improvements, lighting, irrigation, electric, etc. Other joint use opportunities such as the gymnasium, locker rooms, and bathrooms of the school may be passible in the short term and adjunct as part of the long term park program, Based an a scope of work produced by County staff, CRZ submitted a design fee of $119,000 for the project. The scope of work and proposal letter are attached, Staff, in collaboration with the County Attorney and CRZ, will prepare a contract incorporating the scope of work far signature by the Ghair, NCGS § 143-64,32 permits elected bodies, in the sole discretion of the governing body and stating the reasons and circumstances attendant thereto, to exempt projects from the qualifications-based selection process of the design firm where the design fees exceed $30,000. Because of the synergies between the two projects and the extraordinary coordination opportunities that exist by retaining the same designer for both projects, staff recommends that the Board exercise this statutorily permitted exemption for this project, CRTs contract would run concurrently with the school site construction, which is anticipated in late summer, after final planning process approvals that are anticipated in late June 2004. The BOCG would review draft plans as the owner of the soccer park property. FINANCIAL IMPACT: Funding would come from 2001 general obligation bond funds for the "Satter Superfund" that will be included in the bond sale that is scheduled for later in 2004. Program Elements of the project are: • Design for the maximum number of full size soccer fields (360' x 225') that the site can yield, within design and development standard parameters. • Smaller (Ul l or younger) fields if space allows. • One field designed as a championship field. • Irrigation and water fountains • Field lighting and security lighting • Perimeter fencing for security purposes. • Perimeter walking track if space allows. • Required landscaping and stormwaterldrainage%rosion control • Full electric, plumbing and water service • Parking and entry and internal roadways • A building to include: Restrooms, Concession stand, Office, Equipment room, Team/Meeting room, supply room, HVAC (1,500 - 2,000 sq ft) plus an extended pad with roof overhang for picnic tables, shelter during thunderstorms, first aid station, referee station, etc. Please provide your "lump sum" cost to complete this project as detailed above, Include mention of your experience with other similar projects, Identify the members of your team and related experience, along with the individual who will take the lead on this project and their qualifications, We hope to hear from you by Thursday, April 15 with your response to this request.
