PURPOSE: To report on the evaluation of the September 20, 2005 Durham Technical Community
College (DTCC) concept plan as it relates to the site plan elements of 'Smart Growth' and make
suggestions; and to consider authorizing CRZ to complete the design work for the park and ride lot
as part of the DTCC contract for an amount not to exceed $20,020.
BACKGROUND: On April 15, 2005, Orange County closed on property in the Waterstone
development upon which to locate the DTCC campus in Orarige County. Shortly thereafter, DTCC
selected and approved a contract with the Chapel Hill based architectural firm, Corley Redfoot Zack
(CRZ) to design the project. As the Board will recall, 50% of the funding for this project's $8 million
estimated construction cast comes from Orange County and 50% comes from State bond funds,
which must be encumbered by contract no later than ,lone 1, 2006, The attached timeline from
CRZ reflects the overall timeline to meet the critical deadlines requisite to the August 1, 2007
opening date for the campus (Attachment 1),
On September 20, 2005, CRZ presented plans for the first campus building, currently under design
as well as the campus master plan that reflects the campus at full build-out. County
Commissioners requested additional information on sustainable design features that could be
incorporated into the construction of the building and other elements that are commensurate with
smart growth principles, Sustainable design features were approved by the Board on November
15, 2005 and are currently under design for inclusion in the bid as add alternates. Based on the
pricing obtained, the Board can then decide which elements will be funded for inclusion in the
construction contract.
This report focuses on the principles of Smart Growth site design attributes as listed below.
Attachment 2 provides elaboration on each element, as well as the suggestions made by County
staff and incorporated into the DTCC design about how the particular element could be addressed,

The most recent discussions (November 22) have focused on the preservation of trees. A number
of options have been discussed, including shifting the building to preserve more trees and
modifying the slope to require less impact on the DTCC site. In the final analysis, shifting the
building would have only marginal benefit but would require substantial redesign work to be carried
out. Attachment 3 is an illustration of how the proposed developer's road construction impacts the
removal of trees on the DTCC site.. In order to address this concern, CRZ has suggested a
possible redesign of the slope from the current 3-to-1 to 2-to-1.. It is notable, however, that while
the steeper slope lessens the impact of the road development on the DTCC site by approximately
25' it may create future maintenance issues.
The DTCC campus is also the site for apark-and-ride lot, for which the County received grant
fianding to partially offset development costs. Park-and-ride issues are outlined in Attachment 4.
While there is a chance that additional grant funds may become available to the County for the
design fees, the assumption at this point is that design fees would serve as part of the County
match. CRZ would design the park-and-ride lot under the contract with DTCC as part of the project
scheduled to go out to bid in the spring 2006 and the County would reimburse DTCC up to $20,020
for this work,
In summary:
The construction documents for this project must be completed by CRZ within the next few weeks
and submitted to the Town of Hillsborough by December 22, 2005, The plans as revised
incorporate smart growth principles as suggested by the County and discussed in Attachment 2,
The site is a heavily forested site, which regtaires that some tree removal will be required to
accommodate construction. Although some trees may be lost as a result of the construction,
several significant trees are being preserved and significant landscaping is being installed to help
offset the tree removah
FINANCIAL IMPACT: County staff will explore additional grant opportunities or identify other
capital funds to address matching funds requirements of the grant at the appropriate time in the
future.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Approve the current site plan as it relates to the position of the building; and
2) Recommend to DTCC that they pursue the smart growth design attributes outlined on
Attachment 2 as determined to be appropriate by the County Commissioners; and
3
3) Transmit the Board of Commissioners' recommendations to the Durham Technical
Community College Board of Trustees; and
4) Authorize the expenditure of funds to design the park and ride lot in an amount not to
exceed $20,02Q, to be reimbursed to DTGC for the additional design work by CRZ.

Environmental Protection
Preservation of open space benefits the environment by combating air
pollution, attenuating noise, controlling wind, providing erosion control, and
moderating temperatures. Open space also protects surface and ground water
resources by filtering trash, debris, and chemical pollutants before they enter a
water system. Open space protects animal and plant habitat, prime forests and
places of natural beauty.
Suggestions:
• Identify and protect specimen trees where possible. Deciduous trees on
the south and west side of the building provide shade in the summer to
prevent heat islands.
• Ensure that the tree protection areas on-site protect clusters of trees
wherever possible, and promote future connectivity with other tree stands
and undeveloped portions of this and adjoining properties for wildlife
movement.
• Parking along the main traffic connector should be reduced. Back-out
parking into heavy traffic flow creates vehicular conflicts. Parking in front
of the building should be limited. The front of the building is a pedestrian
focal point. Also, a pedestrian mall connecting the greenway and the
future buildings is envisioned, Parking in front of the building can conflict
with pedestrian safety.
• Eliminating seven parking spaces at the most southern part of the parking
lot would protect four mature trees: 2 hickory and 2 white oaks.
• Shifting the dumpster pad east would protect a white oak and an
uncommon chestnut oak, as well as provide a better view of the building,
unobstructed by the dumpster enclosure, from the roadways.
• In the southern mast parking lot, shifting the island along the edge of the
parking five spaces to the west would allow far the protection of two large
white oaks.
• Bio-retention areas and parking islands should be re-landscaped with
native vegetation suitable for wet areas. If islands are large enough, then
only part could be bio-retention and the remainder could be dry areas for
student or public benches.
• The addition of new tree islands and reduced parking would save 8
additional trees.
• Add parking lot tree islands where a cluster exists and monitor grade
changes
• Prevent disturbance of steep slopes and protect waterways/preserve
riparian buffers.

Show specimen trees on the site plan and grading plan so that impacts
can be determined.
2. Xeriscaping
Using landscaping that is slow-growing and drought tolerant conserves water
and reduce yard trimmings, Xeriscaping uses plants that are compatible with
locally available resources, including water, soil types, and sunlight, Also, less
fertilizer and fewer pest controls are required than with traditional landscapes.
Because pesticides and fertilizers can inadvertently harm beneficial organisms,
as well as impact air and water quality, reducing their use is a good idea.
Suggestion:
• Ensure mature landscaping species are compatible locally, slow growing,
wind damage resistant, drought tolerant, and require low long-term
maintenance. Also match tree and plant species with created field/site
conditions such as wet tolerant species in bio-retention areas.
3. Pedestrian Friendly
Walkable communities locate within an easy and safe walk goods (such as
housing, offices, and retail) and services (such as transportation, schools,
libraries). Walkable communities make pedestrian activity possible, which
expands transportation options. To foster walkability, communities must mix
land uses and build compactly, and ensure safe and inviting pedestrian
corridors.
Benefits of pedestrian friendly communities include lower transportation costs,
greater social interaction, improved personal and environmental health, and
expanded consumer choice. Land use and community design plays a pivotal
role in encouraging pedestrian environments. By building places with multiple
destinations within close proximity, where the streets and sidewalks balance all
forms of transportation, communities have the basic framework for encouraging
walkability.
Suggestion:
• Provide linkages to proposed and existing pedestrian systems as well as
current and proposed commercial and residential development. The
master plan of Waterstone requires a greenway along College Park Road
and a sidewalk along Waterstone Drive to be completed by the
developer. Connect internal sidewalks to this network and stub out
sidewalks to future mixed-use project as shown on master plan. In
addition shift future DTCC master plan sidewalk from north side of site to
south side of site to connect to public transit area, which also has
proximity to future mixed-use project to the south. This also would fulfill
SUP requirements of later phases to connect to Parcel 17 of the
Waterstone Master Plan.

Design roadways to be pedestrian friendly by buffering sidewalks from
roadways with street trees.
See other pedestrian walkway connectivity issues as described in Park-
and-Ride lot program.
4. Bicycle Plan
Bike lanes should be provided from the roadways and should connect existing
facilities.
Suggestion:
• The County encourages the provision of bicycle racks at Park-and-Ride
facilities as well as on site near the DTCC campus,
5. Public Transit
Providing transit stops encourage the use of Park-and-Ride facilities as well as
making facilities more accessible to persons without a vehicle,

6. Internal Traffic Capture
Roadways that provide internal connections on a site to minimize traffic from
entering the major roadway system to access a different part of the site.
Suggestion:
• A stub-out has been provided to the mixed use project to the south,
• A stub-out could also be made to the CCRC (Parcel 17, Continuous Care
Retirement Center) to the east when later DTCC buildings are considered,
7, Reduced Parking
Reducing the parking provides a more pedestrian friendly environment,
encourages alternate transportation methods, and reduces run-off and solar
insolation.
Suggestion:
• DTCC proposes to construct approximately 200 parking spaces in the first
Phase of the campus, Officials expect to initially serve approximately
2,000 students (800 during daytime hours and 1,200 in the evening),
This project is going through the development approval process for an SUP
(Special lJse Permit). As such, there are no absolute requirements
regarding parking. For informational purposes, the Town of Hillsborough
parking requirements for "Schoels: Vocational" require 1 space per staff
member plus 1 space per 2 students. Hillsborough does not have a parking
standard far a "college." For comparison, Orange County's Zoning

Ordinance requires 1 space per 3 students for "college" uses and the same
standard as Hillsborough for Vocational Schools.
Using Town of Hillsborough requirements, the parking requirements would
be between 600 and 1,000 spaces, depending on whether 2000 students
are used in the calculation or if the expected number of evening students
(1,200) is used. Staff spaces would raise the number of required spaces,
DTCC is proposing significantly fewer parking spaces than would be
required under exiting parking regulations for non-SUP projects,
Therefore the 200 parking spaces by the Orange county campus of DTCC
is reasonable at this time,
Share parking with the Park-and-Ride lot, The campus can use the Park-
and-Ride lot as overflow parking in the evenings (see Attachment 4),
8. Innovative Transportation and Traffic Systems
Transportation Demand Management involves strategies that change travel
behavior (how, when and where people travel) in order to increase transport
system efficiency and achieve specific objectives such as reduced traffic
congestion, road and parking cost savings, increased safety, improved mobility
for non-drivers, energy conservation and pollution emission reductions, There
are many different TDM strategies with a variety of impacts. Some improve the
transportation options available to consumers, while others provide an incentive
to change travel mode, time or destination,. Some reduce the need for physical
travel through mobility substitutes or more efficient land use,
Suggestion:
• Encourage car pools, provide transit stops and Park-and-Ride lots.
9. Community Use
Allows the community access to the facilities, which reduces demand for
existing faculties and reduces the need for more construction,
Suggestion.°
• The campus could provide a public green in some phase of the master
plan to accommodate outdoor gathering areas or a meeting room/flexible
space large enough to accommodate community meetings could also be
considered if educational uses permit and do not conflict.
10. Joint Use and Mixed Use
By putting uses in close proximity to one another, alternatives to driving sucF
as walking or biking, once again become viable, Mixed use can enhance the
vitality and perceived security of an area by increasing the number of people
on the street.

Suggestion:
• The Waterstone Planned Development is an example of this prior thought
process, Bath the Town of Hillsborough and the BOCG diligently worked
on this concept and design guidelines for 4 years before the project was
approved.
11. Crime Prevention Through Environmental Design (OPTED)
Proper design and effective use of the physical environment can lead to a
reduction in the incidence and fear of crime.
Suggestion:
• Placement and design of physical features should maximize visibility, and
discourage access to/from dark or unmonitored areas. Correct usage of
lighting can prevent glare or the creation of silhouettes in the dark.
• Avoid overly bright wall packs that can make it hard for a person to see
who is approaching the building.
• Orient parking with line of sight towards buildings or Park-and-Ride lot.
• Natural surveillance can be created by focusing high volume activity
within view of many areas.
12. No Light Pollution
Using appropriate lighting fixtures and

Suggestion:
• Use fully shielded light fixtures with cutoffs to ensure all light is directed
toward the ground. Both the Town of Hillsborough and Orange County
have recently passed new outdoor lighting ordinances.
• Shield lights to direct rays away from adjacent properties.
13, Recyclingand Recycled Products
Use products made of recycled material when feasible.
Suggestion:
• Any trees removed during construction can be chipped and used as
mulch,
14. Compact Design and Open Space
Compact building design suggests that communities be designed in a way
which permits more open space to preserved, and that buildings can be
constructed which make more efficient use of land and resources. By
encouraging buildings to grow vertically rather than horizontally, and by
incorporating structured rather than surface parking, for example,
communities can reduce the footprint of new construction, and preserve more
greenspace. Nat only is this approach more efficient by requiring less land for

construction. It also provides and protects more open, undeveloped land that
would exist otherwise to absorb and filter rain water, reduce flooding and
stormwater drainage needs, and lower the amount of pollution washing into
our streams, rivers and lakes.
Compact building design is necessary to support wider transportation
choices, and provides cost savings for localities. Communities seeking to
encourage transit use to reduce air pollution and congestion recognize that
minimum levels of density are required to make public transit networks viable,

• Build multi-story buildings in future phases,
15. Low Impact Design (Erosion and Sediment Control)
Low impact development (LID) achieves stormwater management controls by
fundamentally changing conventional site design to create an environmentally
functional landscape that mimics natural watershed hydrologic functions,. The
LID design approach is to leave as much undisturbed area as practical and
optimize infiltration, detention and interception to reduce runoff volume and
discharge, LID management controls are integrated throughout the site to
compensate for the hydrologic alterations of development. The approach of
conserving and utilizing areas with high infiltration and low runoff potential in
combination with small on lot stormwater retention !detention facilities
creates a "hydrologically functional landscape". This functional landscape can
also enhance a site's aesthetic and habitat value by encouraging greater
conservation of trees and use of more plant landscape materials. (Coffman,

Suggestions:
• Location of BMP's on high-infiltration soils
• Maintain predevelopment flow path length by dispersing and redirecting
flows using open swales and natural or vegetated drainage patterns
instead of curb and gutter
• Disconnecting impervious areas (e.g., eliminating curb/gutter and
redirecting down spouts)

The primary purpose of the CMAQ program is to fund transportation projects and
programs in non-attainment and maintenance areas that reduce transportation-related
emissions. The CMAQ program is a reimbursement program in which local
governments have a contract with the NCDOT for reimbursement of approved
expenditures for projects that are managed by the local government,
Orange County has applied for, and The North Carolina Department of Transportation
(NCDOT) has appropriated $ 733,076 in Congestion Mitigation and Air Quality (CMAQ)
grant funds for constnuction of a park & ride lot at the Durham Technical Community
College campus and three years of operating assistance for a new transit service, to be
provided by Orange Public Transportation (OPT), far a new intra-Hillsborough route.
The grant includes $113,186 ($90,549 to be reimbursed through the CMAQ program,
$22,637 provided by Orange County) fora 125-space park and ride lot and $22,490
($17,992 CMAQ reimbursement, $4,498 local match) for two transit shelters, one to be
located at the park and ride lot and one to be located at the new Orange County justice
facility/government services complex, In addition to the local match, Orange County is
providing the land and cost of designing the park and ride lot,
The park and ride lot, when completed, will augment parking for the new addition to the
justice facility that will eliminate much of the parking currently available at the
courthouse, The park and ride would also provide a place for people from outside the
Metropolitan Area Boundary to access transit services, and provide a central location
where carpools and vanpools could meet.
The linear placement of the park and ride lot along the southern portion of the DTCC
property that borders the future mixed rase development will preserve the natural
contour of the parcel and will require the least cut and fill during construction, That
location will also provide easy walkable access to/from the mixed use area, The
greenway trail planned along the old roadbed through the DTCC and the mixed use
sites also passes through this site for the park and ride lot. The greenway trail will
provide additional landscaping and "break up" the paved parking area. Design of the
park and ride lot should use principles of crime prevention through environmental
design to ensure landscaping and buffers are attractive, but don't serve to seclude the
park and ride lot ar totally obscure it from view,
The transit route is designed to shuttle court traffic from the park and ride lot to the
County justice facility/ government services complex and provide transit service to
Hillsborough government services, residential areas, shopping and employment
centers.
The following gives a brief history of the CMAQ project,
June 15, 2004: Orange County was designated as non-attainment for national 8-hour
ozone standard, which made the county eligible to receive Congestion Mitigation and
Air Quality (CMAQ) grants,
December 14, 2004: The Orange County Board of Commissioners (BOCC), endorsed
a Congestion Mitigation and Air Quality (CMAQ) grant application including, subject to

any additional information and review, commitment to provide local matching funds for
each year's CMAQ allocation.
The CMAQ application proposes the following improvements and estimated costs for
development of a transportation center at Water Stone with new transit service to
connect the transportation center with the justice facility/government complex in
downtown Hillsborough, and to serve residential, employment and retail centers in
Hillsborough.

The application did not include reimbursement for the site, site planning, lighting or
labor, except for transit operations.
Orange County's CMAQ application is supported by the following agencies:
• The Town of Hillsborough endorsed a resolution supporting Orange County's
application to initiate in-town transit service and agreeing to participate in the
local match requirement and the marketing campaign for the new route.
• December 16, 2004: The Triangle Area Rural Planning Organization (TARPO)
endorsed CMAQ applications for Orange and Chatham Counties to submit to the
NCDOT.
• January 12, 2005: The Durham-Chapel Hill-Carrbaro (DCHC) Metropolitan
Planning Organization (MPO) endorsed CMAQ applications, including Orange
County's application, to submit to the NCDOT. The Transportation Advisory
Committee (TAC), in approving projects, endorsed a funding scenario that
requested a 50% local match for transit operations (instead of the 20% allowed
by CMAQ legislation). That scenario allowed all jurisdictions applying for
operating assistance to include their projects since program funding was not

July 2005: The NGDOT notifies MPOs and RPOs that the NCDOT will restrict
approved CMAQ funding approximately 2/3 of the authorized budget amounts through
December 2007 in an effort to deal with the NCDOT's temporary cash shortage
impacting its ability to fund and advance all TIP projects.
October 20, 2005: The NC Board of Transportaticn amended the 2006-2012
Transportation Improvement Program to include CMAQ projects. The Orange County
project was included as follows:
