BACKGROUND: The FY 2024-34 Capital Investment Plan (CIP) included the purchase of the medical equipment for three (3) Advanced Life Support ambulances during Fiscal Year 2024- 2025. Two (2) of the ambulances are replacements for trucks that have met their end of life. The third ambulance purchase is to accompany the build of the future emergency medical services (EMS) Station co-located with Chapel Hill Fire in Fiscal Year 2025-26. This approval included three (3) LUCAS Chest Compression Systems, three (3) POWERPRO cots, three (3) POWERLOAD systems to assist with cots onboard/offloading from ambulances, and three (3) Stair-PRO stair chairs. It also included the purchase of one (1) LIFEPAK 15 Monitor/Defibrillator. The purchase of the single LIFEPAK is to equip the new ambulance to the fleet. The LIFEPAKs for the two (2) replacement ambulances were authorized at the Board's October 1, 2024 Business meeting as part of the strategic replacement of the LIFEPAK fleet outlined in the Capital Replacement Plan Budget. The Basic Life Support ambulance that is being purchased using cost savings from remounting the boxes from two (2) ambulances that are aging out of the Emergency Services fleet will be equipped using existing medical equipment. 2 Stryker, Inc. is the sole-source provider for the LIFEPAK monitor, LUCAS Chest Compression System, POWERPRO cots, POWERLOAD system, and Stair-PRO stair chair. Stryker does not allow any third-party vendors to sell these products. Orange County Emergency Medical Services (EMS) operates with the outlined equipment on a daily basis. FINANCIAL IMPACT: Stryker has provided a quote for $311,365.98 for the equipment and miscellaneous supplies needed to outfit the three Advanced Life Support ambulances the County will purchase this year. This equipment is budgeted for in the FY 2024-2034 CIP as part of the Emergency Services fleet replacement for this fiscal year. By completing the purchase prior to January 1, 2025, Orange County's purchase will not be affected by the anticipated 8-12% cost increase to all Stryker products in the new calendar year.
