SUBJECT: Ratification of Manager Signed Intergovernmental Agreements

PURPOSE: To acknowledge and ratify various intergovernmental agreements signed by the
Manager as previously authorized by the Board of Commissioners.
BACKGROUND: The Board of Commissioners, through Section XV of the budget ordinance,
authorizes the County Manager to execute intergovernmental agreements. Those agreements
are then reported to the BOCC by the County Attorney. The following agreements were executed
by the Manager in 2024:
1) Interlocal agreement with Durham County in which Orange County Cooperative Extension
provides 20% of its livestock agent's time to Durham County, which does not have a
dedicated livestock agent. Expires June 30, 2025. Revenue to County is at least $15,000
annually. Amount to be renegotiated based upon actual costs each year.
2) Memorandum of agreement between Orange County and the Alliance Health for funding
of the Bridge Housing program in Orange County. Expires June 30, 2025. Total cost to
the County is $168,737.
3) Memorandum of agreement between Orange County and the Alliance Health for funding
of the Post Overdose Response Team in Orange County. Expires June 30, 2025. Total
revenue to the County is $201,484.
4) Memorandum of agreement between Orange County and the Alliance Health for funding
of the Crisis Assistance, Response and Engagement Team in Orange County. Expires
June 30, 2025. Total revenue to the County is $579,500.
5) Memorandum of agreement between Orange County and the Alliance Health for
management of County-funded mental health, intellectual/developmental disabilities and
substance use services provided to residents of Orange County. Expires June 30, 2025.
Cost to the County is $964,682.

6) Memorandum of understanding between Orange County and the Town of Carrboro for
funding joint economic development programs Article 46 collaborative outreach program.
Expires June 30, 2025. Cost to the County is up to $13,524.
7) Memorandum of understanding between Orange County and the City of Mebane for
funding joint economic development programs Article 46 collaborative outreach program.
Expires June 30, 2025. Cost to the County is up to $4,338.
8) Memorandum of understanding between Orange County and the Town of Chapel Hill for
funding joint economic development programs Article 46 collaborative outreach program.
Expires June 30, 2025. Cost to the County is up to $37,088.
9) Memorandum of understanding between Orange County and the Town of Hillsborough for
funding joint economic development programs Article 46 collaborative outreach program.
Expires June 30, 2025. Cost to the County is up to $12,540.
10)Memorandum of agreement between Orange County and UNC Chapel Hill to reimburse
UNC for funds expended in its program providing Adult Mental Health Housing Funds to
residents of Orange County. This is a program operated by UNC since 2018 that expired
June 30, 2023. The agreement was not completed and signed until 2024. Cost to the
County is $43,485.50.
11)Memorandum of understanding between Orange County and the Town of Chapel Hill for
the joint funding of the CoStar Realty platform that provides commercial real estate data
and analytics, trends and future lookout for commercial properties. Expires June 30, 2026.
Total cost to the County is $15,016.
Due to statutory requirements, going forward these intergovernmental agreements and any others
will appear on BOCC Business meeting agendas.
FINANCIAL IMPACT: The financial impact to the County is itemized in each description above.
ALIGNMENT WITH STRATEGIC PLAN: There are no Orange County Strategic Plan Goals
applicable to this item.
RECOMMENDATION(S): The Manager recommends the Board acknowledge and ratify the
above-described intergovernmental agreements executed by the Manager.
